1963-10-21 CC MinutesMINUTES OF A REGULAR MEETING CITY COUNCIL FARMERS BRANCH, TEXAS October 21, 1963 Members of the City Council present were; Mayor A. J. Airoldi Mayor Pro-Tem Bill Hamilton Councilmen Frank Tippitt Ed Rhodes W. D. Oradat Dan Regan City Manager J. M. Orman Assistant City Manager John C. Dodson RESOLUTION - DELINQUENT TAX ROLL AS OF SEPTEMBER 30, 1963 City Manager Orman stated that the amount of delinquent taxes for all years up to and including 1962 as of September 30, 1963 is $6,595.10. After discussion Councilman Tippitt moved to approve the Delinquent Tax Roll as of September 2 0, 1963, seconded by Councilman Regan, all voting "ayes". REPORT ON NEED FOR TRACTOR AT WASTE DISPOSAL GROUNDS The City Manager reported to the Council on the need for a tractor- loader at the waste disposal grounds and read the tabulation of quotations taken from four manufacturers. After discussion the Council decided to table the matter until further investigation could be made. JOB CLASSIFICATION AND PAY PLAN Dr. K. A. Lifson with the Management Consulting Firm of Lifson, Wilson, Ferguson and Winick Inc. appeared before the Council in reference to a job classification study. Dr. Lifson explained what the study would consist of and that the fee would be $4,500 if no time limit were set. Councilman Hamilton asked, could study be completed by July 1, 1964. Dr. Lifson said that it could. Councilman Tippitt moved that the Company be retained for the study at a cost of $4,500 and that it be finished July 1, 1964; seconded by Councilman Regan, all voting "ayes". Councilmen Tippitt and Regan and the City Manager were appointed to work with these consultants. WEBB CHAPEL - VALLEY VIEW INTERSECTION Director of Public Works F. L. Napier appeared "before the Council and presented plans to widen the shoulders at this intersection. After discussion Councilman Tippitt moved to proceed with the plans as presented with the cost not to exceed $2,000. Seconded by Councilman Rhodes. Councilmen Rhodes, Tippitt, Regan and Hamilton Page 4 voting "ayes", Councilman Oradat voting "nay'". REQUEST TO ABANDON EASEMENT IN COUNTRY CLUB ESTATES - Y ~Zo•$4,35A City Manager Orman explained that Centennial Construction Company has made a request to abandon a portion of an easement in Country Club Estates. This involves a portion of a T-easement in Block 4. Councilman Regan moved to abandon this portion of the easement, seconded by Councilman Oradat, all voting "ayes". ORDINANCE NO. 436 - ZONE CHANGE NORTHERN PORTION BROOKHAVEN ESTATES City Manager Orman explained that at a public hearing on July 15, 1963 the Council haq approved the change of zoning in a north por- tion of Brookhaven Estates to "Apartments - Special Permit" and to "L-M Special Permit". Mr. Orman further explained that this was the ordinance declaring the change. Councilman Regan moved to adopt the ordinance as prepared, seconded by Councilman Oradat, all voting "ayes". Caption of the ordinance: AN ORDINANCE AMENDING THE COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF FARMERS BRANCH, AS HERETOFORE AMENDED, SO AS TO CHANGE THE FOLLOW- ING DESCRIBED TRACT OF LAND FROM "R-4" SINGLE FAMILY RESIDENTIAL DISTRICT TO "L-M" LIGHT MANUFACTURING DISTRICT CLASSIFICATION UNDER A SPECIAL PERMIT, SAID TRACT BEING DESCRIBED AS FOLLOWS: TRACT A: (legal description); THAT SUCH PROPERTY IS TO BE USED FOR "L-M" MANUFACTURING DISTRICT PURPOSES UNDER A SPECIAL PERMIT, WITH THE EXCEPTION THAT THE FOLLOWING USES SHALL NOT BE PERMITTED IN SAID TRACT: AIRPLANE REPAIR, ETC., SUBJECT TO THE SPECIAL CONDITIONS HEREINAFTER MORE FULLY ESTABLISHED; AND SO AS TO CHANGE THE FOLLOW- ING DESCRIBED TRACT OF LAND FROM "R-311 AND "R-4" SINGLE FAMILY RESIDENTIAL DISTRICT TO "A" APARTMENT DISTRICT CLASSIFICATION UNDER A SPECIAL PERMIT, SAID TRACT BEING DESCRIBED AS FOLLOWS: TRACT B: (legal description); THAT SUCH PROPERTY IS TO BE USED FOR "A" APART- MENT PURPOSES UNDER A SPECIAL PERMIT, SUBJECT TO THE SPECIAL CONDI- TIONS HEREINAFTER MORE FULLY ESTABLISHED; THAT THE PROPERTY SHALL BE IMPROVED ACCORDING TO PLANS AND SPECIFICATIONS SUBMITTED THERE- FOR, WHICH SHALL BE APPROVED BY THE CITY COUNCIL AND THE CITY PLANNING COMMISSION AND SUBJECT TO THE CONDITIONS CONTAINED HEREIN; PROVIDING FOR A PENALTY NOT TO EXCEED TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE; AND DECLARING AN EMERGENCY. RESOLUTIONS - FINAL PAYMENTS ON CONSTRUCTION PROJECTS Upon a motion by Councilman Oradat, a second by Councilman Tippitt, all voting "ayes", final payment in the amount of $2,771.€7 was authorized for Water Project No. 14-16 (Inwood and Alpha Roads). Upon a motion by Councilman Rhodes, a second by Councilman Regan, all voting "ayes", final payment in the amount of $1,112.46 was authorized for Water Project No. W-17 (16" water line, Valley View Lame) . Upon a motion by Councilman Regan, a second by Councilman Oradat, all voting "ayes", final payment in the amount of $1,091.58 was authorized for Sanitary Sewer Project No. 5-17 (Sunbeck Circle). ORDINANCE NO. 437 - CITY HALL AIR CONDITIONER REPAIR Dallas Plumbing Company was low three bidders and an ordinance was passed appropriating $2,247.00 from GFR to Account 1 E-7. Approved on a motion by Councilman Rhodes, a second by Councilman Oradat, all voting "ayes'". Caption of the ordinance: AN ORDINANCE SETTING FORTH THE COST OF MAKING REPAIRS TO THE CITY HALT., AIR CONDITIONING UNIT AND TRANSFERRING FUNDS THEREFOR OUT OF THE GENERAL FUND RESERVE TO ACCOUNT NO. 1 E-7. ORDINANCE NO. 433 - STREET PROJECT NO. 33 The amount of $172.92 is Rady and Associates' statement for preparing the drainage report on a ditch along the Katy Railroad between Valley View Lane and Sable Street. Councilman Hamilton moved to pass the ordinance appropriating this sum for the study, seconded by Councilman Regan, all voting "ayes". Caption of the ordinance: AN ORDINANCE SETTING FORTH THE COST OF PREPARING A DRAINAGE REPORT ON THE DITCH ALONG THE KATY RAILROAD BETWEEN VALLEY VIEW LANE AND SABLE STREET AND APPROPRIATING FUNDS THEREFOR OUT OF THE STREET BOND FUND UNAPPROPRIATED SURPLUS. ORDINANCE NO. 439 - WATER PROJECT NO. W-20 Upon a motion by Councilman Tippitt, a second by Councilman Oradat, all voting "ayes", an ordinance was passed appropriating $998.96 for the purchase of 4 - 1-1/2" and 16 - 3/4" water meters. Caption of the ordinance: AN ORDINANCE SETTING FORTH THE COST OF PURCHASING MAKING NEW INSTALLATIONS AND APPROPRIATING FUNDS WATER BOND FUND UNAPPROPRIATED SURPLUS. ADJOURNMENT. A. J.
