The City Council convened in a regular meeting on April 4, 1960 at
the Community Building at 7:30 P.M. with all members present:

Mayor Lewis called the meeting to order. Mr. Bob Langley, Pastor
of Chapel Hill Methodist Church gave the invocation.
RESULTS OF ELECTION HELD APRIL 2, 1960
Mayor Lewis gave the results of the April 2 City Election as recorded
by the Election Judge. The results are as follows:

Councilman Knox moved that the Council accept the Election Judge's
report, seconded by Councilman Wilsey, passed unanimously.

Mayor Lewis then named the winners as: Mayor - O1ey Attebery; Council-
men: Place 1 - Sam Page; Place 2 - H. N. Mallon; Place 3 - John Wilsey;
Place 4 - Don Knox; Place 5 - E. P. (Bill) Hamilton, Jr. Councilman
Wilsey moved they accept the men in the order named, seconded by
Councilman Reeder, passed unanimously. Installation of City Officials
was set for April 11, 1960.
WATER RESERVOIR
City Manager Orman presented bids which were opened March 4 for three
contracts: (1) Project No. W-2, 1-1/2 million gallon water tank and
pump station; (2) Project No. W-4, four high pressure pumps and (3)
Project No. W-5, for laying 16-inch water mains. The three lowest
bidders on each were:

Mayor Lewis and Councilman Wilsey asked what Joe J. Rady and Company
recommends on flat or dome roof. Mr. Orman said they recommend the
flat roof. He added they have also reviewed all of the bids and all
bidders are acceptable.
Councilman Wilsey moved they accept the lowest bids on each of the
three projects, seconded by Councilman Knox, passed unanimously.
Upon a motion by Councilman Attebery, seconded by Councilman Knox, the
three following ordinances were passed appropriating funds for these
projects. Captiors of the ordinances read as follows:
ORDINANCE NO. 227
AN ORDINANCE SETTING FORTH THE COST OF CONSTRUCTING A
1.5 MILLION GALLON WATER RESERVOIR AND PUMP STATION;
APPROPRIATING FUNDS FOR THE CONSTRUCTION THEREOF OUT
OF THE WATERWORKS SYSTEM IMPROVEMENT AND EXTENSION
REVENUE BOND FUND UNAPPROPRIATED SURPLUS AND DECLARING
AN EMERGENCY.
ORDINANCE NO. 228
AN ORDINANCE SETTING FORTH THE COST OF FURNISHING
AND INSTALLING PUMPING EQUIPMENT AT NEW WATER PUMP
STATION; APPROPRIATING FUNDS THEREFOR OUT OF THE
WATERWORKS SYSTEM IMPROVEMENT AND EXTENSION REVENUE
BOND FUND UNAPPROPRIATED SURPLUS AND DECLARING AN
EMERGENCY.
ORDINANCE NO. 229
AN ORDINANCE SETTING FORTH THE COST OF FURNISHING
AND INSTALLING 16-INCH WATER MAINS; APPROPRIATING
FUNDS THEREFOR OUT OF THE WATERWORKS SYSTEM IMPROVE-
MENT AND EXTENSION REVENUE BOND FUND UNAPPROPRIATED
SURPLUS AND DECLARING AN EMERGENCY.
ORDINANCE NO. 226 - WATER TANK SITE
City Manager Orman explained that on March 24 all members of the
Council had verbally approved the purchase of this site for $6,466
provided the money would be given to the Y.M.C.A. for use on the
Farmers Branch tract. Councilman Wilsey explained that the City
will benefit from the money spent here and moved the ordinance be
passed, seconded by Councilman Attebery, passed unanimously. City
Manager Orman was authorized to issue the check to the Y.M.C.A. and
he told the Council the City attorney will see that all legal require-
ments are met. Caption of the ordinance reads as follows:

RESOLUTION DELETING TAXES FROM 1957 AND 1958 ROLLS
Upon a motion by Councilman Attebery, seconded by Councilman Knox and
passed unanimously the following resolution was passed:
RESOLUTION
WHEREAS, Plastex Molding Company owes delinquent personal property
taxes in the amount of $25.00 for each of the years 1957 and 1958;
and
WHEREAS, Plastex Molding Company has been declared bankrupt and through
a judgment all monies remaining will go to the U. S. Government.
STREET DEDICATION DEED-GOLFING_ GREEN DRIVE
Councilman Knox moved, with the understanding Mr. Hawn will pave at
his cost, to accept the dedication deed for Golfing Green Drive along
the north side of the proposed shopping center in Brookhaven Estates
in order that utility lines and pavement could be immediately installed,
seconded by Councilman Wilsey, passed unanimously.
REPORT FROM THE CITY MANAGER
City Manager Orman reported the new garbage truck was delivered last
Wednesday and is now in service. The Council then discussed the need
of another larger, garbage truck before the year ends.
He reported 100 sycamore trees have been planted---20 at the Youth
Center and 80 on Rawhide Parkway west of Longmeade.
The installation of mercury vapor lights on Valley View Lane was
completed last week.
Rock Island Railway plans a traffic count on Valley View crossing in
reply to the City's request for signals at this point.
Mr. Roy Rasberry of the County had called and asked if the City would
be interested in paying an extra cost of approximately $8,100 to make
a much better pavement on Dennis Road south of Valley View.
Councilman Mallon asked if it would meet the specifications of the
City of Dallas. He said he feels if possible the City should improve
their paving because they insist developers put in better pavement.
Councilman Wilsey asked if the maintenance would be less? Mr. Orman
said it would. Mayor Lewis asked if the City has the money. Mr.
Orman said they do not have the money. All the money the City has
for streets is earmarked for Tom Field and Epps Field Roads and Rich-
land Avenue from Bee Street to Denton Road.
Councilman Wilsey expressed his wish that the City could put a better
surface on Dennis Road. Councilman Mallon suggested they say yes to
the County, tell them the City cannot pay any more this year but may
be able to next year. Councilman Knox said he has heard so many com-
plaints on the soil not holding the surface. Councilman Attebery
suggested Mr. Orman see what could be worked out with the County. Mr.
Orman said they cannot pour until warmer weather.
NOTIFICATION OF LEGAL ACTION ON APRIL 2 ELECTION
Mr. Dan Regan, candidate for Place 1 in the City Election said he was
there to give verbal notification that legal action would be taken
to contest the Election. Councilman Mallon asked Mr. Regan what this
action would be. Mr. Regan said their attorney had advised them to
say nothing more, they will take one of two actions under study now.
DISCUSSION OF PROBLEMS OF THE CITY
A group of the City's Citizens were at the meeting to discuss problems
of the City. Most of the problems were minor and will be corrected
when funds and manpower are available.
Mr. H. 0. Upchurch, 14014 Albemarle brought the problem of Cooks Branch.
Councilman Attebery told him this was a problem of long-standing and
he asked Mr. Upchurch what he would suggest as being the solution? Mr.
Upchurch said they could pave the bottom, fill in and sod over or
re-route the sewer. Councilman Attebery explained that paving would
be a very expensive thing, the Council has been looking for a solu-
tion. Councilman Wilsey suggested they have the new City Engineer
check into it. Councilman Attebery said he would like to have the
Engineer make a study with a committee made up of people who live
there. He added the City will have to have a bond issue before
there would be funds available for such a project.
