1958-07-07 CC MinutesMINUTES OF A REGULAR MEETING BOARD OF COUNCIJ1EN FARMERS BRANCH, TEXAS JULY 7, 1958 The City Council met in a regular meeting on July 7, 1958 at the City Hall at 7:30 P.M. with the following present: Mayor Lawson Lewis Councilmen Thomas Reeder John Wilsey Don Knox Engineer Bob King Attorney Louis Nichols City Manager John Gray City Secretary Naomi Goodnight Mayor Lewis called the meeting to order. The invocation was brought by Rev. Bourdon..Smith, pastor of Christ Methodist Church. The minutes were then read and approved as read. HUGHES & COX EASEMENTS The sewer easements across the Hughes & Cox properties were ac- cepted and given to Attorney Nichols for filing at Records office. STREET SWEEPER BID The City Council accepted a bid from Browning Ferris Machinery Co. for a Wayne street sweeper.at $8,500 with our old Elgin sweeper as a trade in of $1500. REVISION OF 1957-1958 BUDGET On a motion duly made and seconded the council approved the final revision of the 1957-58 city budget. CONTRACTORS & ENGINEERS ESTI14ATES The following estimates were approved for payment by the council: Paddock of Texas Swimming Pool $5460.19 9570.31 Taylor & Beckham Community Bldg. 13,783.00 Uvalde Const. Co. Havenhurst & Pepperwood Sts. 5327.11 Joe J. Rady Co. Engineer Fees. 1296.39 O'Neals Construction companies final bill was held until next meeting. RAWHIDE CREEK PARKWAY The council appointed a committee to act as a Srm* to investigate the financing of Rawhide Creek Parkway. They are: l~ Mayor Lawson Lewis, Chairman H. N. Mallon Louis Nichols Jack Gray Bob Hollin Bob King Mr. Gray was to make arrangement when this committee will meet. DRIVEWAY OF SWI2,SING POOL Mayor Lewis asked the council to check into improvement for the driveway approach to the swimming pool. The council referred this matter to Planner Bob Hollin, Engineer Bob King, and Director of Public Works, Lyman Goodnight. BANK RESOLUTION A resolution was passed by the council stating that the City is for a bank being organized in this area. PUBLIC ADMINISTRATION SERVICE Ex-councilman Dewayne White asked the council to explain why they felt justified in spending money to hire the Public Administration Service as organization and management consultants. Councilman 14ilsey replied that we have spent a great deal of money on a new City Hall and we want to make proper use of the new building's office space. Wilsey said we hired an architect to design the structure and supervise its construction; we hired a planning expert to give us a master plan, so we feel justified in hiring specialists in organization and management to give us a blueprint for efficient office management. We feel that money spent now will result in savings later to the tax- payer,through the better use of office space, procedures and personnel. YAr. Joseph Molkup, P.A.S. Consultant assigned to Farmers Branch, elaborated on Councilman Wilsey' s presentation b y stating that Public Administration Service is a non-profit organization (with headquarter at 1313 East 60th Street in Chicago) which provides advice and assistance on purely a cost basis to city, county, state, ahd federal government. Sponsors of P.A.S. include the International City Managers Association, Public Personnel Association, Municipal Finance Officers Association, American Society for Public Administration 1-:5- and the National Municipal League, among other. P.A.S. has served over 400 cities in 3/4 of the States and in several foreign countries. Recent P.A.S. consulting assistance has been given to Lubbock, Bryan, San Antonio, Sherman, Waco, Grand Prairie and the University of Texas. The estimated cost of the P.A.S. work will not exceed $1500 and will probably be less than that figure. Mr. White said that he was satisfied with the answer to his inquiry.
