September 8, 1961
The City Council convened in a special meeting on September 8, 1961
at the Community Building at 7:30 p.m. The following members were
present:

Mayor Attebery called the meeting to order. Mr. Ed Blythe, pastor of
Webb Chapel Methodist church gave the invocation.
The minutes of August 14 (Special), August 28 (Special) and August 30
(Special) were considered and approved.
ORDINANCE NO. 297 - FIRE DISTRICTS
Councilman Wilsey moved that the Fire Zone ordinance as presented by
the City Manager be passed. Councilman Mallon seconded the motion, all
present voting aye, the motion carried. Caption of the ordinance:
AN ORDINANCE CREATING AND ESTABLISHING FIRE DISTRICTS; DES-
CRIBING THE BOUNDARIES OF THE FIRST FIRE DISTRICT AND THE
SECOND FIRE DISTRICT; PROVIDING THAT SAID FIRE DISTRICTS
SHALL BE THE FIRE DISTRICTS REFERRED TO IN CHAPTER 3 SECTION
301 OF THE SOUTHERN STANDARD BUILDING CODE, 1957-1958 REVISION,
WHICH HAS BEEN ADOPTED AS THE BUILDING CODE OF THE CITY OF
FARMERS BRANCH; PROVIDING THE EFFECTIVE DATE OF SAID ORDINANCE;
AND DECLARING AN EMERGENCY.
ORDINANCE NO. 298 - RELEASING $8,073.15
Councilman Wilsey moved that an ordinance releasing a total of $8,073,15
from completed bond fund projects and placing this sum back into the
unappropriated surpluses of four bond fund accounts, be passed. Coun-
cilman Page seconded the motion, all present voting aye, the motion
carried. Caption of the ordinance:
AN ORDINANCE RELEASING FUNDS APPROPRIATED TO VARIOUS BOND FUND
PROJECTS; RETURNING THESE FUNDS TO THE APPROPRIATE BOND FUND
UNAPPROPRIATED SURPLUSES AND DECLARING AN EMERGENCY.

ORDINANCE NO. 299 - WATER PROJECT NO. W-6
Councilman Page moved that an ordinance providing an additional
$228.68 for Water Project No. W-6, be passed. Councilman Wilsey
seconded the motion, all present voting aye, the motion carried.
Caption of the ordinance:
AN ORDINANCE SETTING FORTH THE ADDITIONAL FUNDS NEEDED
FOR WATER PROJECT NO.W-6; APPROPRIATING FUNDS THEREFOR
OUT OF THE WATERWORKS SYSTEM IMPROVEMENT AND EXTENSION
REVENUE BOND FUND UNAPPROPRIATED SURPLUS AND DECLARING
AN EMERGENCY.
ORDINANCE NO. 300 - STREET PROJECT NO. 3
Councilman Mallon moved that an ordinance providing an additional
$2,278.12 for Street Project No. 3, be passed. Councilman Wilsey
seconded the motion, all present voting aye, the motion carried.
Caption of the ordinance:
AN ORDINANCE SETTING FORTH THE ADDITIONAL FUNDS NEEDED FOR
STREET PROJECT NO. 3; APPROPRIATING FUNDS THEREFOR OUT OF
THE STREET IMPROVEMENT BOND FUND UNAPPROPRIATED SURPLUS
AND DECLARING AN EMERGENCY.
ORDINANCE NO. 301 - POLICE & FIRE STATION BOND FUND
Councilman Mallon moved that an ordinance providing $300 from the
Police and Fire Station Bond Fund to purchase some lobby furniture
and two swivel chairs for the Police Department, be passed. Council-

carried. Caption of the ordinance:
AN ORDINANCE SETTING FORTH THE COST OF POLICE STATION
FURNITURE; APPROPRIATING FUNDS OUT OF THE POLICE AND FIRE
STATION BOND FUND UNAPPROPRIATED SURPLUS THEREFOR.
APPROPRIATION FOR CONSTRUCTION INSPECTOR
After discussion of an ordinance providing for the appropriation of
$6,120 from the Storm Sewer Bond Fund to General Fund Revenue to
reimburse the General Fund for a construction inspector, the Council
decided to defer this item until the next meeting.
ORDINANCE NO. 302 - BUDGET REVISION - 1960-1961
Councilman Mallon moved that an ordinance calling for certain budget
revisions necessary in view of reduction of income from the sale of
water be passed. Councilman Page seconded the motion, all present
voting Aye, the motion carried.
WHEREAS, due to a decrease in water revenues during the current fiscal
year, revisions in certain budget items must be made; and
WHEREAS, because of other variances in revenues and expenditures, it
is desirable to make adjustments in the current budget.

RESOLUTION - STREET PROJECT NO. 5
Councilman Wilsey moved that a resolution approving final payment of
Street Project No. 5 of $673,97 be passed. Councilman Mallon seconded
the motion, all present voting Aye, the motion carried.
STRINGFELLOW ADDITION - REQUEST BY MR. H. E. STRINGFELLOW
Councilman Mallon moved that the Council approve a request by Mr. H. E.
Stringfellow for a building permit to move a 1740 square foot frame
building on a 75 X 100 foot lot in Stringfellow Addition to be used
as a single family residence. Councilman Wilsey seconded the motion,
all present voting Aye, the motion carried.
SURFACING FARMERS BRANCH LANE
Councilman Wilsey moved that Farmers Branch Lane be resurfaced from
Tom Field east to Dennis Road. The motion was seconded by Councilman
Mallon, all present voting Aye, the motion carried.
SLURRY-SEAL ASPHALT TESTING - ORDINANCE NO. 305 - STREET PROJECT NO. 6
Councilman Wilsey moved that $2,000 be appropriated out of the unappro-
priated bond fund for Slurry-Seal Asphalt testing. Councilman Mallon
seconded the motion, all present voting Aye, the motion carried.
AVAILABLE COUNTY FUNDS
County Commissioner Frank Crowley has furnished the figures on remaining
County funds for Farmers Branch and has requested that the City partici-
pate in improving Marsh Lane. After discussion the Council instructed
the City Manager to make a study and submit projects to the Council at
the next meeting. The unused amount is $42,932.68 as of June 30, 1961.
DEMETRA APARTMENTS
Councilman Mallon moved that a site plan presented by Gerald Pointer to
the Council calling for the construction of 36 apartment units be approved

SIDEWALKS FOR SCHOOLS
The Council instructed the City Manager to make a cost study of install-
ing sidewalks around the schools in the City.
SALARY FOR POLICE CHIEF
Councilman Wilsey moved that $1,740 be transferred to Police Account
No. 6 A-1 to allow for a $625 Chief of Police salary.
