Mayor Lewis called the meeting to order. Mr. Richard Perry, Pastor
of Webb Chapel Methodist Church gave the invocation.
The minutes of a Special Council meeting, February 29, and a regular
Council meeting, March 14, were approved.
APPOINTMENT OF FISCAL AGENT
Mayor Lewis introduced Mr. Lewis Lyne of Mercantile National Bank by
stating that Mr. Lyne and R. A. Underwood and Company has been with
the City from its start. Mr. Lyne said the 3-year bond program just
completed has gone off wonderfully well. The population growth,
selling of bonds, etc., has exceeded anything they had anticipated.
He explained that the City of Farmers Branch has very good credit.
Mr. Lyne asked the City to extend, for another three years, the con-
tract which expired when all the bonds were sold. Councilman Attebery
asked Mr. Lyne about a special rating for the City. Mr. Lyne explain-
ed this rating system and told them he thought the City of Farmers
Branch was now in a good position to get a better rating which would
lower the interest on bonds sold.
Councilman Attebery moved that Mr. Lewis Lyne be appointed Fiscal
Agent in issuance of General Improvement and Revenue Bonds for three
years, extending contract dated June 17, 1957, seconded by Councilman
Knox, passed unanimously.
FINAL READING-ANNEXATION ORDINANCE NO. 216
Upon a motion by Councilman Wilsey, seconded by Councilman Knox and
passed unanimously, the second and final reading on Ordinance No.216
annexing a 300-foot strip between Marsh Lane and Dooley Road north
of Valley View Lane was passed. (The first reading and caption of
the ordinance recorded in minutes of December 7, 1959.)

WATER TANK SITE
City Manager Orman presented a proposal from the landowners and the
Y.M.C.A. to settle for a price of $6,466 for the less than one acre
site. The City has previously made an offer of $2,600 per acre.
Attorney Nichols had advised the price is high, the City could condemn
cheaper. Councilman Wilsey said he would not like to have to go to
court and the good will to the "Y" would be worth it. Councilman Atte-
bery explained that they are dealing with Mr. Ben Johnston and not the
Y.M.C.A.
Councilman Mallon asked, what is a fair value and

The Council's decision was to stick by their original conditions and
to order the attorney to proceed with condemnation.
REQUEST TO FURNISH WATER OUTSIDE CITY
City Manager Orman told the Council, Mr. Bill Gaynier, one of the
builders in Farmers Branch has made a request that he be allowed to
tap the City's water main in Brookhaven Estates to serve a 20-acre
tract of land at the corner of Marsh Lane and Spring Valley Road in
the City of Addison. He plans to build his home on this tract. Mr.
Orman explained that he told Mr. Gaynier other requests such as his
has been turned down by the Council. Councilman Knox said they have
set precedent by turning others down and moved that this request be
denied, seconded by Councilman Mallon, passed unanimously.
The Council then authorized Mr. Orman to contact Mr. Wood and Mr.
Dooley of the Addison City Council to see when they may meet for a
discussion of this area.
ORDINANCE NO.225- WATER ACCOUNT NO.101 Z-6
Upon a motion by Councilman Mallon, seconded by Councilman Wilsey and
passed unanimously, an ordinance was passed appropriating $15,000 to
Water Account No. 101 Z-6. Caption of the ordinance reads as follows:
ORDINANCE NO. 225
AN ORDINANCE SETTING FORTH AN ESTIMATE OF THE COST OF
PURCHASING WATER METERS FOR A PORTION OF THE CURRENT
FISCAL YEAR; APPROPRIATING FUNDS THEREFOR OUT OF THE
WATERWORKS SYSTEM IMPROVEMENT AND EXTENSION REVENUE
BOND FUND UNAPPROPRIATED SURPLUS AND DECLARING AN
EMERGENCY.
PARTICIPATION IN SECTION LINE ROAD PAVEMENT
In a discussion on policy of developers participating in section line
road pavement, Mr. Orman said he did not find where any developer had
placed any money in escrow for this paving. Councilman Attebery
said he had discussed this with Mr. Grady Cates, he understood Mr.
Cates was participating with the City. Councilman Knox said they
should be able to get a portion of the cost of paving from Mr. Cates
or at least make sure that others do not get by. Councilman Wilsey
said he would like to get attorney Nichols opinion and thinks they
should get tough on developers on this. Councilman Attebery said he
would like to have the records checked to see what was done on this.
EXTENSION OF VALWOOD PARKWAY WEST OF HIGHWAY 77
City Manager Orman gave a report to the Council on the study of this
extension by Engineer Napier. It will cost the City approximately
$11,000. Councilman Knox asked if the City would be extending a road
just to help Dr. Thompson. Mr. Orman explained the City has committed
itself in the boundary dispute With Carrollton. Councilman Attebery
said the City is obligated to extend this road and he would be in
favor of it. Councilman Knox asked if the City has the money for this
project? Mr. Orman said if it meets with the Council's approval they
can go ahead and get bids and appropriate the money later on.
RECOMMENDATIONS FROM PARK & RECREATION COMMISSION
Mr. Delbert Moore, Chairman of this Commission presented each Council-
man with a list of recommendations and a plan drawn by a member of the
Commission. Recommendations are as follows:
I. A. A concession be allowed inside the pool area.
B. Recommends that only soft drinks and candy be sold
in the pool area.
C. Soft drinks and candy Vending Machines suggested.
II, A. All concession rights at Showman Park be leased.
B.l.And further recommend that the leasee be determined
by open bids to qualified concessionaires with
stipulations specified by the City Council.
2-That the bids be open to Farmers Branch residents
only.
III. A. A new entrance and exit into the pool area and
eliminating all traffic through the locker rooms.
B. Present cashier office be used for first aid,
employees office, intercom, etc.
IV. Proposed Plan
Construction of a concession stand of permanent
structure along the line of the fence to supply
both inside and out of the pool.
Councilman Knox said he was not in favor of Section II B-2. He
would rather say Farmers Branch residents have first choice but if
someone outside the City should offer something better then City
should accept. Councilman Wilsey said he.thought the Council should
follow these recommendations as closely as possible. Councilman Atte-
bery said they should get the best employees possible with the City's
tax money and they should get the best concessionaire possible.
Councilman Knox said when they sign a contract it should be one that

the City could cancel at any time. Mr. Moore said it would be up
to the Council on the length of lease, charges, etc. He suggested
it be a lease with an option.
Councilman Knox said he would like the idea of building in fence
(Item IV). Councilman Wilsey said he would like to see it large
enough when built so it would not have to be added to at a later
date. Mr. Orman asked if this eliminates the stand in the Youth
Center building? Mr. Moore said, not until a permanent building
is built. Mr. Orman said money is set up in the budget to take
care of part of this; moving fence, drainage, exit and entrance.
Councilman Knox moved these recommendations be approved with the
exception of Item II B-2, seconded by Councilman Attebery and passed
unanimously.
FINANCIAL REPORT FOR FEBRUARY, 1960
City Manager Orman reported the City has collected 42% anticipated
revenues, over 98% tax collections; spent 39% expected expenditures.
He explained there will be some needed revisions on the budget and
he will bring the resolutions before the Council. He also explained
the City finances look good for next year with almost a 50% increase.
Mr. Orman said it looks like with the surplus set up in the water
account to pay extra cost to Dallas, the City may come out all right
by adding 104'r' per 1000/gallon which would make 20G per month per
customer.
MISCELLANEOUS
Councilman Knox asked if Mr. Orman had heard any thing about the
signal at the Railroad crossing on Valley View Lane. Mr. Orman
explained he had written two letters and was expecting to hear from
them soon.
Councilman Knox asked if there has been any change made in specifica-
tions of paving streets. Mr. Orman said they were practically ready
for presentation to the Council.
