CITY COUNCIL
FARMERS BRANCH,TEXAS
October 17, 1960
The City Council convened in a regular meeting October 17, 1960 at
the Community Building at 7:30 P. M. with the following members
present:
Mayor Oley Attebery
Councilmen John Wilsey
Don Knox
Bill Hamilton
Assistant City Manager John Dodson
City Secretary Dorthanna Williams
Councilmen Page and Mallon were absent.
Mayor Attebery called the meeting to order. Mr. Richard Perry, pastor
of Webb Chapel Methodist Church gave the invocation.
PUBLIC HEARING-KNIGHTON & COX, PROPERTIES, INC.
Knighton & Cox Properties, Inc. requested zone changes on a tract in
the Issac B. Webb Survey, Abstract 1574, located immediately south of
Farmers Branch Creek on the west side of Dennis Road.
Bob Hollin presented plats and plans for the area and told the Council
they are prepared to comply with all recommendations by the Plan
Commission.
Councilman Hamilton asked, what will be the construction of the apart-
ments? Mr. Hollin said they will be masonry, stone and brick. Mr. Dan
Regan, 2507 Valwood Parkway asked, is this park to be a public park?
Mr. Hollin said, yes, it is on Dennis Road. Mr. Bill Clark, 4312 Mc-
Farland, said he owns the property north of Farmers Branch Lane, will
the houses be facing or backing up to Farmers Branch Lane? Mr. Hollin
explained, the houses will side to Farmers Branch Lane, they have
arranged the plat so that they will face to the streets within the
development. Mr. E. C. Reiger, 3823 Lemmon Avenue, said, he would be
against the houses siding to Farmers Branch Lane because he was afraid
they would eventually do away with the street unless it is improved.
Mr. Hollin said, if they will pave their half of the street Knighton
and Cox will pave their half and change the houses to face the street.
Mr. Reiger said they would have to look into what it would cost.
Mr. Fred Street, Maydelle Lane, asked, in the R-3 area will they have
to build according to the new R-3 zoning regulations? Mr. Hollin said
they will go to 1450 sq. ft. in the houses.
Councilman Hamilton asked, how close will you build to the gas line?
Mr. Hollin said they will clear the easement, that is all that is
required of them. With FHA requirements they must be 70 ft. from the
gas line.

Councilman Wilsey moved approve request for R-3 to R-2 zone for a
tract about 1140 feet east and west by 350 feet north and south located
immediately south of the lakes along Farmers Branch Creek, said tract
fronting 480 feet more or less along Dennis Road and including Lots
20 through 32, 43, 69 through 71 of the proposed Farmington Park Estates
Addition; deny request for zone change from R-3 to R-4 zone for an
irregular shaped tract about 1100 feet east and west by 125 feet north
and south, said tract located about 300 feet south of Tract above and
150 feet west of Dennis Road and including Lots 61 through 64, 77 through
80 and portions of Lots 81, 82 and 54 through 60 of the proposed Farm-
ington Park Estates Addition; approve request (Tract C) from R-1 (Temp.)
to R-3 zone for a tract about 870 feet east and west by 250 feet north
and south, said tract located immediately south of Tract above and includ-
ing Lots 83 through 93 and portions of Lots 81, 82 and 54 through 60 of
the proposed addition, and a tract located immediately east of Tract C
fronting 220 feet more or less on Dennis Road and comprising Lot 94 of
the proposed addition; seconded by Councilman Knox, all voting 'ayes'.
Councilman Knox moved approve request from R-1 (Temp.) to R-3 with S.P.
subject to all standard conditions for Apartment zoning for a tract
about 950 feet east and west by 670 feet north and south, said tract
located between Tract C above and the south city limit line and fronting
530 feet more or less on Dennis Road; seconded by Councilman Hamilton,
all voting 'ayes'.
GOALS, INC. GROUND BREAKING
Mr. Russell Christener announced the ground breaking ceremony for Goals,
Inc. to be held at the site of the ball park on October 23 at 3;00 P.M.
He urged the Mayor and Councilmen and all interested people to attend.
DENNIS ROAD EXTENSION
Mr. Bill Clark, owner of property on Dennis Road south of Farmers Branch
Shopping Center asked the status of the extension of Dennis Road from
Valley View north.
Mayor Attebery said, the Council, County and shopping center would like
very much to see this completed, the three tried to get together to
complete this section. He then explained what had happened previously
and the City felt it could not bear the full expense. Mr. Clark asked,
is it likely the City will use this as a capital improvement program?
Mayor Attebery said, it is not likely.
BOND PROGRAM
Mayor Attebery reported he had dinner with City Manager Orman in San
Francisco on Sunday night. They discussed the preparation of the
presentation of the bond program. Mr. Orman told him how Richardson
had prepared and presented their bond program. The Council determined
what needed to be done, then estimated what it would cost, appointed
a 100 person committee, selected a chairman and four vice-chairmen,
all members of the committee had to support each item on the program.
The program was then presented to the citizens and passed.

Councilman Knox asked, did the Council submit a list of things to be
done? Mayor Attebery said, the Council decided on the amount of money
that the City could afford. Councilman Wilsey said, the plan is very
good, start with a list that can be added to or taken from, select
right things citizens would like, a large number of people on a selected
committee would be of real value and get a good cross-section of opinions.
Councilmen Wilsey, Knox and Hamilton all agreed this plan sounds very
good and would like to get started on it.
Mayor Attebery asked, what about a sidewalk committee? Should it be
all in the bond program or assess property owners? Councilman Knox
said he thought where the property owner donates right-of-way he should
not be assessed, where right-of-way is not required the owner should be
assessed. Mayor Attebery said they might go to P. T. A.'s to select a
sidewalk committee. Councilman Wilsey said it should include other
people, too.
Mayor Attebery asked the Council to bring names of people who might
serve on committees and determine what committees are needed.
LICENSING PRIVATE CLUBS
Mayor Attebery read a letter from City Attorney Nichols in answer to
the Council's question on licensing private clubs. Mr. Nichols advised
that it was his understanding that these clubs operate in such a manner
as not to require a license, however, there are numerous problems
involved and he would be glad to look into the matter further. Council-
man Wilsey said he would like to keep the idea but wait for an affirma-
tive opinion. Mayor Attebery asked, would you like to have the Attorney
look into it further? Councilman Hamilton said he would like for him
to do so. Mayor Attebery asked Assistant City Manager Dodson to contact
Mr. Nichols for more information.
