CITY COUNCIL
FARMERS BRANCH, TEXAS
June 17 , 1961
The City Council met in a Special Session on June 17, 1961 at the
Community Building'at B:OU a.m. with the following members present:
Mayor Oley Attebery
Councilmen Sam Page
Don Knox
Bill Hamilton
F-I . N. Mallon
Assistant City Manager John C. Dodson
Mayor Pro-Tem Wilsey was absent
The minutes of May 13 and May 15 were considered and approved.
FARMERS BRANCH BROCHURE
Mayor Attebery reported to the Council on the progress of the Farmers
Branch Brochure. The Mayor stated that the initial cost of preparation
prior to actual printing would be $2,900 The printing will run approxi-
mately $250 per 1,OUO copies. He also said that the Texas Power and
Light Company had offered the services of their art department in pre-
paring the art work and making the plates. This service by Texas Power
and Light Company would greatly reduce the ;;2,900 figure.
Councilman Vi'allon made a motion that the City of Farmers Branch furnish
$300 to the brochure project so that Mayor Attebery could begin negotia-
tion for the work The motion was seconded by Councilman Knox, all
present voting "aye:.
OUTSIDE TOILET SURVEY
Assistant City Manager Dodson reported to the Council on a survey of
outside toilets in Farmers Branch. Mr,. Dodson told the Council that
out of twenty toilets found, only three were being used. Of the three,
sewer is available to only one. He said the address of this one is
13721 :Bee Street, the two with no sewer available are located at 2429
Squire Place and 14U41_ Harry Hines Boulevard.
The council instructed Mr. Dodson to see that this was followed through
on and that the three outside toilets be eliminated as soon as possible.
ASSUALT ON A POLICE, OFFICER
Mayor Attebery reported on an incident that occurred and was called to
his attention of a Police Officer being beaten by two men in the vicinity
of Carrollton some few days ago. The Mayor said that in relation to
this incident, his attention had been called to the fact that the City
does not have an ordinance placing a Policeman on duty during his off
dirty hours. The Mayor suggested that we have such an ordinance drawn
by Attorney Louis Nichols. Mr. Hodson stated that he had contacted

the officer and found that Assistant District Attorney Fitzhugh had
stated that we need such an ordinance. Mr. Dodson talked with Louis
Nichols and he knew nothing of such an ordinance. Mr. Dodson said he
is now in the process of contacting Mr. Fitzhugh to determine what type
of ordinance would be required.
CITY OF ADDISON PROJECT
Mayor Attebery informed the Council that he planned to contact Senator
Parkhouse and see when he would be willing to meet with City Councils
of both Cities in a joint meeting and explain points of State Law
involved in the annexation project. The Council approved of this plan.
FARMERS LRAI.vCH, CAAROLLTON, ADDISON I%IERGER
Mayor Attebery reported to the Council on a talk he had with Mayor
McInnish of Carrollton. He said that they both agreed that a merger
would be worthwhile and sound and that they also agreed that Addison
may be unwilling to participate in such an undertaking.
The Council agreed that Louis ;.vichols should be instructed to show
them hoar a merger of the three cities could be accomplished.

The Council felt that a Chairman should be appointed eery soon so that
the Committee could begin work. Mayor Attei,)ery recommended Mr. Edward
N. Kerr. The Council. agreed and requested that the Mayor contact
Sir. Kerr and ask him to serie.
