1961-01-09 CC MinutesJ to pay the County the balance due on improving Josey Lane north of MINUTES OF A REGULAR MEETING CITY COUNCIL FARMERS BRANCH, TEXAS January 9, 1961 The City Council convened in a regular meeting on January 9, 1961 at the Community Building at 7:30 p.m. with the following members present: Mayor Councilmen City Manager Assistant City City Secretary Councilman Page Manager was absent. Oley Attebery H. N. Mallon John Wilsey Don Knox Bill Hamilton J. M. Orman John C. Dodson Dorthanna Williams Mayor Attebery called the meeting to order. Mr. Jack Ramsey, pastor of Covenant Presbyterian Church gave the invocation. The minutes of a regular meeting on December 19, 1960, were considered and approved. REPORT ON ANNUAL AUDIT Mr. Brud Smith, auditor for the City, was present to make a report on the audit just completed for the fiscal year ending September 30, 1960. Councilman Wilsey asked Mr. Smith to give them his overall opinion. Mr. Smith said he was very pleased with the records. Last year he wrote a letter on things he would like to see done and was surprised that so many of them had been accomplished, also, the sug- gestions made this year have already been put into effect. The Council- men expressed their satisfaction of the report and work being done under the City Manager's leadership. APPROVE PAYMENT TO AUDITOR City Manager Orman explained that a statement for $2,250 had been received from the auditor and he recommended this amount be paid. The work has been completed to his satisfaction. Councilman Knox moved that $2,250 be paid to Mr. Smith for the audit, seconded by Councilman Wilsey, passed unanimously. ORDINANCE NO. 271-STREET PROJECT NO. 4 Upon a motion by Councilman Wilsey, seconded by Councilman Mallon and passed unanimously an ordinance was passed appropriating $16,000 Valwood Parkway. Caption of the Ordinance reads as follows: AN ORDINANCE SETTING FORTH THE BALANCE DUE THE COUNTY OF DALLAS ON STREET PROJECT NO. 4; APPROPRIATING FUNDS THEREFOR FROM THE STORM SEWER BOND FUND UNAPPROPRIATED SURPLUS; AUTHORIZING PAYMENT TO THE COUNTY. Page 33 DATE SET FOR PUBLIC HEARING ON HOSPITAL PROPOSAL Saturday, January 28, 1961 was set as the date for the Public Hearing on the proposed hospital site. AUTOMOBILE INSURANCE City Manager Orman led a discussion on the responsibility of the City's carrying liability insurance on employees while operating City owned vehicles. After a short discussion Councilman Knox moved the City carry liability insurance on the employees of the City, seconded by Councilman Hamilton, all voting "ayes". DELINQUENT WATER ACCOUNTS City Manager Orman explained the collection of water bills has fallen below normal. He explained a more severe procedure of collecting and told the Council he was sure some of them would be getting calls and wanted them to have an understanding of what was being done. The Council was in favor of this new procedure of collecting delinquent water bills and assured Mr. Orman they would back him up in enforcing it. IMPROVE FARMERS BRANCH LANE A discussion was held on improving Farmers Branch Lane between Tom Field Road and Dennis Road. Mr. Orman said he would talk with the Director of Public Works and see what the City can do to improve the street, at least temporarily. CORPORATION COURT PROCEDURE City Manager Orman reported that Attorney Bob Baker attended the last Corporation Court session and reports are that the Court procedure was greatly improved. Forms have been prepared that will show any previous record and these will be stapled to the violation ticket. PURCHASE OF TWO LOTS ADJACENT TO WATERWORTH PARK There as a discussion of purchasing two lots adjacent to Waterworth Park, owned by Dalco Company. City Manager Orman reported a letter had been written to Mr. Gerald Pointer and inquiries had been made as to cost, availibility, etc. They should have this information by the next meeting.
