1964-08-03 CC MinutesMINUTES OF A REGULAR MEETING CITY COUNCIL FARMERS BRANCH, TEXAS August 3, 1964 7:30 p.m. The following members were present: Mayor Mayor Pro-Tem Councilmen City Manager City Attorney City Secretary Councilman Rhodes was A. J. Airoldi E. P. Hamilton, Jr. Frank Tippitt W. D. Oradat James Upfield J. M. Orman H. Louis Nichols Dorthanna Williams absent, out of State on vacation. Mayor Airoldi called the meeting to order. Councilman Oradat gave the invocation. SEMINAR PLANNED Mayor Airoldi appointed Councilmen Hamilton and Tippitt and Lonnie Hudkins to a committee to meet with committees from the Chamber of Commerce and other cities to discuss better public relations and communications. APPROVAL OF MINUTES The following minutes were considered and approved: Regular Meeting - July 6; Special Meeting - July 9; Special Meeting - July 27. PUBLIC HEARING - ZONE CHANGE Mayor Airoldi presented the areas involved in the hearing: TRACT 1 - all of the area within the corporate limits of Farmers Branch lying north of Valley View Lane between Marsh Lane and Dooley Road; and TRACT 2 - all of the area presently zoned "R-2" lying southwest of the intersection of Valley View Lane and Marsh Lane, extending westward to Templeton Trail and southward to the easement north of Cloverdale Lane. The Plan Commission had recommended "R-2.5" on all except the west 300 feet of Tract 2 and that it remain "R-2". Mr. Harold Pollman, of the change. If of approximately 80 Developer of Northwood Homes, Inc., spoke in favor the change is granted they will develop the area acres in Tract 2. Page 99 Mr. Addison Bradford, 3106 Brookhollow Drive, Mr. M. F. Mason, 3172 Brookhollow Drive and Mrs. S. E. Sulkin, 3311 Chapparal Drive spoke in opposition to the change of Tract 2. Councilman Upfield moved that the hearing be closed, seconded by Councilman Tippitt, all voting "ayes". Councilman Oradat moved approval of the zone change as recommended by the Plan Commission with the condition that the City Council approve the plot plan, seconded by Councilman Upfield. Councilmen Oradat, Upfield and Mayor Airoldi voting "ayes", Councilmen Tippitt and Hamilton voting "nays". REQUEST FOR TAXI-CAB RATE INCREASE Mr. L. C. Bridges, owner of Green Cab Company, requested a rate increase to 454~ - first 1/3 mile and 104, each 1/3 mile thereafter. These rates have recently been approved by the City of Dallas. After discussion Councilman Tippitt moved approval of request, seconded by Councilman Oradat, all voting "ayes". SIDEWALKS ON TOM FIELD ROAD Mr. William A. Lawson, 2666 Mount View, appeared before the Council to protest the sidewalks along the west side of Tom Field Road from Valley View Lane to Farmers Branch Lane. The Council agreed to reconsider this construction and asked Mr. Lawson to meet with the City Manager and the City Engineer. VALLEY VIEW LANE RIGHT-OF-WAY ACQUISITION Mr. Darrell Johnson, Right-of-Way Agent, presented work sheets on the status of acquisition of right-of-way for widening of Valley View Lane. The Council authorized City Attorney Nichols to have titles checked and property appraised on all properties where owners made counter offers. SET DATES FOR PUBLIC HEARINGS The Council set September 8 (the first meeting in September) as the date to hold public hearings on a request by J. R. Tual and on an area recently annexed from Dallas. TRAFFIC PROBLEM AT CABELL ELEMENTARY SCHOOL At the request of Mayor Pro-Tem Hamilton the Council agreed to make a study to see what can be done to improve conditions for loading and unloading children at Cabell School. Page 100 ORDINANCE NO. 496 - SPECIAL Upon a motion by Councilman Councilmen Oradat, Upfield, Tippitt abstained, being ou- ing captioned ordinance was PERMIT DAY NURSERY - TRAVIS KEY Oradat, a second by Councilman Upfield, Hamilton voting "ayes", (Councilman t of State on date of hearing), the follow- passed: AN ORDINANCE AMENDING THE COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF FARMERS BRANCH, AS HERETOFORE AMENDED, SO AS TO CHANGE THE FOLLOW- ING DESCRIBED PROPERTY FROM AN "R-5" SINGLE FAMILY DWELLING DISTRICT TO AN "R-5" SINGLE FAMILY DWELLING DISTRICT UNDER A SPECIAL PERMIT FOR A DAY NURSERY, SAID TRACT BEING DESCRIBED AS FOLLOWS: LOT 5, BLOCK C, FARMERSDELL ADDITION TO THE CITY OF FARMERS BRANCH, TEXAS; THAT SUCH PROPERTY IS TO BE USED UNDER A SPECIAL PERMIT FOR A DAY NURSERY, SUBJECT, HOWEVER, TO THE SPECIAL CONDITIONS HEREINAFTER MORE FULLY EXPRESSED; PROVIDING FOR A PENALTY NOT TO EXCEED TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE; AND DECLARING AN EMERGENCY. RESOLUTION - FINAL PAYMENT - STREET PROJECT NO. 36 Upon a motion by Councilman Oradat, a second by Councilman Upfield, all voting "ayes", a resolution was passed whereas, Street Project No. 36 (Rawhide Creek Channel improvements between Josey Lane and Tom Field Road) has been completed in accordance with the plans and specifications; that this project be accepted and final payment in the amount of $14,037.56 be made to Gibralter Construction Company and that payment be made from funds previously appropriated.
