There was no discussion regarding this item in Study Session. A.2 16 -001 Receive an update regarding the Animal Adoption Center and potential expansion plan. L r-7 Managing Director John Land provided a PowerPoint presentation reviewing the history of the Animal Adoption Center. Dr. Gerald Pendery, Chairman of the Animal Advisory Board provided an Animal Population Growth report noting the Center has never had to euthanize animals due to capacity overload. Managing Director John Land noted an assessment was done on the facility which results indicated the need for shelter expansion. Animal Services Supervisor Miguel Gauna briefed City Council reviewing current operating procedures. A.3 16 -003 Discuss agenda items for January City Council retreat. City Manager Gary Greer noted City Council Members will meet individually with Facilitator Randy Pennington prior to the City Council retreat scheduled for January 21, 2016, and advised City Council Members to submit any retreat topic items to the City Manager. A.4 15 -190 Discuss agenda items for future City Council meetings. There was no discussion regarding this item. Mayor Phelps recessed into closed Executive Session at 4:36 p.m. to discuss the following agenda items: Council shall convene into a closed executive session pursuant to Section 551.072 of the Texas Government Code to deliberate regarding: Discuss the purchase, exchange, lease, or sale of real property located north of 635, south of Valwood Parkway and Brookhaven Club Drive, east of 135, west of Marsh Lane. • Discuss the purchase, exchange, lease, or sale of real property known as a portion of the Robert J. West Survey, Abstract No. 1576, also known as 13605 Webb Chapel, Farmers Branch, Texas. Mayor Phelps closed Executive Session at 5:25 p.m. Mayor Phelps called the Regular Meeting to Order at 6:01 p.m. Mayor Pro Tern Connally provided the invocation and led the pledge of allegiance. C. CEREMONIAL ITEMS CA 15 -188 Presentation of a proclamation recognizing Barbara McConnell as the 2016 Farmers Branch Poet Laureate. Mayor Phelps presented Ms. Barbara McConnell with a proclamation recognizing her as the 2016 Farmers Branch Poet Laureate. Ms. McConnell read an original poem. D. REPORT ON STUDY SESSION ITEMS Council Member Norwood provided a brief overview regarding Study Session items. E. CITY MANAGER'S REPORT AND ITEMS OF COMMUNITY INTEREST City Manager Gary Greer provided a report regarding the following community events: • The Annual Farmers Branch Christmas Tour of Lights concluded its 2015 run last week by breaking the record for traffic. All total, 13,961 cars, trucks, vans and buses drove through the half - million synchronized dancing lights this season. If you missed it, don't worry because the 2016 edition opens in just 324 days, on November 25tH • Chief Sid Fuller and the Farmers Branch Police Department will be holding a Public Information Meeting on Texas' new'Open Carry' law on Tuesday, January 12 at 6:30 p.m. at The Branch Church, located at the corner of Valley View Lane and Webb Chapel Road. Police representatives will be there to explain the complexities of the new law and answer questions. • No damage was reported in Farmers Branch as a result of the December 26 severe weather outbreak in the area. However, a number of our employees from different departments answered the call for providing emergency assistance to the stricken areas of Rowlett in the immediate aftermath. • The City is always looking for civic - minded residents who want to give back by donating their time to serve on one of our boards and commissions. Right now, we have vacancies on the Community Watch Committee. But even if your interest lies elsewhere, we'd like to hear from you so we know who we can call when future spots open up. CONSENT AGENDA G.1 15 -187 Consider approving minutes of the Special Called City Council meeting held on December 7, 2015 and Regular City Council meeting held on December 15, 2015; and take appropriate action. G.2 15 -192 Consider accepting a donation in the amount of $10,000 to Public Safety from Eric Affeldt, the President and CEO of ClubCorp; and take appropriate action. Mayor Pro Tern Connally made a motion to approve Consent G.1 through G.2, as presented. Motion seconded by Deputy Mayor Pro Tern Froehlich. PUBLIC HEARINGS H.1 ORD -3351 Conduct a public hearing and consider adopting Ordinance No. 3351 to approve the amendment of the existing Specific Use Permit (SUP) for a gasoline service station on the southeast corner of Luna Road and 1 -635 eastbound frontage road also known as 1600 LBJ Freeway; and take appropriate action. Mayor Phelps conducted a Public Hearing to consider adopting Ordinance No. 3351, SUP for property located at 1600 LBJ Freeway. Community Services Director Andy Gillies briefed City Council regarding this item. Mr. Gillies noted the Planning and Zoning Commission recommended approval of the Specific Use Permit amendment which included five (5) special exceptions. (1) Allow all structures on this site to be located further back than the Required Building line (RBL) established for Luna Road and LBJ Freeway. (2) Allow a modification of the Luna Edge Two (Workplace) Street Type design as shown on the associated Site Plan. (3) Allow the existing overhead electrical lines to remain along the Luna Road frontage. All electrical lines along LBJ Freeway frontage (approximately 700 feet) will be placed underground as shown on the associated Site Plan. (4) Allow a minimum building height of 22 feet. (5) Allow a freestanding monument sign along Luna Road as shown on the associated Site Plan. There were no citizens that wished to speak regarding this item. Mayor Phelps conducted a public hearing to consider approving Ordinance No. 3352, a SUP to allow a corporate storage facility at 4250 McEwen. Community Services Director Andy Gillies briefed City Council regarding this item. Mr. Gillies noted the applicant is proposing to amend the existing Special Use Permit (SUP) for a self- storage facility in an approved Light Industrial Zoning District. There were no citizens that wished to speak regarding this item. Mayor Pro Tern Connally made a motion to close the public hearing. Motion seconded by Deputy Mayor Pro Tern Froehlich. I. REGULAR AGENDA ITEMS 1.1 15 -196 Presentation and overview by US Corps of Engineers on the Lake Lewisville Dam and associated safety assessments. Mr. Tim MacAllister, Chief of Operations with the US Army Corps of Engineers briefed City Council regarding the Lake Lewisville Dam. Mr. MacAllister provided a power point presentation reviewing General Project Information regarding Dam Safety, Study Framework, Potential Failure Modes, and Alternatives. 1.2 15 -195 Consider Board and Commission appointments; and take appropriate action. After discussion, Council Member Norwood made a motion to appoint Mr. Nic Rady to the Parks and Recreation Board, Place 9 for an unexpired term ending 6/30/16. Motion seconded by Deputy Mayor Pro Tem Froehlich. Motion prevailed by the following vote: Aye: 3- Mayor Pro Tem Connally, Deputy Mayor Pro Tem Froehlich, Council Member Norwood This item was approved. 1.3 15 -194 Consider and discuss City Council meeting dates for the 2016 calendar year; and take appropriate action. Council discussed 2016 City Council calendar meeting dates. After discussion, Council Member Norwood made a motion to approve one meeting in July being July 12, 2016. Motion seconded by Council Member Connally. EXECUTIVE SESSION J.1 16 -005 Council shall convene into a closed executive session pursuant to Section 551.072 of the Texas Government Code to deliberate regarding: • Discuss the purchase, exchange, lease, or sale of real property located north of 635, south of Valwood Parkway and Brookhaven Club Drive, east of 135, west of Marsh Lane. See action taken below, under Agenda Item K. • Discuss the purchase, lease, or sale of real property known as a portion of the Robert J. West Survey, Abstract No. 1576, also known as 13605 Webb Chapel, Farmers Branch, Texas. There was no action taken as a result of this item. K. RECONVENE INTO REGULAR SESSION AND TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED SESSION Having received the report of the Chief Building Official, Council Member Norwood moved that the building at 2953 Randy Lane be declared a dangerous structure and that the City Manager be authorized to take such action on behalf of the City as may be reasonable and necessary to purchase Lot 7, Block H of Valley View Estates No. 1, an addition to the City of Farmers Branch, Dallas County, Texas for a purchase price not to exceed $145,000 plus standard closing and acquisition costs and to sign or authorize the city's agent to sign, such other agreements documents and any amendments thereto, as the City Manager, in consultation with the City Attorney, deems reasonable and necessary with respect to the closing of said transaction made. Motion seconded by Mayor Pro Tem Connally. Motion prevailed by the following vote: Aye: 3 - Mayor Pro Tem Connally, Deputy Mayor Pro Tem Froehlich, Council Member Norwood This item was approved. Having received the report of the Chief Building Official, Mayor Pro Tem Connally moved that the building at 13531 Challaburton Drive be declared a dangerous structure and that the City Manager be authorized to take such action on behalf of the City as may be reasonable and necessary to purchase Lot 40, Block 12 Johnston Park Addition, Second Installment, an addition to the City of Farmers Branch, Dallas County, Texas for a purchase price not to exceed $85,000 plus standard closing and acquisition costs and to sign, or authorize the City's agent to sign, such other agreements, documents, and any amendments thereto as the City Manager in consultation with the City Attorney deems reasonable and necessary with respect to the closing of said transaction made.
