1958-05-05 CC MinutesMINUTES OF A REM M M ING BOARD OF COUNCILMEN FARMERS BRANCH, TEXAS MAY 5, 1958 The City Council met in a regular meeting on May 5, 1958 at 7:30 P.M. at the City Hall with the following present: Mayor Lawson Lewis Councilmen Thomas Reeder H. N. Mallon John Wilsey Don Knox Oley Attebery Attorney Louis Nichols City Planner Bob Hollin Engineer Bob King Planning & Zoning Chairman George Hixon City Manager John Gray City Secretary Naomi Goodnight Mayor Lewis called the meeting to order. The invocation was brought by Councilman Wilsey. The minutes were then read and approved as read. CONTRACT WITH CITY PLANNER The council gpproved a $10,000 contract with Robert W. Hollin to prepare a comprehensive master plan and to advise the City on planning and zoning matters. This motion was made by Councilman Mallon, seconded by Councilman Knox. STORM DRAINAGE REPORT City Manager Gray and Engineer King showed maps showing some of the bad drainage places in Farmers Branch and reported they were being repaired as fast as possible. ZONING APARTMENT ORD. #149 The council passed ordinance #149 changing the zoning on approxi- mately 29 acres north of ©alwood Baptist Church from R-10 residential to M-R multiple family residential under a special permit subject to certain conditions in the ordinance. This motion was made by Councilman Reeder, seconded by Councilman Wilsey. CORPORATION COURT JUDGE APPOZI+iTMENT On a motion by Councilman Wilsey, seconded by Councilman Attebery, Howard Law was appointed as magistrate of the corporation court for a one year term. He will take office June 1, 1958. All approved. ORD. #150 ABANDM WT OF GUN CLUB ROAD On a motion by Councilman Wilsey, seconded by Councilman Attebery, the council voted to abandon the old Gun Club road by ordinance #150. The city is to get all the surface gravel to use in the park on the parking lot. All approved. ORD. #151 ABANDMENT OF MARSH CENETARY ROAD By ordinance 151, the council voted to abandon Marsh Cenetary Road on a motion by Councilman Reeder, seconded by Councilman Knox. The developer will then give all the right of way to widen Valley View Lane. All approved. CONTRACTORS AND ENGINEER'S ESTIMATES The council approved payments on the following estimates on motions duly made and seconded: Uvalde Construction Co. - Havenhurst Storm Sewer $9,447.73 Rady Engineer Co. - fee 198.40 O'Neal Construction Co. - Bee & Richland Streets 5,663.24 Rally Engineer Co. - fee 118.93 Taylor & Beckham - Community Building 21,279.00 Paddock Engineer Co. - Swimming Pool 5,351.15 Rady Engineer Co. April Inspection & layout service 674.70 ZONING HEARINGS On a motion by Councilman Wilsey, seconded by Councilman Attebery, the council denied request to change the field property at 2619 Valley View from R-7 to commercial. All approved. On a motion by Councilman Mallon, seconded by Councilman Reeder, the council approved the request for a medical clinic across from Valwood Baptist Church. This will be a special permit by ordinance requiring several conditions. All approved. The Thomas Dye request to change from single family to duplex on lot 1 at 13907 Bee Street was tabled in order to allow the owner time to secure the consent of all property owners in that subdivision who are bound by a common deed restriction. RECREATION COMMITTRAXI APPOINTED On a motion by Councilman Wilsey, seconded by Councilman Reeder, the council appointed 'W'alter Sussman to serve on the Recreation Advisory Committee. All approved. PIPE LINE LICENSES TO M. K. T. On a motion by Councilman Reeder, seconded by Councilman Attebery the council authorized Mayor Lewis and Secretary Goodnight to sign three pipe line licenses with M. K. T. Railroad Co., allowing water and sewer lines to go under their tracks. The fees are $20.00 and $64.41. All approved. CIVIL DEFENSE REPORT Civil Defense Director, Sam Page, presented to the council his proposal for allocation of funds needed in order to have a well-equipped Civil.. Defense unit. The council turned the report over to Manager Gray for study and a report to determine how much the city can do in this year's budget for Civil Defense.
