1959-10-05 CC MinutesMINUTES OF A REGULAR MEETING BOARD OF COUNCILMEN FARMERS BRANCH, TEXAS OCTOBER 5, 1959 The City Council convened in a regular meeting on October 5, 1959 at the Community Building at 7:30 P. M. with the following present: Mayor Mayor Pro-Tem Councilmen City Manager Administrativ6 Aide Lawson Lewis Thomas Reeder John Wilsey Don Knox Oley Attebery J. M. Orman Wm. H. Mallery The meeting was called to order by Mayor Pro-Tem, Thomas Reeder. Minutes of August 31. Septemberl, and September 14 were considered and approved. Councilman Attebery reported that at a recent meeting of the Chamber of Commerce, State Senator Parkhouse and County Commissioner Lynn Lawther had been present and had discussed future road plans for Farmers Branch. A detailed account of these future road plans was to appear in the October 8, 1959 edition of the Farmers Branch Times. Councilmen Attebery and Wilsey also reported that the Chamber was attempting to locate the general headquarters of Lone Star Boat Company in the Industrial area located in the western portion of Farmers Branch. Mr. Wilsey and Mr. Attebery presented facts and figures to the council showing the economic feasibility of the City's providing utility lines to the location area. On a moti6n by Don Knox, seconded by Thomas Reeder, the Council decided to make utilities availabe to the plant site when and if a plant could be located there. SALE OF BONDS City Manager Orman reported that the City needed to sell. $70,000 additional bonds for purposes of remodeling the Police Station. The City's Fiscal Agent, Lewis Lyne was present and discussed the effect of the present economic system on bonds stating that the bonds would probably sell at an interest rate higher than normal. Mr. Lyne sug- gested the possibility of selling callable bonds. After careful con- sideration of the issues involved, the Council instructed Mr. Lyne P/ sell the bonds at a 4-3/4% interest rate or less. to / UTILITIES FOR PROPERTY IN ADDISON Mr. Jack Judd, a resident of Addison, Texas, approached the Council upon the issue of supplying City utilities to his property in Addison.. Mayor Lewis spoke for the Council saying that the Council had pre- viously considered the situation and had decided that the granting of Mr. Judd's request was for the time being impractieAble. Further, Mr. lewis stated that as conditions had not changed, the Council still could not grant Mr. Judd's request. CONCESSION AT EAST HILL PARK The Council considered applications from Mr. Collins, Mr. Arther James and the Yacht Harbor Corporation for license to operate-the concession at East Hill Park on Garza-Little Elm Lake. After care- ful consideration, the Council decided to grant the concession license to the Yacht Harbor Corporation when and if the City re- ceives a license from the Corps of Engineers for the area. ADJUST WATER TAP FEES The Council decided to make an adjustment in water tap fees to bring the charges in line with increased costs. The following ordinance #206 to this effect was moved by Councilman Attebery, seconded by Councilman Knox. AN ORDINANCE OF THE CITY OF FARMERS BRANCH ESTABLISHING STANDARD CHARGES FOR TAPS ONTO THE CITY'S WATER MAINS, ESTABLISHING A STREET CUT FEE, AND DECLARING AN EMERGENCY. APPOINTMENTS TO PLANNING AND ZONING COMMISSION Upon a motion by Councilman Wilsey, seconded by Councilman Attebery, the Council appointed David Hannum and Ed Rhodes to the Planning and zoning Commission. on a motion by Councilman Knox, seconded by Councilman Wilsey, Igna- cio Menendez was appointed to the Park and Recreation commission. MISCELLANEOUS In regard to Mr. Halbert's complaint of water loss in a lake south of Farmers Branch Lane due to the laying of a sewer line in Farmers Branch Creek, the Council decided to use the City work force under supervision of the foreman of the Elm Fork Construction Company, and acting upion plans drawn by Bob King to lay a Collar Check Dam for Mr. Halbert. In return for this service, the City is to obtain a release from all damages from Mr. Halbert. There being no further business the Council adjourned. 221&1 AIQ ~v
