AN ORDINANCE OF THE CITY OF FARMERS BRANCH, TEXAS,
IMPOSING A MORATORIUM ON ALL ZONING AMENDMENTS,
SPECIFIC USE PERMITS, SITE PLAN APPROVALS, AND BUILDING
PERMITS RELATIVE TO THE CONSTRUCTION OF STORAGE OR
SALES WAREHOUSES AND DISTRIBUTION CENTERS, NOT
ALREADY EXISTING OR APPROVED, WITHIN THE PLANNED
DEVELOPMENT ZONING DISTRICT NO. 24 (PD-24), PLANNED
DEVELOPMENT ZONING DISTRICT NO. 50 (PD-50), PLANNED
DEVELOPMENT ZONING DISTRICT NO. 61 (PD-61) PLANNED
DEVELOPMENT ZONING DISTRICT NO. 72 (PD-72), CERTAIN
PARTS OF THE PLANNED DEVELOPMENT ZONING DISTRICT NO.
22 (PD-22) AND CERTAIN PARTS OF THE PLANNED
DEVELOPEHNT ZONING DISTRICT NO. 70 (PD-70); TAKING
EFFECT ON MAR CH 3, 1998 AND REMAINING IN EFFECT
THROUGHJULY 6, 1998.
WHEREAS, sales or storage warehouse uses and distribution center uses are presently allowed as
primary land uses by right in the Planned Development District No. 22 (PD-22), the Planned
Development District No. 24 (PD-24), the Planned Development District No. 50 (PD-50), the Planned
Development District No. 61 (PD-61), the Planned Development District No. 72 (PD-72), and
portions of the Planned Development District No. 70 (PD-70) zoning districts as delineated on Exhibit
"A"• and
WHEREAS, sales or storage warehouse uses and distribution center uses may be incompatible with
other uses allowed within the above referenced zoning districts or in proximity to development or
allowable uses in neighboring zoning districts; and
WHEREAS, the above referenced zoning districts encompass the majority of the land area comprising
the west side of the City of Farmers Branch and also include key frontage areas on the Stemmons
Freeway 4H-35E); and
WHEREAS, most of the undeveloped land remaining within the City of Farmers Branch is located
within the above referenced zoning districts; and
WHEREAS, it is in the best interests of the City of Farmers Branch and its residents that property be
developed to its highest and best use to better ensure a sound economic base; and
WHEREAS, the above referenced zonings districts presently do not include development standards
specific to sales or storage warehouse uses and distribution center uses that might serve to make them
more compatible with neighboring uses or development; and

WHEREAS, it may be desirable to amend the above referenced zoning districts to establish new controls
relative to sales or storage warehouse uses and distribution center uses in order that the health, safety, general
welfare, and property values of the community might be better preserved and protected.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FARMERS BRANCH, TEXAS:
SECTION 1. That all the above premises are found to be true and correct and are incorporated into the
body of this ordinance as if copied in their entirety.
SECTION 2. That a moratorium is henceforth imposed on all zoning amendments, specific use permits,
site plan approvals, and building permits relative to the construction of storage or sales warehouses and
distribution centers not already existing or approved, within those areas of the City as described in Section 3
and shown on Exhibit "A" which is attached to and included as a part of this ordinance.
SECTION 3. That said moratorium shall apply to all properties within the City of Farmers Branch that are
zoned Planned Development District No. 24 (PD-24), Planned Development District No 50 (PD-50),
Planned Development District No 72 (PD-72), Planned Development District No. 61 (PD-61), the portion
of the Freeway Sub-district of Planned Development No. 70 (PD-70) located south of Valley View Lane, and
those properties within Planned Development District No. 22 (PD-22) that are located south of the Valwood
Improvement Authority levee that follows the Cooks Branch Creek and generally runs parallel to Valley View
Lane on the north side of Valley View Lane.
SECTION 4. That said moratorium shall take effect on Tuesday, March 3, 1998 with the adoption of this
ordinance and so remain in effect through Monday, July 6, 1998.
SECTION 5. That City Staff shall work with the Planning and Zoning Commission to study the above
described use and determine whether amendment of the Comprehensive Zoning Ordinance is necessary and,
as appropriate, initiate the required procedures to consider such amendment(s).
