Mayor Airoldi called the meeting to order. Mr. William Parr,
Valwood Baptist Church, gave the invocation.
APPROVAL OF MINUTES
The minutes of a regular meeting, April 20, were considered and
approved.
HIRE AUDITOR
Councilman Tippitt moved, hire J. R. Hurt, C.P.A., as auditor for
the fiscal year 1963-1964, seconded by Councilman Hamilton, all
voting "ayes".
FULL TIME FIRE CHIEF
Councilman Hamilton moved, hire a full time Fire Chief for the City,
giving the present Chief first preference, seconded by Councilman
Oradat. Councilmen Oradat, Hamilton and Tippitt voting "ayes";
Councilmen Rhodes and Upfield voting "nays".
ORDINANCE NO. 475 - PUBLIC HEARING - ANNEXATION
This hearing involves the area north of Valley View Lane and between
Marsh Lane and Dooley Road, being disannexed by the City of Addison
and annexed by the City of Farmers Branch. After the public hearing
Councilman Tippitt moved that the hearing be closed, seconded by
Councilman Rhodes, all voting "ayes".
Upon a motion by Councilman Hamilton, a second by Councilman Rhodes,
all voting "ayes", the following captioned ordinance was passed on
first reading:
AN ORDINANCE ANNEXING THE HEREINAFTER DESCRIBED TERRITORY TO THE CITY
OF FARMERS BRANCH, DALLAS COUNTY, TEXAS, AND EXTENDING THE BOUNDARY
LIMITS OF SAID CITY SO AS TO INCLUDE SAID HEREINAFTER DESCRIBED

PROPERTY WITHIN SAID CITY LIMITS, AND GRANTING TO ALL THE INHABITANTS
AND OWNERS OF SAID PROPERTY ALL OF THE RIGHTS AND PRIVILEGES OF OTHER
CITIZENS AND BINDING ALL INHABITANTS BY ALL THE ACTS, ORDINANCES AND
REGULATIONS OF SAID CITY; PROVIDING A SEVERABILITY CLAUSE; AND PRO-
VIDING FOR THE EFFECTIVE DATE OF SAID ORDINANCE.
LITTLE LEAGUE
A delegation of Little League parents were present to discuss improve-
ments for the coming season. The Council agreed to have posts removed
in Showman Park to allow additional parking spaces and to removed the
"no parking" signs on the west side of Heartside Place at Valwood
Elementary School (authorized the parents to put sacks over the "no
parking" signs until they are removed), and instructed the City Mana-
ger to get water to the baseball field on the grounds of Valwood
Elementary School.
SITE PLAN - BILL SKIPPING ON VALLEY VIEW LANE - PROFESSIONAL BUILDING
Upon a motion by Councilman Upfield, a second by Councilman Tippitt,
all voting "ayes", the site plan was approved with these conditions:
(1) eight parking spaces (slanted), (2) screening fence same as one
built by Farmers Branch Shopping Center.

ADDITION TO RECREATION BUILDING
Mr. Ted Jones of Ted Jones - Robert Hall Architects and Engineers
presented tentative plans for this expansion for the consideration
of the Council. After much discussion the Council approved the plans
and authorized Mr. Jones to continue with the work. The Council also
agreed to increase the amount of Park Bonds, in the proposed June
election, from $275,000 to $300,000.
SET PUBLIC HEARING - INCREASE PERCENTAGE OF TAX ASSESSMENT
The City Council set May 21, 7:30 p.m., for this hearing to be held
in the Recreation Center at Don Showman Memorial Park.
AUTHORIZED HIRING OF ADDITIONAL POLICEMEN
Councilman Tippitt moved, authorize the hiring of five additional
policemen subject to availability of funds, seconded by Councilman
Oradat, all voting "ayes".
ORDINANCE NO. 476 - ZONE CHANGE - GERALD POINTER
Upon a motion by Councilman Oradat, a second by Councilman Hamilton,
all voting "ayes", the following captioned ordinance was passed

Upon a motion by Councilman Hamilton, a second by Councilman Oradat,
all voting "ayes", the following captioned ordinance was passed

AN ORDINANCE AMENDING THE COMPREHENSIVE ZONING ORDINANCE OF THE CITY
OF FARMERS BRANCH, AS HERETOFORE AMENDED, SO AS TO CHANGE THE FOLLOW-
ING DESCRIBED PROPERTY FROM AN "R-1" SINGLE FAMILY DWELLING CLASSIFI-
CATION TO AN "A" APARTMENT CLASSIFICATION, SAID TRACT BEING DESCRIBED

RESOLUTION - STREET PROJECT NO. 36 - RAWHIDE CREEK CHANNEL
Upon a motion by Councilman Oradat, a second by Councilman Tippitt,
all voting "ayes", a resolution was passed where sealed bids were
received on April 29 for the construction of Rawhide Creek Channel
Excavation Improvements from Josey Lane to Tom Field Road; of the
eight bids received, Gibralter Construction Company submitted the
lowest and best bid in the amount of $16,870; that Gibralter Construc-
tion Company be awarded the contract and that the City Manager is
authorized to execute the contract.

ORDINANCE NO. 478 - STREET PROJECT NO. 36
Upon a motion by Councilman Upfield, a second by Councilman Rhodes,
all voting "ayes", the following captioned ordinance was passed
appropriating $19,500:
AN ORDINANCE SETTING FORTH AN ESTIMATE OF THE COST OF CONSTRUCTING
RAWHIDE CREEK CHANNEL EXCAVATION IMPROVEMENTS FROM JOSEY LANE TO
TOM FIELD ROAD AND APPROPRIATING FUNDS THEREFOR OUT OF THE STREET
IMPROVEMENT BOND FUND UNAPPROPRIATED SURPLUS.
RESOLUTION - TRUCK FOR ACCOUNT NO. 11 - STREET DEPARTMENT
Upon a motion by Councilman Oradat, a second by Councilman Hamilton,
all voting "ayes", a resolution was passed where sealed bids were
received on April 28, for furnishing a two-ton truck for the Street
Maintenance Division; Boedecker-Verner Motors submitted the lowest
and best bid in the amount of $2,999.96; that they be awarded the
bid and that payment be made from Account No. 11 Z-4.
ADVERTISE FOR BIDS - WATER PROJECT NO. W-24
Councilman Tippitt moved, advertise for bids, subject to approval
of Councilman Oradat, seconded by Councilman Upfield, all voting
"ayes". This project includes needed water pressure to the Warren
Clark addition in the northeast corner of Brookhaven and to furnish
additional water supply to the 16" line to Mortons which is now
being fed through a 6" line.
ADVERTISE FOR BIDS - SANITARY SEWER PROJECT NO. S-22
Councilman Oradat moved, advertise for bids for only that portion
of the sewer line that crosses the Bush property, terminating the
line at a manhole on the east side of Dooley Road, seconded by
Councilman Upfield, all voting "ayes".
ORDINANCE NO. 479 - SANITARY SEWER PROJECT NO. S-22
Upon a motion by Councilman Rhodes, a second by Councilman Hamilton,
all voting "ayes", the following captioned ordinance was passed:
AN ORDINANCE APPROPRIATING $2,000 FOR ENGINEER'S DESIGN FEE ON
SANITARY SEWER PROJECT NO. S-22 (SOUTH FORK OF INWOOD INDUSTRIAL
SEWER) OUT OF THE SANITARY SEWER BOND FUND UNAPPROPRIATED SURPLUS.
BUILDING PERMIT - TEXAS BITULITHIC COMPANY
Councilman Oradat moved, approve issuance of building permit for
three years to Texas Bitulithic Company, seconded by Councilman
Hamilton, all voting "ayes".
RESOLUTION - APPROVE ABANDONMENT OF EASEMENT - WEBB ROBERTS
Upon a motion by Councilman Rhodes, a second by Councilman Upfield,
all voting "ayes", a resolution was passed where on October 14, 1939,

A. W. Roberts deeded certain property to the County of Dallas for
the construction of I.H. 35E; that this one-tenth of an acre is no
longer needed for street or drainage purposes and that the City of
Farmers Branch has no objection to the releasing of this easement.
APPOINTMENTS TO LIBRARY BOARD
Upon a motion by Councilman Oradat, a second by Councilman Tippitt,
all voting "ayes", the following were reappointed to the Library
Board, their terms to expire May, 1966: Will Cooper, Ted Dedrick,
Don Shipman and Ann Thompson.
APPOINTMENT TO PARK BOARD
Upon a motion by Councilman Rhodes, a second by Councilman Hamilton,
all voting "ayes", Mr. John J. Hill, 13318 Shahan, was appointed to
serve a three-year term on the Park Board; his term to expire May,
1967.
CLAIMS FOR SEWER DAMAGES
A letter from City Attorney H. Louis Nichols was presented recommending
denial of claims where the sanitary sewer had backed into three houses
on Sundown Trail.
