November 22, 1958
The City Council convened in a special meeting on November 22, 1958
at the Community Building at 9:00 A.M. with the following present:
Mayor Lawson Lewis
Councilmen Oley Attebery
Thomas Reeder
H. N. Mallon
City Manager J. M. Orman
STATUS OF BOND FUND UNAPPROPRIATED MONIES
City Manager Orman presented and explained a series of reports show-
ing:
1. The seven proposals as they were submitted to and approved
by the voters of Farmers Branch on July 13, 1957.
2. The bonds which were issued on August 14, 1957 and those
that were issued on October 6, 1958, together with the
unissued balances in each of the seven issues.
3. The unencumbered balances as of November 20, 1958 of the
five General Obligation Bond issues.
4. The unencumbered balances as of November 20, 1958 of the
Waterworks and the Sewer System Improvement and Extension
Revenue Bond Funds.
The last two items, being of the most interest for this time, were
discussed in detail. The unencumbered balances of the five General
obligation issues were as follows as of November 20:

And for the revenue issues, their balances were as follows:
Waterworks System 210,456.11
Sewer System 61,176.25
It was pointed out that there was a balance remaining in the 1954
Waterworks Revenue Bonds of approximately $10,811.66 of which
$401.56 was cash and $10,410.10 had been invested in U. S. Treasury
Bonds which mature in 1961.
PURCHASE OF RAWHIDE CREEK PARKWAY PROPERTY (WEBB CHAPEL TO DENNIS)
After reviewing the status of the bond funds, the matter of pooviding
funds for the purchase of the Rawhide Creek Parkway property from The
Cato Corporation was discussed. The sales price, as agreed, on the
land being $30,690 and there being only $19,174.28 in the Park Bond
Fund, it was impossible to pay for the entire tract out of that fund.
Inasmuch as 5.1 acres of the 28.73 acres was within street rights-of-
way and because some of the area would be used for open storm water
drainage, City Manager Orman recommended that the land be paid for as
follows:
Park Bond Fund $17,000
Street Improvement
Bond Fund 9,200
Storm Sewer Bond
Fund 4,490
$30,690
In addition, $1,000 was decided upon as the amount that would be spent
during the calendar year of 1959 and not during the fiscal year of 1958-
1959 as set forth in the agreement. Accordingly, an Ordinance appro-
priating $31,690 (the extra $1,000 from the Park Bond Fund) was intro-
duced,.Councilman Attebery made the motion to pass the Ordinance, duly
seconded by Councilman Reeder and upon being submitted to a vote, re-
sulted in all "ayes". The caption of said Ordinance read as follows:
Ordinance No. 169
AN ORDINANCE SETTING FORTH THE COST OF PUR-
CHASING AND IMPROVING CERTAIN PROPERTY ALONG
RAWHIDE CREEK BETWEEN WEBB CHAPEL ROAD AND
DENNIS ROAD; APPROPRIATING FUNDS FROM THE PARK,
STORM SEWER AND STREET IMPROVEMENT BOND FUNDS
THEREFOR; AND DECLARING AN EMERGENCY
The following resolution was introduced, Councilman Attebery made the
motion to pass said resolution, it was seconded by Councilman Reeder
and resulted in a unanimous vote of all present. Said resolution reads
as follows:
RESOLUTION
WHEREAS, the City Council of the City of Farmers Branch deem it ad-
visable and necessary to purchase and improve certain property along
Rawhide Creek between Webb Chapel Road and Dennis Road in order to
provide streets, storm sewer drainage and park facilities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF FARMERS BRANCH:
Section 1. That the City Manager be and he is hereby authorized to
pay to Cato Corporation the sum of $30,690.00 for the purchase of
28.73 acres of land adjacent to Rawhide Creek as described above.
Section 2. That payment for the above be made from funds allocated
to Park Project No. P-581.
Section 3. That this resolution take effect from and after its pass-
age.
PASSED AND APPROVED THIS THE 22ND. DAY OF NOVEMBER, 1958.

PURCHASE OF MOTOR EQUIPMENT
In order to provide funds with which to pay for a street sweeper, two
sedans for the administrative staff and two police patrol cars, the
following captioned ordinance involving an advancement of $11,838.60
was introduced, a motion that it be passed was made by Councilman
Attebery, seconded by Councilman Reeder and unanimous vote resulted.
The caption of said ordinance reads as follows:

AN ORDINANCE SETTING FORTH THE COST OF CER-
TAIN MOTOR EQUIPMENT; PROVIDING FOR THE AD-
VANCEMENT OF THESE FUNDS FROM THE WATERWORKS
SYSTEM IMPROVEMENT AND EXTENSION REVENUE BOND
FUND WITH PROVISIONS FOR REPAYING SAME; AND
DECLARING AN EMERGENCY
WATER TAPS FOR BROOKHOLLOW AND SUNBECK CIRCLE ADDITIONS
Water lines in these two additions are virtually complete and a deci-
sion on the charge to be made for the customary tap needed to be made.
A motion was made by Councilman Reeder, seconded by Councilman Atte-
bery and all voting "aye" that the price for the tap be set at $150.
City Manager Orman asked if this would be in addition to the $50 now
being charged and it was the consensus that the $150 would be the
total charge for that size tap.
MISCELLANEOUS
The matter of compromising with Carrollton on the Thompson property
which lies west of Highway 77 as far as the city limits was concerned
was discussed. Their Attorney had discussed dividing the Thompson
tract in half with a line running north and south and considering the
east half in Farmers Branch and the west half in Carrollton with the
proviso that Valwood Parkway be eventually extended through the Farmers
Branch section. No action was taken on this.
Councilman Mallon wanted to know if water and sewer was planned for the
north side of the Fritz Hawn property along Belt Line Road. City Mana-
ger Orman reported that he was to confer with Bob King and the Dallas
Water Department officials on Monday and would have more to report on
this later.
There being no further business, the meeting adjourned at 11:45 A.M.
