Mayor Airoldi called the meeting to order. Mr. Bob Langley, Pastor
Chapel Hill Methodist Church gave the invocation.
APPROVE MINUTES OF PREVIOUS MEETING
The minutes of September 23, 1963 were approved with one correction
(2nd paragraph, second sentence - omit "Councilman Tippitt abstained),
original corrected.
EXECUTE AGREEMENTS BETWEEN CITY AND DR. THOMPSON AND M. A. GOOD
City Manager Orman reported to the Council on the status of the
extension of Valwood Parkway west of I. H. 35E. After discussion
Councilman Tippitt moved that Mayor Airoldi be authorized to sign
agreements with Dr. Thompson and M. A. Good, seconded by Councilman
Rhodes, all voting "ayes".
REPORT FROM MARVIN SPRINGER ON ZONING RECOMMENDATIONS FOR AREA WEST
,OF I.H. 35E
Mr. Springer appeared before the Council and discussed performance
standards for industry in L-M and H-M zoned areas. After discussion
on this matter and the Fire District Ordinance Councilman Tippitt
moved to temporarily table the Fire District Ordinance discussion
and to proceed with a study for recommendations to adopt for perfor-
mance standards for industry and to instruct the City Manager to
advertise for a public hearing before the Planning and Zoning
Commission.
APPROVE AIR CONDITIONER REPAIRS
City Manager Orman reported to the Council that he had received two
quotations on repair of the air conditioning system in the City Hall
and expected a third quotation soon. After discussion Councilman
Tippitt moved to authorize the City Manager to spend an amount not
to exceed $2,400 to repair the unit on the basis of the lowest and/or
best bid, seconded by Councilman Oradat, all voting "ayes".

RESOLUTION - APPROVE PURCHASE OF GARBAGE TRUCK
City Manager Orman explained that bads had been received on a 20
cubic yard garbage body and truck on October 2, 1963. Mr. Orman
read a recommendation by Mr. Bill Walker, Sanitation Superintendent,
to purchase the Pak-Mor unit for $7,020. Mr. Orman further stated
that this was his recommendation. After discussion Councilman Rhodes
moved to purchase the Pak-Mor unit at the lowest best bid price of
$7,020, seconded by Councilman Oradat, all voting "ayes",

REPORT ON DRAINAGE SURVEY FROM POWELL & POWELL CONSULTING ENGINEERS
Messrs. W. J. Powell and Dick Powell appeared before the Council to
explain their drainage survey. After discussion the Council felt
that they should have some time to study the survey and would invite
Powell and Powell back for questions.
J. J. RADY PLANS FOR VALVIOOD PARKWAY EXTENSION, GOODLAND_&_SQUIRE
PLACE IMPROVEMENTS- STREET PROJECT NO. a2
Mr. John Duff from Joe Rady Company appeared before the council with
plans and specifications for the Valwood Parkway extension west of
I.H. 35E, Goodland Street and Squire Place paving. Councilman Oradat
moved to authorize City Manager Orman to advertise for bids on all
three jobs, seconded by Councilman Hamilton, all voting "ayes".

ORDINANCE NO. 435 - FIRE DISTRICTS
Upon a motion by Councilman Oradat, a second by Councilman Hamilton,
(amendments by Councilman Tippitt made in original)the following
captioned ordinance was passed and approved by all "ayes":
AN ORDINANCE OF THE CITY OF FARMERS BRANCH, TEXAS, AMENDING THE
BUILDING CODE OF THE CITY OF FARMERS BRANCH; DEFINING THE FIRST
FIRE DISTRICT TO BE THOSE AREAS ZONED "C" AND "C SPECIAL PERMIT"
CLASSIFICATIONS UNDER THE ZONING ORDINANCE; PROHIBITING THE USE
OF CERTAIN BUILDINGS WITHIN THE LIMITS OF THE FIRST FIRE DISTRICT;
REQUIRING CERTAIN TYPES OF MATERIALS TO BE USED IN THE CONSTRUCTION
AND REPAIR OF BUILDINGS WITHIN THE FIRST FIRE DISTRICT; MAKING THE
ORDINANCE APPLICABLE TO EXISTING BUILDINGS; PROHIBITING THE ISSUANCE
OF BUILDING PERMITS UNLESS PROPOSED STRUCTURE COMPLIES WITH THE
REQUIREMENTS OF THE BUILDING CODE; PROHIBITING THE REMOVING OF

BUILDINGS WITHIN THE LIMITS OF THE FIRST FIRE DISTRICT WITHOUT
COMPLIANCE WITH THE BUILDING CODE; PROVIDING FOR A THIRD FIRE
DISTRICT AND DEFINING THE THIRD FIRE DISTRICT TO BE THOSE AREAS
ZONED "L-M", "L-M SPECIAL PERMIT'", ""H-M"" AND "H-M SPECIAL PERMIT'",
CLASSIFICATIONS UNDER THE ZONING ORDINANCE; PROVIDING THAT THE
REGULATIONS IN THE FIRST FIRE DISTRICT SHOULD BE APPLICABLE TO
THE THIRD FIRE DISTRICT EXCEPT AS MODIFIED HEREIN; PROVIDING A
SEVERABILITY CLAUSE; FIXING A PENALTY OF FINE NOT TO EXCEED THE
SUM OF TWO HUNDRED ($200.00) DOLLARS FOR EACH OFFENSE, AND MAKING
EACH DAY OF VIOLATION A SEPARATE OFFENSE; AND DECLARING AN EMERGENCY.
