CITY COUNCIL
FARMERS BRANCH, TEXAS
February 15, 1960
The City Council convened in a regular meeting on February 15,
1960 at the Community Building at 7:30 P.M. with the following
members present:
Mayor Lawson Lewis
Councilmen John Wilsey
Thomas Reeder
Oley Attebery
Don Knox
City Manager J. M. Orman
City Secretary Dorthanna Williams
Councilman Mallon was absent.
Mayor Lewis called the meeting to order. Rev. Richard Perry,
Pastor of the Webb Chapel Methodist Church gave the invocation.
The minutes of a regular City Council meeting of February 1 were
approved.
ORDER CALLING ELECTION AND NAMING ELECTION OFFICIALS
City Manager Orman read the order prepared by City Attorney Nichols.
The Council suggested the following names for the Election Officials:
Presiding Judge - Mrs. Flora Rowe
Election Judges - Mrs. John Harrison
Mrs. Alva Cartwright
Mrs. Verne Simmons
Election Clerks - Mr. or Mrs. R. W. Holman )
Mr. E. Poston Hamilton ) only two needed
Mr. W. D. Hearn )
Mr. J. S. Bossong
Councilman Knox moved that the City Secretary contact these people
and arrange to have them hold the City Election on April 2, 1960,
seconded by Councilman Attebery and passed unanimously. The salary
was set at $10.00 per person.
Three Public Notices were also prepared by the Attorney to be posted
in three public places within the limits of the City at least twenty
days before the election day.
RESOLUTION - LIGHTING HIGHWAY INTERCHANGES
Councilman Wilsey led the discussion of adoption of this resolution
by asking, is this a valid request and do other cities do this?
City Manager Orman answered both questions in the afirmative. Coun-
cilman Wilsey said this is a way to get an improvement for the City
and the City pays only for the maintenance and the electricity.
Councilman Wilsey moved that the following resolution be adopted,
seconded by Councilman Reeder and passed unanimously.
RESOLUTION
WHEREAS, the Texas Highway Department now has a policy of
installing limited illumination on its Interstate Highways
at ramp entrances and exits within City limits provided the
Cities will assume and pay for the cost of maintenenace and
operation of said lights by an agreement with the State; and
WHEREAS, this proposal has been submitted to the City of
Farmers Branch in a letter dated February 2, 1960 and signed
by Frank W. Cawthon, District Engineer, as it pertains to
IH 35E (US 77) ; and
WHEREAS, the City of Farmers Branch is desirous of having
the Texas Highway Department install these lights at the
entrance and exit ramps at said highway crossing at Valley
View Lane and at Valwood Parkway.
Section 1. That the Texas Highway Department be requested
to install said illumination at the above locations.
Section 2. That the City of Farmers Branch will enter into
an agreement with the State for the costs of maintaining and
/operating said lights when same is presented to it.
JGSEY-°L-ANE IMPROVEMENT
City Manager Orman presented an order from the Commissioner's
Court of Dallas County on improving Josey Lane from Valwood Park-
way to Belt Line Road. This is a joint project between the City
of Farmers Branch and the County of Dallas (with the City of
Carrollton participating in their City limits). Councilman Wil-
sey asked if it would be just as well to go ahead and pay the
balance now or be more worthwhile to defer these bonds for another
year. Mayor Lewis explained that they will need to sell bonds for
improvements on Epps Field and Tom Field Roads and it will be best
to pay the balance of approximately $16,000 in October, 1961.
Councilman Reeder moved that the Council accept the Court Order
as passed at a regular meeting of the Commissioner's Court of
Dallas County held on January 8, 1960, seconded by Councilman
Knox and passed unanimously.

ZONING OF NEWLY ANNEXED AREAS
City Manager Orman presented each Councilman with a copy o.f_a map
showing the proposed zoning as recommended by the Planning and
Zoning Commission. They were presented at the request of the
Commission for the Council's general review and comment prior
to their setting a date for the Commission's hearing. Council-
men Wilsey and Attebery suggested an R-3 buffer zone across
the south of the area east of Marsh Lane and south of Valley
View Lane.
Councilman Attebery asked what was being done on the exchange
with the City of Addison. Mr. Orman said Mr. Mallon has been
in contact with a Mr. Hiram Griffin who is a friend of many
people in the City of Addison. Mr. Griffin said the people in
Addison think Farmers Branch is trying to take them over. The
City of Farmers Branch has offered them drainage down Rawhide
Creek while their choice is Farmers Branch Creek. Homer Dooley
and Sam Wood of Addison have been appointed by the Addison City
Council to talk with the Farmers Branch Council. Councilman
Wilsey asked if it would be just as feasible to go Farmers Branch
Creek as Rawhide Creek. He was told that would be something for
the Engineers to study. Mr. Orman said the sewer goes to Webb
Chapel Road on both Rawhide and Farmers Branch Creeks. Carrollton
will serve the air port area and they want Farmers Branch to
serve the southern part of Addison.
EXTENSION TEMPORARY PERMIT-HARKEY BRICK & SUPPLY COMPANY
Councilman Knox moved that Harkey Brick and Supply Company be
given a six months extension, from December 1, 1950 to May 31,
1960, for a temporary permit for a temporary skid-mounted office
building at 13587 Inwood Road, seconded by Councilman Attebery,
passed unanimously.
LITTLE LEAGUE USE OF CITY PARK
Mayor Lewis read a letter from Mr. Dewayne White, President of
Farmers Branch Little League Baseball, requesting Monday, Tuesday
and Thursday nights be reserved for them at the baseball diamond
in Showman Park. The Council expressed their approval subject to
Recreation Director Nolan Poovey.
FINANCIAL REPORT
City Manager Orman gave the Councilmen prepared financial reports
for the first four months of the present fiscal year. The Council
expressed their appreciation and approval of the report.
IMPROVING RAWHIDE CREEK PARKWAY
City Manager Orman reported to the Council he has been getting
prices and checking on trees for Rawhide Creek Parkway. The Coun-
cil has $1,000 appropriated by resolution to start improvement of
this area. Trees and grass only has been recommended by the Park
Department of Dallas for this park. They are planning to set out
trees north of the Youth Center, too.
PARK AND RECREATION COMMISSION
Mr. Orman also reported that two Saturdays before five members of
the Commission went with him to look over some of the small parks
in Dallas, then they went over each of the park areas in Farmers
Branch. The Commission has asked for four sets of play equipment,
one each for Waterworth, Showman, Dutch Village and Town North
Parks. The Commission has also asked for costs of tennis courts;
two for Showman Park and one for Waterworth Park. Councilman Knox
said that donation of concrete has been offered by Mr. Burns for
Bar-B-Que pits in the parks.
The Council suggested the following names for the vacancy on the
Commission: Roger Williams, Mrs. George Cox, Carter Wooten, Walter
Mackey, Donald Smith and Mrs. Larue Bevier. Upon a motion by
Councilman Wilsey, seconded by Councilman Attebery it was agreed
that Roger Williams would be asked to serve and if he does not
accept, go down the line.
APPRECIATION OF MEMBERS OF ADVISORY BOARDS
The Council discussed having an appreciation dinner for the Advi-
sory Boards of the City. They include: Board of Adjustment, Elec-
trical Board, Board of Equalization, Park and Recreation Commission
and Planning and Zoning Commission. Councilman Wilsey said he
would like to present a plaque, diploma, certificate or something
to each person working on these committees. Mr. Orman said he had
seen, presented as each member goes off a committee, a printed
resolution expressing appreciation signed by all members of the
Council. The Council agreed they would like something like this
prepared. Councilman Wilsey said he has the equipment for setting
the print.
AMENDMENT TO GUN ORDINANCE
Councilman Attebery reported a conversation he had with Mr. Billy
Pool of Texas Power and Light Company. Mr. Pool said it was a
great cost to the City having street lights shot out by air rifles.
Councilman Attebery also said many of the builders in Farmers
Branch have complaindd of having windows, in houses under construc-
tion, shot out by air rifles. The City Ordinance sgys "shall not
fire guns in City limits", but there is no ordinance against carry-
ing guns. Councilman Knox said he would be against an ordinance
saying "cannot carry guns". Councilman Wilsey asked about requir-
ing people to register guns or have them in a carrying case.
Councilman Attebery said there is some way this can be controlled
and they should be able to find it. Councilman Wilsey said he
would like to go further with this discussion to see what can be
done. Mr. Orman said he was going to a City Managers meeting
on Friday and he could ask what other Cities are doing with
this problem. The Council said they would like to have a re-
port on this.
