1964-06-01 CC MinutesMINUTES OF A REGULAR MEETING CITY COUNCIL FARMERS BRANCH, TEXAS June 1, 1964 The following members of the City Council were present: Mayor Pro-Tem Bill Hamilton Councilmen Frank Tippitt Ed Rhodes W. D. Oradat James Upfield City Manager J. M. Orman City Secretary Dorthanna Williams Mayor Airoldi was out of the country. Mayor Pro-Tem Hamilton called the meeting to order. Mr. Glenn Hayden, First Baptist Church, gave the invocation. APPROVAL OF MINUTES The minutes of a regular meeting, May 18 and a special meeting, May 21, were considered and approved. Councilman Rhodes suggested that the minutes record the reason a Council member is absent, other members of the Council agreed. APPROVE SITE PLAN - BILL SKIPPING Mr. Skipping presented a site plan for the Council's consideration. He explained that he has moved his building back from a 30-foot to a 35-foot front yard and slanted the parking spaces as suggested by the Council. Dr. D. W. Heaberlin protested the front line set back. He felt it should be 50 feet as other buildings on Valley View Lane. After discussion Councilman Tippitt moved, approve site plan as revised and presented by Mr. Skipping, seconded by Councilman Oradat, all voting "ayes". REQUEST TO CUT VALWOOD PARKWAY MEDIAN Mr. Jim Thornton had requested permission to construct an opening in the Valwood Parkway median 57 feet east of the Katy Railroad at no cost to the City. After discussion on the best location of the opening Councilman Oradat moved, grant permission for the opening at the property owner's expense, construction must meet with city specifications and Mr. Thornton and Mr. Napier to decide on proper location; seconded by Councilman Tippitt, all voting "ayes". P 73 City Manager Orman explained that Central Bank and Trust was refused permission to cut a temporary opening on Josey Lane at one time. The Council instructed Mr. Orman to discuss this with the people at the bank and permit a cut if they pay for it. ADDITION TO LIBRARY BUILDING Mr. Will Cooper was present to discuss the procedure of completing the addition to the Library. He suggested an architect be retained to draw the detailed plans. After discussion Councilman Rhodes moved, authorized the City Manager to employ Mr. Vito Acciarito to draw the plans after being contacted by Mr. Cooper, seconded by Councilman Tippitt, all voting "ayes". RESOLUTION - CALLING AN ELECTION Upon a motion by Councilman Oradat, all voting "ayes", a resolution was deems it advisable to issue bonds f, election shall be held in said City at the City Hall with the following Acheson, Presiding Judge, Mrs. Alva a second by Councilman Upfield, passed that the City Council Dr the purposes stated; that an on the 20th day of June, 1964, election officers: Mr. Alex Cartwright, Judge and Clerks, Mrs. Pauline Knight, Mrs. Edna Hartline, Mrs. Myrtle Rasberry. APPOINT DIRECTOR OF CIVIL DEFENSE Councilman Oradat moved, appoint city Manager Orman as Director of Civil Defense and authorize him to choose an assistant from letters of applicants., seconded by Councilman Upfield, all voting "ayes". ORDINANCE NO. 482 - 1963-1964 BUDGET REVISION Upon a motion by Councilman Upfield, a second by Councilman Rhodes, all voting "ayes", the following captioned ordinance was passed: AN ORDINANCE REVISING THE ESTIMATES OF RESOURCES AND EXPENDITURES OF THE 1963-1964 GENERAL FUND AND WATER FUND OPERATING BUDGETS. CITY HEALTH OFFICER The City Manager was instructed to meet with Dr. Winslow, City Health Officer, to discuss an assistant to the Health Officer. DISCUSSION - MAKE SERVICE ROADS ONE-WAY There was discussion held on making the service roads on Stemmons Freeway one-way. The City Manager was instructed to request that the "yield" sign (on service road coming out of Dallas on Hines Boulevard just inside city limits of Farmers Branch) changed to a "stop" sign. This sign protects the traffic coming off Stemmons Freeway to Valley View Lane. Page 74 CLEAN UP EASEMENTS The City Manager was instructed to enforce the new "Anti-Litter" ordinance to get the easements cleaned in residential areas. CO-OP ENGINEERING STUDENTS The City Manager was asked to consider the hiring of a Co-op Engi- neering Student from S.M.U. or Arlington to work under the direction of the Director of Public Works. Mr. Lewis Doyle is the Co-op Coordinator at S.M.U. DISCUSSIONS Resuscitator for Fire Station No. 2. Bus service for Farmers Branch. Work session for Annual Budget and Capital Budget.
