Dodson Dorthanna Williams Councilman Tippitt was absent. 1 1 APPROVAL OF MINUTES Minutes of a regular meeting, July 1, were approved upon a motion by Councilman Hamilton, a second by Councilman Oradat, all voting "ayes", with these changes: (1) Councilman Rhodes asked that the minutes reflect that he was absent because he was on vacation; (2) on Page 110 (last paragraph) under Results of Insurance Sur- vey change from Councilman Hamilton moved to Councilman Regan moved (change made on original). PUBLIC HEARING - COX. COX & ALLEN REQUEST FOR ZONE CHANGE Property at 2571 Valley View Lane requested to be changed from "R-5" to Commercial. The Planning and Zoning Commission had recommended approval subject to submission of site plan and dedi- cation of right-of-way needed for widening of Valley View Lane. During discussion Mr. W. L. Cox said that he is prepared to dedi- cate right-of-way, not to exceed 15 feet, for widening of Valley View Lane at no cost to the City. Councilman Regan moved approval of zone change from "R-5" to Commercial for office building under special permit subject to approval of the site plan by the Plan Commission and the City Council, dedication and execution of the deed to right-of-way not to exceed 15 feet concurrent to passage of the ordinance; seconded by Councilman Oradat, all voting "ayes". Page 112 PUBLIC HEARING - WARREN CLARK & W. R. HAWN RE VEST FOR ZONE CHANGE Property located at the north end of Brookhaven Estates: (a) Change from "R-4" to "L-M". (b) Change from "R-4" and "R-3" to "A" Apartments. Mr. W. R. Hawn presented a plat which showed a deviation of Webb Chapel Road. (a) Councilman Oradat moved the request from "R-4" to "L-M" be granted under special permit subject to special condi- tions as recommended by the Plan Commission and to retain the present location of Webb Chapel Road; seconded by Councilman Rhodes, all voting "ayes". (b) Councilman Hamilton moved approval of the change from "R-3" and "R-4" to "A" Apartments subject to site plan approval of the Plan Commission and the City Council; seconded by Councilman Regan, all voting "ayes". ORDINANCE NO. 408 - FEES FOR FISCAL AGENT Upon a motion by Councilman Hamilton, a second by Councilman Oradat, all voting "ayes", the following captioned ordinance was approved: AN ORDINANCE SETTING FORTH THE FISCAL AGENT'S FEE IN CONNECTION WITH THE RECENT SALE OF REVENUE BONDS AND GENERAL OBLIGATION BONDS; APPROPRIATING FUNDS THEREFOR OUT OF THE VARIOUS BOND FUND UNAPPROPRIATED SURPLUSES. AWARD BID FOR SANITARY SEWER PROJECT NO. 5-15 Upon a motion by Councilman Oradat, a second by Councilman Regan, all voting "ayes", C. R. Feazell, Arlington, Texas was awarded the contract for a 15-inch sewer line up Rawhide Creek to Brookhaven Estates. The three lowest bids were: C. R. Feazell $48,911.95 Elm Fork Construction Co. 58,365.04 Stimson Construction Co. 64,729.70 AWARD BID FOR WATER LINE - WATER PROJECT NO. W-17 Upon a motion by Councilman Rhodes, a second by Councilman Oradat, all voting "ayes", C. L. Buchanon, Fort Worth, Texas was awarded the contract for a 16-inch water line extension on Valley View Lane west. The three lowest bids were: C. L. Buchanon $10,542.90 L. D. Conatser 11,327.50 Cullum Construction Co. 12,211.28 Page 113 ORDINANCE NO. 409 - SANITARY SEWER PROJECT NO. 5-15 Upon a motion by Councilman Oradat, a second by Councilman Regan, all voting "ayes", an ordinance was passed appropriating $57,000 for this project. Caption of the ordinance: AN ORDINANCE SETTING FORTH AN ESTIMATE OF THE COST OF INSTALLING A 15-INCH SANITARY SEWER MAIN ALONG RAWHIDE CREEK EAST OF WEBB CHAPEL ROAD TO SERVE BROOKHAVEN ESTATES AND APPROPRIATING FUNDS THEREFOR OUT OF THE SANITARY SEWER BOND FUND UNAPPROPRIATED SURPLUS. ORDINANCE NO. 410 - WATER PROJECT NO. W-17 Upon a motion by Councilman Rhodes, a second by Councilman Oradat, all voting "ayes", an ordinance was passed appropriating $12,200 for this project. Caption of the ordinance: AN ORDINANCE SETTING FORTH AN ESTIMATE OF THE COST OF INSTALLING A 16-INCH WATER MAIN ON VALLEY VIEW LANE (WEST) AND APPROPRIATING FUNDS THEREFOR OUT OF THE MATER BOND FUND UNAPPROPRIATED SURPLUS. REPORT ON VALLEY VIEW LANE WIDENING Mr. John Duff, Joe J. Rady and Company, gave a report on the widening of Valley View Lane. He reported the traffic survey and studies have been completed and the report reflects a recommenda- tion of a minimum 90-foot right-of-way. The City Manager was instructed by the Council to go ahead with the acquisition of the right-of-way for this project on a 90 to 100 foot basis. MOBIL RADIO EQUIPMENT - PROJECT NO. FS-7 Upon a motion by Councilman Oradat, a second by Councilman Rhodes, all voting "ayes", the City Manager was authorized to purchase from Motorola Communications and Electronics, Inc.: 10 Mobil Radios, 1 base station complete with antenna and cable, 1 quick call console, 1 - 32 button selector box, 1 hang up box, 2 decoders plus installa- tion by Circle Communications in the amount of $6,380.00. ORDINANCE NO. 411 - FIRE STATION PROJECT NO. FS-7 Upon a motion by Councilman Hamilton, a second by Councilman Regan, all voting "ayes", an ordinance was passed appropriating $9,280.00 for the purchase of this equipment plus fire hose for the Suburban Fire Station estimated at $2,898.30. Caption of the ordinance: AN ORDINANCE SETTING FORTH THE EXTIMATED COST OF PURCHASING RADIO EQUIPMENT AND FIRE HOSE FOR THE CITY'S SUBURBAN FIRE STATION AND APPROPRIATING FUNDS THEREFOR OUT OF THE FIRE STATION BOND FUND UNAPPROPRIATED SURPLUS. 0 Page 114 GOODWATER STREET PAVING Upon a motion by Councilman Oradat, a second by Councilman Rhodes, all voting "ayes", the City Manager was authorized to have plans and specifications prepared for this paving and advertise for bids. SANITARY SEWER TO INWOOD ROAD AREA Upon a motion by Councilman Hamilton, a second by Councilman Regan, all voting "ayes", plans and specifications for a sanitary sewer line to the east industrial area along Valley View Lane were authorized. CONSIDER ANTI-NOISE ORDINANCE After discussion with the Fire Chief and the Chief of Police taking part the Council agreed existing ordinances are adequate and the present police powers of the City are sufficient to control the unnecessary use of sirens on police cars, fire equipment and ambulances.
