Dodson Dorthanna iilliams City Manager Assistant City Manager City Secretary A11 Department Heads Mayor Attebery ca.11ed the meeting to order. Mayor Pro--Tem Wilsey gave the invocation CIVIL DEFENSE Mr. Will Beal, the City's Civil Defense Director, met with the Council to discuss projects for the City Mr. Beal said he and Police Chief Courtney are studying evacuation routes from the City at the present and they will. need some directional signs for this. He said some cities have such signs installed now. The Council discussed with Mr. Beal equipment that can be houTit by the ,iith matching funds. Mr. Beal said would be glad to help in any way he equipment for the City, however, th, full amount and then the Government cost, G the types of machinery and City and the Federal. Bridges, own^r of the Green Cab Company, asked the Council's permission to install- a meter in the cab used in Farmers Branch The Council had received a report that Mr. Bridges had been using a meter in violation of the City's ordinance. Mayor Attebery read excerpts from the ordinance and asked Mr. Bridges what rates he had been using. Mr. Bridges gale them the rates and compared them with the rates used in the City of Dallas. The Councilmen studied and discussed the rates and agreed to leaze the rates as set by Ordinance No. 236, look into the Code of the City of Dal.las and have the City Page 110 Attorney study it, change the Farmers Branch ordinance to a penalty ordinance, and add - examination of drisers and vehicle by Farmers Branch Police Department; all by amendment of the present ordinance. The ordinance should be prepared by the next regular meeting and the Council will gi re sir. Bridges a decision. PRESENTATION OF BUDGES 1-'361-)962 City Manager Orman explained that the City Charter pro rides that the budget for the Fiscal. year be filed officially each year by August 15, He then presented the budget as prepared by him for consideration. Mr. Orman gave a brief resume of the budget and asked for questions and discussion. After discussion on all major points of the budget and agreeing that it is the responsibility of the City Manager to administer the budget, Councilman Vilsey -mo,7ed, lower the tax rate from '1..75 to 65 for the fiscal. year 1(( 61-:6 X02, seconded by Councilman Mallon, motion carried by a rote of three to two.
