1958-10-30 CC MinutesMINUTES OF A SPECIAL MEETING BOARD OF COUNCILMEN FARMERS BRANCH, TEXAS OCTOBER 30, 1958 The City Council convened in a special meeting with members of the City Planning and Zoning Commission at the Community Building for the purpose of having a report submitted and explained by Planning Comsultant Robert W. Hollin. Present for the meeting were the following: Councilmen: Plan Commission Members City Manager Planning Consultant H. Neil Mallon Oley Attebery Don Knox Vito Acciarito Ruful Hunsaker J. M. Orman Robert W. Hollin COMPREHENSIVE CITY PLAN REPORT Mr. Hollin presented the second report which was a part of the comprehen- sive City Plan of the City of Farmers Branch. He called attention to the fact that a large portion of the work involved in this report was actually done prior to the work on the "Thoroughfares and Land Subdivision Report" but because of the critical need for the report on land subdivision, that report had been completed and submitted first. The report which was submitted tonight covered six subjects: (1) Scope Use and zoning; (5) Employment and Economy and (6) Transportationhe. had Mr. the and Distribution of those present Population; that (4) Land during that time he had spent considerable time performing duties that could be classified as strictly dity Planner or Director Planning work rather than that of a consultant planner. He based this on the fact that he had attended Planning & Zoning Commission meetings as well as City Council meetings for the purpose of presenting to these two groups such subjects that a Director of Planning would ordinarily do. Mr. Hollin pointed out that had the time involved in this type of work and which was not covered by his contract with the City been charged at the sug- gested rates together with the associated miscellaneous expenses, the total would have been $3,965.79 for the ten-month period. During the same period, Mr. Hollin pointed out, the City, through its platting fees and zoning fees (had they been fully enforced), could have collected $2,184.00 or his services could have been obtained for a monthly cost of approximately $178.00.
