1964-03-02 CC MinutesMINUTES OF A REGULAR MEETING CITY COUNCIL FARMERS BRANCH, TEXAS March 2, 1964 All members of the City Council were present: Mayor A. J. Airoldi Mayor Pro-Tem Bill Hamilton Councilmen Frank Tippitt Ed Rhodes W. D. Oradat James Upfield City Manager J. M. Orman City Secretary Dorthanna Williams Mayor Airoldi called the meeting to order. Councilman Oradat gave the invocation. APPROVAL OF MINUTES The minutes of a Regular Meeting, February 17 were considered, amended and approved. (Amendment: Page 42 - Rawhide Creek Improvements - The City Manager was instructed to begin immediately with the channel improvements in accordance with the agreement with Bob Heiser on Raw- hide Creek between Josey Lane and Tom Field Road). The minutes of a Special Meeting, February 24 were considered and approved. RESULTS OF BOARD OF ADJUSTMENT MEETING Mrs. Tom Epps, Keenan Bridge Road, appeared before the Council to protest a decision by the Board of Adjustment on her request to build a home on her lot in a Light-Manufacturing Zone. The Council assured Mrs. Epps that they would consider her case. Councilman Tippitt was appointed by Mayor Airoldi to see what could be done to allow Mrs. Epps to obtain a building permit. LITTLE LEAGUE Members of the Little League appeared before the Council requesting help in developing additional Little League baseball fields for the coming season. After much discussion Councilman Rhodes was asked to meet with the group and the Park and Recreation Director to set up the schedule and with the help of the City Manager to seek locations on vacant land for additional fields. FIRE FIGHTING CONTRACT WITH COUNTY Upon a motion by Councilman Tippitt, a second by Councilman Hamilton, all voting "ayes", the annual Fire Fighting Contract with the County in the amount of $2,500 was approved. Page 44 RESOLUTION - PURCHASE OF FOGGING MACHINE Upon a motion by Councilman Oradat, a second by Councilman Upfield, all voting "ayes", a resolution was passed awarding the lowest and best bid to Charles Martin Associates for a duster-sprayer machine in the amount of $1,495. The next lowest bids were: Public Healtb - $1,995 and John Bean - $2,790 plus $310. REQUEST FOR CHANGE IN APARTMENT SITE PLAN - G. M. POINTER Mr. Pointer appeared before the Council to request a change in the order of constructing his apartment buildings on Josey Lane north of Valwood Parkway. This request was due to the release clause from Laughlin and Silver who hold the lien on the property. Councilman Tippitt moved to grant this request, seconded by Council- man Oradat, all voting "ayes". PARK AND RECREATION COMMISSION . Councilman Rhodes moved to accept Mrs. L. D. Siegler's letter of resignation from the Park and Recreation Commission, seconded by Councilman Hamilton, all voting "ayes". STREET LIGHTS AT JANIE STARK ELEMENTARY SCHOOL The Council ordered one street light at each entrance to the school property from Josey Lane to be installed by Texas Power and Light Company. NEW SWIMMING POOL Councilman Tippitt moved to advertise for bids for a new swimming pool, bids to be opened at 2:30 p.m. on March 16, 1964; seconded by Councilman Rhodes, all voting "ayes". TRAFFIC SIGNAL LIGHTS The Council instructed the City Manager to investigate changing the signal lights to "blinking" at 11:00 p.m. each night. CHEST X-RAYS Councilman Oradat asked that a check be made to be sure that all food handlers in Farmers Branch have had recent chest X-rays.
