1958-10-06 CC MinutesMINUTES OF A REGULAR MEETING BOARD OF COUNCILMEN FARMERS BRANCH, TEXAS OCTOBER 6, 1958 1 The City Council convened in a regular meeting on October 6, 1958 at the Community Building at 7:30 P.M. with the following present: Mayor Pro-Tem Councilmen City Manager City Planner City Attorney Administrative Aide City Secretary 1 D Thomas Reeder John Wilsey Don Knox Neil Mallon John J. Gray Bob Hollin Louis Nichols Bill Mallery Dorthanna Williams Mayor Pro-Tem Thomas Reeder called the meeting to order. Rev. Richard Perry - Invocation ORDINANCE 159 Councilman Knox moved, duly seconded by Councilman Mallon we sell $315,000 Revenue Bonds. R.A.Underwood & co., Inc., Investment Securities. Passed Unanimously. ORDINANCE 160 Councilman Mallon moved, duly seconded by Councilman Wilsey we sell $25,000 Park Bonds. R.A.Underwood & co.,Inc., Passed Unanimously. ORDINANCE 161 Councilman Mallon moved, duly seconded by Councilman Knox we sell $247,000 Other Tax Bonds, R.A.Underwood & co.,Inc., Passed Unan. CARROLLTON BOUNDARY DISPUTE Resolved to let Attorney Nichols negotiate compromise settlement with Carrollton and to postpone October 19, 1958 trial until attempt has been made - Report back to council. WHISENHUNT EASEMENT Attorney Nichols reported Whisenhunt would not agree to easement. Engineer King reported we could go around it. Councilman Mallon moved, duly seconded by Councilman Wilsey that Attorney Nichols proceed with negotiations with Whisenhunt and if necessary to initiate condemnation proceedings while at the same time begin negotiations with Trustee of adjacent property to secure easement. DENNIS ROAD IMPROVEMENT Meeting arranged with County Commissioner Lynn Lawther for October 10, 7:30 P. M. ORDINANCE 162 Councilman Wilsey moved, duly seconded by Councilman Mallon, abandonment of utility easements between Lots 19 and 20, Block A, Chapel Hill Addition No. 2. Passed Unan. RESOLUTION ON PETERS COLONY MONUMENT Councilman Mallon moved, duly seconded by Councilman Knox, we accept custody of Marker, located on William Dodson Parkway at Valley View Lane. Passed Unan. BIDS Bids presented on Water Mains for Brookhollow & Sunbeck Circle. Contract was awarded to R. S. Dickerson Company, in the amount of $30,657.15. BOUNDARY BETWEEN FARMERS BRANCH & DALLAS Attorney advised we get resolutions from Council of Dallas and Farmers Branch setting boundary by new expressway. Asked that Dallas and Farmers Branch share equally in survey for approximately 4 miles, expecting to be reimbursed by State Highway Department at time they will normally make survey. H. D. LEWIS ADDITION Planner Bob Hollin presented plan by H. D. Lewis asking for 60' lots and a park in lieu of 70' lots. This idea was only offered for discussion. Council was not in favor of it. LETTER OF RESIGNATION City Manager, John J. Gray's letter of resignation was read by Mayor Pro-Tem Thomas Reeder, and accepted by the Council. Councilman Mallon 0.1 moved that a committee of the council be authorized to draw up a letter of appreciation to Mr. Gray for his services to the City of Farmers Branch. Councilman Wilsey seconded the motion which passed the council unanimously. Councilman Mallon also moved that Mr. Gray receive compensation by the city through October 31, 1958. Mr. Wilsey offered a second and the motion was carried by the council with unan- imous approval. NEW APPOINTMENT Councilman Knox moved, duly seconded by Councilman Wilsey to appoint Mr. J. M. Orman City Manager of Farmers Branch effective October 13, 1958. Salary set at $800 per month. Motion carried. PARK MONUMENT Mr. Vernon Simmons, representing Men's Club of Christ Methodist Church presented suggestions for monument for Donald H. Showman Memorial Park. Mr. Gray was requested to ask through the paper for ideas and sugges- tions from citizens throughout Farmers Branch. There being no further business the meeting was adjourned. City Secretary 1
