1958-09-02 CC MinutesMINUTES OF A SPECIAL )EETING BOARD OF COUNCILMEN FARMERS BRANCH, TEXAS SEPTEMBER 2, 1958 The City Council met in a special meeting on September 2, 1958 at 7:30 P. M. at the Community Building with the following present. Mayor Lawson Lewis Councilmen H. N. Mallon John Wilsey Oley Attebery Don Knox City Manager John Gray Accountant Thomas Standridge City Secretary Naomi Goodnight Mayor Lewis called the meeting to order. The invocation was brought by Councilman Wilsey. The minutes were read and approved as read, 1958-59 BUDGET The council and Mr. Gray went into a detailed discussion of the 1958-59 budget with the revisions recommended from a previous meeting. Each department was discussed separately. Councilman Mallon expressed concern over the practice of transferring funds from the water and sewer fund to the general fund. City Manager Gray said he would have the attorney clarify the practice for the city council. RECREATION BUILDING It was decided the club house at Showman Park will be rented from Monday to Friday to anyone who desires to rent it, but the youth group will use the building over the week end under recreation department supervision. The proceeds from rent will go back into the recreation department. ST. PAUL'S LUTHERAN CHURCH The council studied the request of Jim Bush of the St. Paul's Lutheran Church, asking to have church services in the new community building. On a motion by Councilman Knox, duly seconded by Councilman Mallon, the council agreed that the Community Building would not be used by any church for regular services and sunday school. Any organization within a church may use the building for meetings if they have made proper reservation at the time they want the building. PARKWAY, SHOWMAN PARK AND COMMUNITY BUILDING SIGNS The council discussed the Peters Colony Marker and decided that Valley View Lane and Wm. Dodson Parkway was a very good sight to erect this marker. 'IV The signs for Showman Park and the Community Building were discussed. The council agreed that several designs should be made and presented to them to decide which to use. EARNHA RT SHOPPING CENTER Mr. Gray reported that Mr. Earnhart had brought several signed leases to him and progress was being made repidly now on the shopping center. FORNEY RESERVOIR RESOLUTION The C#7 Council approved a resolution prepared by the City of Dallas requesting support of the Forney Reservoir. Councilman Mallon made the motion, duly seconded by Councilman Attebery, to pass this resolution as written. DENNIS ROAD PROJECT The council tabled the discussion on Dennis Road until the next meeting. GAMBLING ON CITY PROPFRTY The council requested Mr. Gray to issue a memorandum to all employees stating that anyone caught gambling on city property would be released from his Job immediately.
