A. STUDY SESSION
Mayor Phelps called the meeting to order at 3:02 p.m.
A.1 16-230 Discuss regular City Council meeting agenda items.
Under Agenda Item G.3, adopting the City's amended Investment Policy, Council
Member Lynne asked who is managing funds and if it's bid out. City Manager Charles

Cox explained there is a committee who reviews investments, noting the City utilizes .ii
three (3) brokers to provide bids on investment.
Council Member Lynne asked if more discussion would occur prior to reviewing Agenda
Item G.10, setting the Judge's salary. Mr. Cox explained this is an executive session
item, and Council will conduct an evaluation during closed executive session, prior to
adopting the Ordinance.
Mayor Pro Tern Froehlich asked for more information regarding Agenda Item G.9,
awarding the bid for Christmas Lights. Special Projects Manager Meredith Dowdy
explained currently, the City utilizes contractors to install, program and maintain the
lighting exhibits which include maintenance and removal of lights and equipment on
trees, buildings, light poles, bushes, structures and green spaces. She further
explained it's more cost efficient to lease Christmas exhibits which also allows a variety
of exhibits at the Historical Park's Tour of Lights which include animation exhibits.
Council Member Bomgardner asked if charitable donations are collected. Ms. Dowdy
explained the City works with different charitable groups noting funds collected in 2015
were approximately $35,534.00. Council Member Bomgardner asked what the total
cost has been for lighting expenses. Ms. Dowdy replied, approximately $190,000 has
been budgeted for the entire tour. Council Member Lynne asked if the City stores the
lighting. Ms. Dowdy explained the City purchases the lighting strands and stores them
to allow multiple years use.
Council Member Bomgardner asked if under Item H.2, if the tax rate would be set
tonight. Mr. Cox replied tonight is the public hearing only, and the final budget and
property tax rate adoption is scheduled to take place at the September 20, 2016, City
Council meeting.
A.2 16-220 Receive a presentation from PYRO Brand Development on the creative
vision for the City's Destination Marketing Campaign.
Assistant to City Manager Rachael Johnson briefed City Council noting the City entered
into a professional services agreement to work with PYRO Brand Development to study,
define, and enhance the City's brand, create a new promotional tourism website, and
develop a strategic marketing plan to promote Farmers Branch as a place to visit, purpose
with PYRO.
Mr. Benji Vega with PYRO, briefed City Council noting today is to provide input and
feedback from City Council to ensure this creative concept and marketing initiative meets
the vision of City Council.
Mr. Vega reviewed the following City of Farmers Branch Brand Promise (Brand Vision,
Brand Positioning, Brand Personality, and Brand Affiliation), which was created June 1,
2016. He noted the goal is to promote the target areas of Tourism, Destination Events,
Residential Relocation, and Business Development. He further stated the campaign is

aimed at the 25-45 age group that may not be aware of the variety of things Farmers
""` Branch has to offer.
Mr. Vega reviewed a new proposed "&" (ampersand) campaign icon which will be used
with social, cultural, and business communications and the icon could be taken to events
such as the Bluegrass Festival. He noted this will not replace the City logo but will be used
to enhance and market the City.
Council Member Bomgardner asked for the estimated cost for the City of Dallas "BIG"
marketing campaign program. Mr. Vega replied the "BIG" program cost between $5 and
$10 million. Council Member Bomgardner asked how many are familiar with the BIG
campaign program with City of Dallas by show of hands. The majority of the room raised
hands noting its success.
Council Member Lynne suggested adding a snapchat filter and letting people market the
City of Farmers Branch.
Council Member Bomgardner asked about marketing costs. Ms. Johnson explained staff
is evaluating the budget, noting with combining budgets, the campaign would have a little
over $200,000 to execute.
Mr. Cox explained today's presentation is to seek Council's direction and input in order to
move forward. After discussion, Council agreed to move forward with the presented
campaign approach.
". A.3 16-234 Receive an update regarding the Mandatory Crime Reduction Program
for Apartment Complexes.
Police Chief David Hale briefed City Council regarding this item noting the City adopted
Ordinance No. 3038, August 11, 2009 creating a Mandatory Crime Reduction Program.
He further stated the program allows for crime data for all apartment communities in the
City. Chief Hale explained the purpose of the program is to protect the health, safety,
morals and welfare of the occupants of apartment complexes and other citizens through
establishment of a mandatory crime reduction program.
Mayor Pro Tern Froehlich asked who establishes the threshold. Chief Hale explained
the City sets the threshold. Chief Hale explained information is based on number of
units, with the index based on crime per apartment unit. Mayor ProTem Froehlich asked
if police calls were used to track statistics. Chief Hale explained the numbers and
tracking are based on the police report and occurrence of the crime. Chief Hale
explained the program has worked well in other cities and a review may be necessary.
Chief Hale explained the program requires complexes that exceed crime risk safety
thresholds to have a crime free Lease Addendum, hold quarterly crime watch meetings,
conduct criminal background checks on residents, conduct credit checks on residents,
mandatory inspections by Police Department, and a $500 fee assessed.

Council Member Bomgardner asked if the City inspects the lease addendum. Chief Hale r.
confirmed, it's part of the audit. Chief Hale further stated that depending on the
circumstances, additional requirements may be necessary such as adding on site
security, additional lighting, landscaping, locked common area, key control plan, fencing,
pay phones, and maintain program membership of six months. Chief Hale explained
the Complex is to be inspected twice. He noted the first inspection to develop a crime
reduction plan, and the second inspection ensures ordinance compliance. Chief Hale
reviewed the 2008-2016 Crime Statistics showing threshold reduction scales based on
crimes per 100 residents.
Council Member Bomgardner asked if the City has enforced onsite security, and if we
can mandate and set criteria through a City Ordinance. Chief Hale replied that the City
has not enforced this, noting the ordinance can be reviewed and updated by City
Council.
Council discussed the possibility of amending the City Ordinance to add security lighting,
a security guard, gating and to review permits and fees for apartment complexes that
have high crime. Council advised City Administration to bring forward a proposed
Ordinance for review at a future City Council meeting.
Mayor Phelps recessed for a 5 minute break at 4:28 p.m.
Mayor Phelps reconvened into Regular Session at 4:33 p.m.
A.4 TMP-1796 Discuss the City Manager's balanced budget and organizational
funding requests related to the adoption of the Farmers Branch 2016-17
fiscal year budget.
Council Member Bomgardner suggested outsourcing more city services. Mr. Cox explained
he recently provided a list of outsourced services the City provides and will provide this
information for his review.
A.5 16-231 Discuss agenda items for future City Council meetings.
City Manager Charles Cox noted Carrollton Farmers Branch Independent School District
plans to send a representative to provide an update regarding the school tax proposal at
a future City Council Meeting.
City Council recessed for a break at 4:36 p.m.
Mayor Phelps reconvened the meeting at 4:41 p.m. and announced City Council will
deliberate in closed executive session to discuss Agenda Item J.1.

C.1 16-238 Presentation of the Employer Support Freedom Award 2016 by Mayor
Phelps, on behalf of Employer Support of the Guard and Reserve, a
program of the Department of Defense, to the City of Farmers Branch
Police Department.
Mayor Phelps invited Police Chief David Hale to receive the 2016 Employer Support
Freedom Award, on behalf of Employer Support of the Guard and Reserve.

E. CITY MANAGER'S REPORT AND ITEMS OF COMMUNITY INTEREST
Under Item of Community Interest, Mayor Phelps recognized Germany Exchange
Student Ann Christin Weber for volunteering her services at the Manske Library over
the summer months. Mayor Phelps acknowledged the efforts of Janie Scarbrough and
Chris and Greer Blair. He noted Janie is the coordinator of our Sister City Program with
Germany, she organized Ann-Christin's stay in Farmers Branch, and the Blair's
graciously hosted Ann-Christin in their home this summer.

City Manager Charles Cox announced the following items of community interest:
• After kicking off their September movie series last weekend with "The Karate Kid," the
Farmers Branch Manske Library invites everyone to their outdoor amphitheater for the
2015 mega-hit"Star Wars:The Force Awakens" on Saturday, September 17. Showtime is
at dusk but there will be a Star Wars costume and trivia contest before the feature so,
come prepared.
• Classic cars and trucks will be on display at the Farmers Branch Historical Park on
Saturday, September 10 from 10 a.m. to 3 p.m. for the annual Pickups-n-Panels Classic
Car and Truck Shoot Out. Find our more information at pickupsnpanels.com.
• Vouchers will soon be available for the Dallas County Household Hazardous Waste
collection event to be held in Farmers Branch, October 8. Residents can pick up vouchers

• Farmers Branch history comes to life at the 'Encounters from the Past' guided tours of

• Date Night in the Park is coming back to the Farmers Branch Historical Park on Saturday,

• Finally, we want to thank everyone that came out last week for our retirement
ceremonies for Police Chief Sid Fuller. And, although Sid left big shoes to fill, we expect
they will be filled quite nicely by our new Police Chief David Hale, who took office on
September 1. David has been with the Farmers Branch Police Department for 22 years
and will do an excellent job protecting this City. Congratulations to our new Police Chief
David Hale.

H.4 ORD-3389 Conduct a public hearing and consider adopting Ordinance No. 3389
granting a Specific Use Permit to allow a Hotel to be located at 1 Mira Vista
Boulevard; and take appropriate action.
Community Services Director Andy Gillies briefed City Council noting this is a 2.45 acre
site located within the Mira Lago peninsula, in one of the core tracts defined by the existing
Mira Lago and Lago Vista east Boulevards and future Mira Vista Lago Real Boulevards.
Mr. Gillies noted the northeast corner across Mira Lago Boulevard is the Omni Hotel and
...r. at the east side across Lago Vista Boulevard is the Laguna Vista Apartment Complex. Mr.
Gillies explained the property is currently zoned Planned Development 81 (PD-81) which
requires a Special Use Permit(SUP) for hotel use. He further stated PD-81 is divided into
two subdistricts, the"Employment Core"and the"Mixed Use Residential"subdistrict, noting
the current district is considered "Employment Core," which requires a Special Use Permit
(SUP) for hotel use.
Mr. Gillies noted the applicant is proposing two buildings: one, 4-story hotel and one, 2-
level parking structure. Mr. Gillies noted the parking structure on the southwest corner of
the lot and the remaining southeastern portion along Lago Vista East Boulevard will be
used as a landscape open space until it will be developed into a Conference Center at a
future date. Mr. Gillies noted the proposed hotel will consist of approximately 70,535
square feet, containing 117 rooms. He explained the hotel will have a lobby with reception
desk, meeting area with a small business center, breakfast area, fitness room, and indoor
pool with outdoor seating areas on the first floor.
Mr. Gillies noted there is a special exception being requested. He further explained that
PD-81 requires all buildings fronting a street be setback be no further than 10 feet from the
property line. He noted the applicant has requested an exception that the setback along
Mira Lago Boulevard be a minimum of 10 feet in order to accommodate the articulation of
the proposed façade and the outdoor seating area without affecting the vision set by PD-
81, and allow a more walkable urban community. Mr. Gillies stated City Staff supports this
exception.

Mr. Gillies stated the applicant has met parking requirements, and has proposed 146 on-
site parking spaces. He noted 122 of these parking spaces are located within the proposed
2-level parking structure.
Mr. Gillies explained nine (9) notification letters were mailed to land owners, and three (3)
letters of opposition were received by the City. He noted one letter is from an adjacent
property owner, Omni Hotels and Resorts, Park West, Dallas.
Mr. David Parker with DP Consulting submitted a Market Study for the proposed Hampton
Inn & Suites in Farmers Branch. In this analysis, they reviewed the estimation for
occupancy, average daily rate and room revenue for 2018-2020. DP Consulting's
Analysis indicated a strong overall occupancy rate and highlights the following main ideas:
1) There is a new market being formed at Luna/I-635 area that will be directly competitive
within the area along TX-114 in Las Colinas, 2) The proposed Hampton Inn will replace
an older Hampton Inn located at 135 and Walnut Hill, 3)The estimated user groups for the
Hampton Inn are the Individual Business Travelers and Leisure Travelers that are typical
users of the brand and are looking for a location with good surroundings. Based on these
assessments, DP Consulting recommends Hampton Inn & Suites as the highest and best
use for the site.
Council Member Bomgardner asked what the Planning and Zoning Commission's vote
was on the case and if City staff had a recommendation. Mr. Gillies replied the Planning
and Zoning Commission voted 3-2, to deny the hotel use, due to the market and other
hotels in the area. Mr. Gillies explained staff recommended approval, since it meets City
requirements.

Council Member Lynne asked if a super majority vote was required. Mr. Gillies replied a
super majority vote is not necessary for this case.
Mr. Darsit Bhakta, provided a presentation. Mr. Bhakta stated he owns a Hampton Inn,
Best Western and Holiday Express hotel, explaining this use brings the City hotel tax
benefits and fits in with the City's 2016 strategic plan. Mr. Bhakta reviewed the reward
program, statistics and room revenue comparisons.
Council Member Lynne asked about Mr. Bhakta's experience. Mr. Bhakta noted he owns
three hotels with over 18 years of experience. He further stated his hotels receive a
renovation every 7-10 years, noting the Hampton location may have an event center in
the future.

Economic Development Director Allison Cook briefed City Council regarding this item. Ms.
Cook noted applicants Eugene and Henry Dours are applying for Demolition Rebuild
Option One.

Council Member Bomgardner made a motion to authorize the Corporation officers to
negotiate and execute agreements to purchase from the City of Farmers Branch and sell
to Yuriy McKinney and wife, Natalya McKinney Lot 17, Block E of Farmersdell Addition,
First Installment, City of Farmers Branch, Texas, more commonly known as 12805
Wilmington subject to a restriction agreement as required by the City and to sign such
other documents as such officers, in consultation with the Corporation's attorney, deem
reasonable and necessary with respect to closing these transactions. Motion seconded ..r
by Mayor Pro Tem Froehlich. Motion prevailed by the following vote:

Council Member Norwood made a motion to authorize the City Manager to negotiate
and execute an amendment to the restriction agreement for Mustang Station Phase 2
extending the time required for commencement of construction of the project. Motion
seconded by Council Member Bomgardner. Motion prevailed by the following vote:
