1958-06-30 CC MinutesMINUTES OF A SPECIAL MEETING BOARD OF COUNCILNIlN FARMERS BRANCH, TEXAS JUNE 30, 1958 A special meeting of the Farmers Branch City Council was called on June 30, 1958 at 7:30 P. M. with the following present: Mayor Pro Tem Thomas Reeder Councilmen H. N. Mallon John Wilsey Oley Attebery Don Knox City Planner Robert Hollin Engineer Bob King Accountant Thomas Standridge City Manager John Gray Acting Secretary William Mallery Mayor Pro Tem called the meeting to order. The first item for consideration by the Council was Farmers Branch Planning Commission case Z-9-58 in which the planningand zoning commission had recommended to the council that a special permit for a clinic br granted, subject to eight conditions, on all of Lots 7, 8, and 9 and the west half of Lot b of Valley View Addition No. 1, which is presently zoned R-10 and R-7.5. Several interested citizens appeared before the council and voiced pro- test to the proposed rezoning issue on such grounds as increased traffic in the area near the clinic and the subsequent danger to children and a feel- ing that the location of the clinic would decrease property values of sur- rounding residences. City Planner Bob Hollin, speaking for the Commission,, stated that the re-zoning of a residential area for the use of a clinic was entirely legal according to city ordinance, provided that the eight previously mentioned conditions were met by the owner, and that one residential area has previously been re-zoned for the use of a clinic. After due deliberation and consideration, the council decided to take the case into advisement with the Planning and Zoning Commission at its next meeting. All citizens interested in this issue were requested to be present at the July 14, 1958 meeting. /11~ The council entered into an agreement with Louis hexter of Cato Corp. 1 which will provide for the eventual establishment of a City Parkway in the vicinity of Rawhide Creek on land now owned by the Cato Corp. City Manager Gray reported that 4,764 citizens had enjoyed use of the new swimming pool during its first nine days of operation. This attendance was considered very good as the cool weather during the last few days pro- bably discouraged many who otherwise would have enjoyed the services of the pool. The council authorized Manager Gray to hire the Public Administration Service of Chicago,Ill., for the purpose of reviewing the city's municipal activities, organization, and administrative practices preliminary to moving into the new City Hall. The city's new administrative intern, Bill Mallery, was introduced to J the council. Air. Mallery is a graduate student of Government at SMU and is serving his internship here. The Council appointed a special committee composed of Mayor Lawson Lewis, Councilmen Mallon, Wilsey, Attebery and Knox; City Planner Hollin, Senater Parkhouse, Chamber of Commerce representative, Geogre Hixon, and City Manager Gray, to appear before the Texas State Highway Commission in Austin on July 1, 1958. The purpose of this committee is to request the Highway Commission to give Farmers Branch a business route off Highway 77. It is the belief of the mayor and council that the addition of this business route will encourage the growth of our city. There being no further business the meeting adjourned. 1 Acting Secretary
