BOARD OF COUNCILMEN
FARMERS BRANCH, TEXAS
March 16, 1959
The City Council convened in a regular meeting on March 16, 1959,
at the Community Building at 7:30 P. M. with the following present:

Mayor Lewis called the meeting to order. Glen Hayden, Pastor of
the First Baptist Church gave the invocation.
The minutes of a regular meeting of March 2 were approved.
16 INCH WATER LINE
Manager Orman asked the Council to set a date for the bid on a 16-
inch water main from Valley View Lane up through Valwood Park to
Brookhaven Addition. On a motion by Councilman Knox, duly seconded
by Councilman Attebery, April 2, 1959, was the date set so the bids
could be opened on the same day the bids on Rawhide Creek sewer are
opened, passed unanimously.
ORDINANCE 4178
On a motion by Councilman Reeder, duly seconded by Councilman Knox
and passed unanimously an ordinance was passed annexing territory
to the City of Farmers Branch. Caption of the ordinance reads as
follows:
AN ORDINANCE ANNEXING THE HEREINAFTER DESCRIBED TERRITORY
TO THE CITY OF FARMERS BRANCH, DALLAS COUNTY, TEXAS, AND
EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE
SAID HEREINAFTER DESCRIBED PROPERTY WITHIN SAID CITY LIMITS,
AND GRANTING TO ALL THE INHABITANTS AND OWNERS OF SAID PRO-
PERTY ALL OF THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS
AND BINDING SAID INHABITANTS BY ALL OF THE ACTS, ORDINANCES,
RESOLUTIONS AND REGULATIONS OF SAID CITY; ADOPTING ORDINANCE
NO. 123 OF THE ORDINANCES OF THE CITY OF FARMERS BRANCH,
PASSED ON FIRST READING ON DECEMBER 12, 1956, AND MAKING
THE SAME A PART OF THIS ORDINANCE THE SAME AS IF COPIED IN
FULL HEREIN; EXCLUDING CERTAIN TERRITORY FROM ANNEXATION
THAT WAS INCLUDED WITHIN THE TERRITORY DESCRIBED IN SAID
ORDINANCE NO. 123; ADOPTING AND RATIFYING ALL ACTS HERETO-
FORE DONE UNDER SAID ORDINANCE NO. 123; RATIFYING ALL ACTS
HERETOFORE DONE UNDER ORDINANCE NO. 141 PASSED ON NOVEMBER

4, 1957, AND ORDINANCE NO. 154 PASSED ON AUGUST 27, 1958,
FINALLY ANNEXING A PORTION OF THE TERRITORY DESCRIBED IN
SAID ORDINANCE NO. 123; EXCLUDING FROM THE HEREINAFTER
DESCRIBED PROPERTY ALL TERRITORY NOT SUBJECT TO ANNEXA-
TION BY THE CITY OF FAR4ERS BRANCH; AND DECLARING AN EM-
ERGENCY.
On a motion by Councilman Knox, duly seconded by Councilman Reeder
and passed unanimously a Second and Final Reading was passed on
Ordinance #123.
On a motion by Councilman Reeder, duly seconded by Councilman Atte-
bery and passed unanimously a Second and Final Reading was passed on
Ordinance #125.
LONE STAR GAS COMPANY RATE INCREASE
Manager Orman reported that the hearing on the requested rate increase
of Lone Star Gas Company has been delayed. The area cities have ap-
pointed a committee of J. W. Monk as Chairman with six members (one
of which is Farmers Branch Attorney Louis Nichols) to represent them.
They have asked 10(~ per meter per city to employ Martin Bennett Asso-
ciates to represent them at the hearing. Farmers Branch has a total
of 2154 gas meters in operation. Councilman Attebery moved that a
Resolution be passed that $215.40 be transferred from the General Fund
Surplus for this purpose, duly seconded by Councilman Knox, passed
unanimously.
MISCELLANEOUS
Councilman Attebery asked if something could be done about the naming
of streets before it is too late. Several of the streets have differ-
ent names at opposite ends of the city and will cause confusion when
they meet. Manager Orman told him he had referred these to the Plan-
ning and Zoning Commission and they are working on them now.
Councilman Attebery asked if the city would pave the approachment to
the street if the property owners pave the alley. Manager Orman said
there is no money in the Street Bond Fund for this purpose and the
property owners must bear all of the expenses incurred. Councilman
Knox suggested that when and if a fund is set up for paving alleys
the city re-imburse those people that have already paid for such im-
provements.
The Council asked Manager Orman to write a letter requesting that the
City of Farmers Branch be notified when the business route is brought
before the State Highway Commission.
There being no further business the meeting was adjourned.
