1958-09-15 CC MinutesMINUTES OF A REGULAR MEETING BOARD OF COUNCILMEN FARMERS BRANCH, TEXAS SEPTEMBER 15, 1958 J The City Council convened in a regular meeting on Sept. 15, 1958 at the Community Building at 7:30 P. M. with the following present: Mayor Mayor Pro Tem Councilmen Accountant Tax Assessor-Collector City Planner Chairman,Planning & Zoning Consultant Engineer Fire Chief City Manager City Secretary Lawson Lewis Thomas Reeder John Wilsey Oley Attebery Don Knox Thomas Standridge James E. Petton Robert Hollin George Hixon Bob King R. L. Yager John Gray Naomi Goodnight Mayor Lewis called the meeting to order. Councilman Wilsey brought U the invocation. 1958-59 BUDGET Mayor Lewis called the public hearing on the 1958-59 budget to order and asked City Manager Gray to summarize this budget for those present. After complete discussion the council voted unanimous for the adoption of the 1958-59 budget by Ordinance #155 . This motion was made by Councilman Knox, duly seconded by Councilman Reeder. The budget is as follows: Pertinent Facts: 1. This is a tight, limited budget with most of the in- creased tax income pledged to service the bond program. 2. Pay increases were recommended for policemen and firemen only. Base pay police: 0360-to $370.00; base pay firemen: $350.00 to $360.00. 3. Budget in only 10% higher in the General (tax)-Futid and 20% higher in the Water and Sewer Fund than last year. 4. New budget procedures and fiscal management controls have bean refined as recommedded by Public Administra- tion Service. F-] 5. No change in the tax rate or valuation was made. The rate remains at $1.25 per 3100 valuation; the valuation is approximately 30% of fair market value. 6. Total expenditures General Fund $220,526.00 c,2? This budget adds one more full-time paid fireman and provides compensation for the chief on a parttime basis. 1958 TAX ROLL, The 1958 tax roll was accepted by the council from James E. Petton, Assessor-Collector of taxes with the valuation of X9,728,000.40 and a total tax of X121,600.00. CITY PLANM REPORT City Planner Hollin presented a map showing the improvement and extension of Dennis Road from Forest Lane to Belt Line Road. Mr. Hollin recommended 100ft. right-of-way for this thoroughfare. He said the county would plan, grade, build the required bridges and surface this road if the city agreed to acquire the right-of-way, pay for drainage and curb and gutter. He requested permission from the council to consult the county engineers and ask that the City of Farmers Branch engineers and planner be allowed to work with them on this project. The council,accepted Mr. Hollin's recommen- oat~ons on the whole project, by a motion made by Councilman Attebery, duly seconded by Councilman Knox. The alternate business route was then discussed by Mr. Hollin and the council. Planner Hollin reported that the Texas Highway Department felt it was to early to start work on this project. The cast involved would be extremely high now, and the city would be in a better posotion for this route in the future. The council decided to shelve tris project for the time being. The next discussion was the South City Limit lines between Dallas and Farmers Branch. Mr. Hollin reported that the surveying would start in about a month, getting field notes on Dallas and Farmers Branch. Then the annexations and disannexations would follow to adjust the city limit line &1~9 along the freeway making everything south, including the freeway, in the City of Dallas and everything north of the freeway in the City of Farmers Branch. The thoroughfare plan was then brought to the council's attention. This plan has had several weeks of study by the council. This. portion of the master plan (thoroughfare plan) was adopted by the C#.* Council, subject to any corrections, on a motion by Councilman Wilsey, duly seconded by Councilman Reeder. Mr. Rollin briefly discussed three zoning cases, that are now being studied by the Planning and Zoning Commission. They are; Brookhaven Apartments and Shopping Center, Dr. Winslow's hospital and Dr. Massad's hospital. The council asked Mr. Rollin to be present at a special council meeting on September 19, 1958 at the Community Building for the discussion of paved easements or alley's. ORDINANCE #156 On a motion by Councilman Wilsey, duly seconded by Councilman Reeder, Ordinance #156 was passed amending the zoning ordinance to greate an R-8.7 classification, single family residential. ORDINANCE #157 On a motion by Councilman Reeder, duly seconded by Councilman Knox, the council passed Ordinance #157 amending the-zoning ordinance, rezoning Eastern Valwood Park from R-10 residential to R-8.7 residential. ORDINANCE #158 On a motion by Councilman Wilsey, duly seconded by Councilman Knox, the council passed Ordinance #158, which places permanent zoning on three tracts recently annexed. Brookhaven Estates-R-10 residential Sunbeck Circle and Brookhollow Estates-R-1-residen- tial. Chapel Rill and area around Wm. Cabell School R-7.5 residential. PLANNING COMMISSION MFETINGS Chairman George Hixon requested the city secretary to schedule all zoning cases for the first meeting of the month (second Tuesday) and reserve the last meeting for planning and study. ENGINEER'S REPORT Engineer Bob King ruquested advertisement for bids on October 6, 1958s to install water mains in Brookhollow and Sunbeck Circle Additions. The council authorized this request on a motion by Councilman Attebery, duly seconded by Councilman Reeder. Engineer King reported that Havenhurst Street project is now progress- ing fast since all water and gas lines have been lowered. He also reported the trunk sewer line in Farmers ranch Creek is about 85% complete. ELECTRICAL COMMITTEE The Electrical Committee, consisting of Oran Good, Howard Johnson, Ed Brent, Billy Pool, Bob Yager and Jack McInni.sh met with the council to ask advise about one electrician not complying with the electrical ordinance ##152. Mr. Kenneth Burt of Farmers Branch Electrical service, does not have a city permit and claims he is following the"Grandfathers Law". His work has proven not up to the electrical code. The Council instructed Mr. Gray to invite Mr. Burt to the next regular meeting, also ask Attorney Nichols to attend and check into this " Grandfathers law". TRUCK TRAFFIC ON VALWOOD PARKWAY Mr. Dan Regan and Mr. C. H. Henry presented a petition requesting the council to re-route the heavy construction trucks off Valwood Parkway onto Spring Valley Road. If this could not be accomplished,legally, then make the speed limit 15 Mph. Mr. Gray was instructed to study this problem and report at next regular councilmeeting. Mr. Henry also asked the City to cheel an electrical welding business being conducted in a residential area at the corner of Valwood and Bee. BILL LESTE:R STATEMENT Mr. Bill Lester presented a statement of $426.00 for 53 hours work for man and machine clearing and leveling the McQueen Shopping Center for four baseball diamonds. Mr. Lester explained to the council that Mr. L. L. Lomo- naeo of the Optimist Club, told him that Councilman Attebery and City Mana- ger Gray gave him permission to have the field cleardd. Mr. Gray and Mr. Attebery did give permission for about a days work since the city maintainer was being repaired, but not 53 hours. Mr. Roy Gray, President of the Optimist Club, explained to the council that the Optimist Club knew nothing of this statement or Mr. Lomonaeo's deal with Mr. Lester, until just recently, but they would match any figure the city decided was fair to pay. Councilman Wilsey made a motion , duly seconded by Councilman Knox to pay Mr. Lester $120.00 for his unaurthorized work and felt that was a fair figure, but if that does not settle the bill, then the city will pay nothing. Mr. Lester agreed to accept the $120.00 from the City and the $120.00 from the Optimist Club. NEW FIRE STATION The city council authorized City Manager Gray to preceed with planing the new fire station and remodeling of the old city hall. Fire Chief R.1. Yager is to study the plans with Architect Charles Witehell. TAYLOR AND BECKHAM, FINAL STATEMENT The council accepted the final bill for construction of the Community Building less $1500.00 which will be retained by the city until certain minor problems in construction are corrected. Building cost $1402890.00 Architect's fee 8,453.40 Total cost 8149043.40 Total appropriated 150,000.00 Contract lkime 240 days Extension time 83 days Adjusted Construction time 323 days Actual construction time 317 days Balance 6 days COMMUNITY BUILDING FEES The council accepted City Manager Gray's recor.endation not to charge for regular meetings of community activities groups, such as the garden clubs, Jaycees, Optimist, Men's Club, etc., but that a nominal charge will be made for private affairs such as receptions and dances. LIGHTS AT CLUB HOUSE Lights for the outside of the club house at Showman Park were discussed. Mr. Gray showed the council a gas light which could be installed for $356.o0 for eight lights. The council took no action in this matter and will be discussed at a later meeting. VALLEY VIEW AND HIGHWAY 77. LIGHTED City Manager dray reported the intersection at Valley View Lane and the Highway #77 service road and underpass will be well lighted with a com- bination of mercury vapor and 189 watt lamps. FORNEY RESERVOIR Mr. Gray reported the Board of Water Engineers in Dallas had accepted our resolution on the Forney Reservoir.
