1960-09-04 CC MinutesMINUTES OF A SPECIAL MEETING CITY COUNCIL FARMERS BRANCH, TEXAS September 4, 1960 Council Chamber The City Council convened in a Special Meeting on September 4, 1960 at the Community Building at 8:30 A. M. with all members present: Mayor Councilmen Oley E. Attebery Sam Page H. N. Mallon John Wilsey Don Knox E. P. Hamilton, Jr. Mayor Attebery called the meeting to order. This special meeting was called for the purpose of reviewing and discussing the transcriptions of the tape recordings of the budget hearing. The budget hearing was held on August 31, 1960. Various aspects of the proposed budget were discussed, such as garbage col- lection, training programs for the Police Department and the sizes of Police and Fire Departments. It was the unanimous consensus of all members of the Council that the work program as represented by the budget should not be curtailed and that the budget should be ap- proved with one exception; viz: that the garbage truck that had been included in the budget be ordered immediately instead of waiting until next July as had been proposed in the budget. Accordingly, the following resolutions and ordinances were passed: Councilman Wilsey made the motion, seconded by Councilman Knox:, all voting "aye" to pass the following resolution: RESOLUTION WHEREAS, the Assessment Rolls for the year 1960, assessing all taxable property located in the City of Farmers Branch, have been prepared in due course; and, WHEREAS, the Board of Equalization of the City of Farmers Branch has carefully examined and given hearings to the owners or property desiring to be heard on protests of valuations and has reviewed and fully and finally revised said assessment rolls; and, WHEREAS, said Assessment Rolls for the year 1960 are in proper form, and are proper and correct as finally revised and equalized by the said Board of Equalization; now, l'D ~5 THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FARMERS BRANCH, TEXAS: Section 1. That the Assessment Rolls covering taxable property in the City of Farmers Branch, assessed for City purposes for the year 1960, be and the same are hereby in all things approved, confirmed and adopted as the official Assessment Rolls, assessed for the benefit of the City of Farmers Branch for the year 1960. Section 2. That this resolution shall take effect from and after its passage, as provided. City Manager PASSED AND APPROVED this the 4th. day of 1960. City Secretary Mayo Councilman Mallon made the motion, seconded by Councilman Page, all voting "aye" to pass the following resolution: RESOLUTION 1 WHEREAS, assessments and renditions of all taxable property in the City of Farmers Branch have been made for the year 1960 by the Assessor and Collector of Taxes; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FARMERS BRANCH, TEXAS: Section 1. That assessments and renditions for the year 1960 on all taxable property are hereby approved. Section 2. That the tax rate to be levied for the year 1960 on all taxable property, real, personal, or mixed, located within the City of Farmers Branch, be, and is hereby fixed at $1.75 per $100.00. Section 3. That this resolution shall take effect from and after its passage as provided. PASSED AND APPROVED this the 4th. City Secretary ,o /o 6 Councilman Knox made the motion, seconded by Councilman Hamilton, all voting "aye" to pass the following ordinance: ORDINANCE NO. 246" AN ORDINANCE OF THE CITY OF FARMERS BRANCH MAKING THE TAX LEVY FOR THE YEAR 1960 ON ALL TAXABLE PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF FARMERS BRANCH AS OF JANUARY 1, 1960, TO PROVIDE REVENUE FOR THE PAY14ENT OF CURRENT EXPENSES AND INTEREST AND SINKING FUND REQUIREMENTS ON ALL OUTSTANDING BONDS OF THE CITY OF FARMERS BRANCH, and DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FARMERS BRANCH, TEXAS: Section 1. That there be and is hereby levied for the year 1960 on all taxable property situated within the corporate limits of the City of Farmers Branch on the lst. day of January, 1960, and not exempted from taxation by the Constitution and Laws of the State of Texas, an ad valorem tax of $1.75 on each and every $100.00 assessed value of taxable property for the purpose of defraying the current expenses and interest and sinking fund requirements of the Municipal Government of the City of Farmers Branch. Section 2. The fact that it is necessary that this ordinance be enacted in order to authorize the collection of ad valorem taxes for the year 1960 creates an urgency and an emergency and requires that this ordinance shall take effect immediately from and after it passage, as the law in such cases provides. Mayor PASSED on the 4th. day of k~ 1960. / City Secretary Councilman Mallon made the motion, seconded by Councilman Hamilton, all voting "aye" to pass the following ordinance: ORDINANCE NO. 249 AN ORDINANCE OF THE CITY OF FARMERS BRANCH PROVIDING FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1960 AND ENDING SEPTEMBER 30, 1961,BY APPROVING THE BUDGET FOR SAID PERIOD AND APPROPRIATING AND SETTING ASIDE THE NECESSARY FUNDS OUT OF THE GENERAL AND OTHER REVENUES OF THE CITY OF FARMERS BRANCH FOR SAID FISCAL YEAR FOR THE MAINTENANCE AND OPERATING OF VARIOUS DEPARTMENTS AND FOR VARIOUS ACTIVITIES AND IMPROVEMENTS OF THE CITY; AND DECLARING AN EMERGENCY. f? /D /-y WHEREAS, as required by Section 4.02 of the City Charter, the City Manager has prepared and submitted to the City Council a Budget estimate of expenditures and revenues of all City departments, activities and offices for the fiscal year beginning October 1, 1960 and ending September 30, 1961; and WHEREAS, said Budget has been filed with the City Secretary of the City of Farmers Branch, Texas, as required; and WHEREAS, notices of a public hearing upon said Budget have been duly and legally made; and WHEREAS, said public hearing has been held and full and final considera- tion given said Budget. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FARMERS BRANCH, TEXAS: Section 1. That for the purpose of providing the funds necessary and proposed to be expended in the budget of the City of Farmers Branch for the fiscal year beginning October 1, 1960, and ending September 30, 1961, the budget heretofore prepared by the City Manager and submitted to the City Council for its consideration and approval be, and the same is hereby approved, and the available resources and revenues of the City of Farmers Branch for said fiscal year be, and the same are hereby appropriated and set aside for the maintenance and operation of the various departments of the government of the City of Farmers Branch, together with the various activities and improvements as set forth in said budget; and the appropriation shall be strictly applied for the uses and purposes of the respective departments and activities as provided for in said budget. Section 2. That the said budget for the fiscal year beginning October 1, 1960 and ending September 30, 1961, approved herein, shall be attached to and made a part of this ordinance the same as if copied in full herein. Section 3. That expenditures during the fiscal year beginning October 1, 1960 and ending September 30, 1961, shall be made in accordance with the budget approved by this ordinance unless other- wise authorized by a duly enacted ordinance of the City of Farmers Branch. Section 4. That the necessity for the making and approving of a budget for the fiscal year beginning October 1, 1960 and ending September 30, 1961, as required by the laws of the State of Texas, "z~ /o'q creates an urgency and an emergency and requires that this ordinance shall take effect immediately from and after its passage, as the law in such cases provides.
