MINUTES OF A SPECIAL MEETING
CITY COUNCIL
FARMERS BRANCH, TEXAS
September 9, 1960
The City Council convened in a special meeting on September 9, 1960
at the Community Building at 7:30 P. M. with the following members
present:

Mayor Attebery and Mayor Pro-Tem Wilsey were absent.

Acting Mayor Pro-Tem Knox called the meeting to order. City Manager
Orman gave the invocation.
FOX & JACOBS DEVELOPMENT IN VALLEY VIEW ESTATES
Councilman Knox welcomed the large group of citizens from the Valley
View Estates Addition. Mr. Fox & Mr. Jacobs, developers in an area
bounded by Austell Parkway, Maydelle Lane, Dennis Road and Valley View
Lane, were present for the meeting. Councilman Knox asked them about
the size of the houses they were planning for this development. Mr.
Fox said, 1200 to 1400 sq. ft. exclusive of garages, porches, carports,
etc. Councilman Knox told him the houses already built in the area
are from 1500 to 2000 sq. ft. He added, we would like for you to con-
sider going to a minimum of 1500 sq. ft., this is zoned R-4, typical
lot size 70 X 130, but most of the houses are much larger and all
houses in the area have been over-built as far as the zoning is concerned.
All of the Councilmen and many in the audience asked Mr. Fox questions
concerning the development. Mr. Fox explained his feelings on the
development, he added, these restrictions have been on this area since
1954.
This question was asked of the Council, 'we were told our zoning was
R-2 Classification, when was it changed?' City Manager Orman read the
old R-10 Zoning Classification prior to September 14, 1959:'"The minimum
area of the main building shall be 950 square feet". The new zoning
classification amended by Ordinance No. 202, dated September 14, 1959
reads: "R-4 - the minimum area of the main building shall be 1100 square
feet". The new comprehensive zoning ordinance amendment upgraded the
house area by 150 square feet.
Councilman Mallon said, I don't think you can or do you want to go
against public opinion, which you see right here by the number of people
present, the Council will not cooperate with you unless you cooperate

with them. Take what time you can or what time you want but we
want you to come back to the Council with plans for 2,000 square
feet in the houses.
Councilman Knox said, Mr. Mallon has stated his opinion and the rest
of the Council is in full agreement.
Councilman Hamilton moved, instruct the City Planning and Zoning
Commission to arrive at a new zoning classification for the area
under discussion tonight, seconded by Councilman Page, all members
present voting "ayes".
BIDS ON GARBAGE TRUCK and BODY
City Manager Orman reported two bids on garbage truck and body (complete
units) had been opened on September 1,
Hyde-Pak $13,249.56
Pak-Mor 15,052.55
He explained they had asked for demonstrations of each earlier, also,
a list of cities where their units had been placed and in operation.
He said they had learned some things from these demonstrations, on
two occasions they had mechanical difficulty with the Hyde-Pak, the
experience with Pak-Mor is that it is practically trouble free. Any
repair on Hyde-Pak may run into days, on Pak-Mor less than an hour.
Pak-Mor units are in many of the cities in the area, Hyde-Pak-only
one in operation in Fort Worth. Hyde-Pak is $1,802.99 less than Pak-
Mor but Mr. Orman recommended to the Council that the Pak-Mor unit be
purchased because the maintenance is practically nil. He then intro-
duced Mr. Lynn Wyatt of Hyde-Pak to the Council. Mr. Wyatt spoke in
behalf of his product and explained the operation and make-up of his
unit. He said he would place a unit at the City's disposal for as
many months as they would like.
Mr. Smith, and engineer with Pak-Mor, said they have 62 of this one
model in operation in the State, 132 in the United States.
Councilman Mallon said, I am compelled to take the recommendation of
the City Manager, he has led us well in the time he has been here, then
he moved the Pak-Mor unit be purchased at the higher price, seconded
by Councilman Hamilton, all voting "ayes".
APPOINT AUDITOR FOR
1959-1960 FISCAL YEAR

for several years.

passed unanimously.

RESIGNATION OF GEORGE HIXON
City Manager Orman read a letter from Mr. George Hixon of the Planning
and Zoning Commission. Mr. Hixon is moving to Albuquerque, New Mexico,
and will be unable to serve. He has been on the Commission for several
years and served as Chairman for most of the time. Councilman Mallon
said he moved a vote of censure for his moving to Albuquerque. Council-
man Page suggested the Council write him a letter, or certificate, of
appreciation from the City of Farmers Branch. Mr. Orman said he could
prepare a Resolution with all the signatures of the Council. Council-
man Page moved Mr. Orman be instructed to draw up the resolution,
seconded by Councilman Mallon, passed unanimously.
The Council then discussed the two vacancies on the Planning and Zoning
Commission and it was decided that anyone interested would be asked to
meet with the Council members.
ORDINANCE NO. 250-INFLAMMABLE LIQUIDS IN GLASS CONTAINERS
Upon a motion by Councilman Page, seconded by Councilman Knox, an
ordinance was passed making it unlawful for any person, firm or corpora-
tion selling gasoline or other inflammable liquids within the limits
of the City of Farmers Branch to put or deliver said gasoline or other
inflammable liquids into any portable container unless the container
is of sound metal construction, has a tight closure with screwed or
spring cover, caption of the ordinance reads as follows:
AN ORDINANCE MAKING IT AN OFFENSE FOR ANY PERSON
SELLING GASOLINE OR OTHER INFLAMMABLE LIQUID TO
PLACE SAID GASOLINE OR INFLAMMABLE LIQUID IN A
GLASS CONTAINER; PROVIDING A PENALTY OF FINE NOT
TO EXCEED $200.00 FOR EACH OFFENSE; AND DECLARING
AN EMERGENCY.
There being no further business the meeting was adjourned.
