1959-04-13 CC Minutes1 1 1 MINUTES OF A SPECIAL MEETING BOARD OF COUNCILMEN FARMERS BRANCH, TEXAS APRIL 13, 1959 The City Council convened in a special meeting on April 13, 1959 at the Community Building at 7:30 P. M. with the following present: Mayor Councilmen City Manager City Planner City Secretary Lawson Lewis H. N. Mallon John Wilsey Oley Attebery Don Knox J. M. Orman Bob Hollin Dorthanna Williams Mayor Lewis called the meeting to order and Mr. Orman gave the invo- cation. Manager Orman explained to the Council that this Public Hearing was called on the recommendation of the Planning and Zoning Commission to consider creating an R-13 Zoning Classification. Mr. Hollin explained that the lot area would be 13,000 square feet, width - 100 feet, depth - 120 feet, a minimum of 1,250 square feet of living area in the house. Mayor Lewis asked if there were those present that opposed the creat- ing of this new R-13 Classification. Mr. R. L. Osborn, 3178 Brook Hollow Drive, asked why a new zone class- ification of R-13. Mr. Hollin explained to him that it would conform to existing conditions, that it is more realistic and would upgrade the zoning in Farmers Branch. Mr. Osborn then asked the size, quality and restrictions on the house. Mr. Hollin told him it would be the same as in the R-16 Classification. On a motion by Councilman Knox, duly seconded by Councilman Wilsey and passed unanimously a new Zone Classification of R-13 was created by passage of ORDINANCE NO. 182. The caption reads as follows: AN ORDINANCE AMENDING THE COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF FARMERS BRANCH, DULY PASSED BY THE CITY COUNCIL OF THE CITY OF FARMERS BRANCH ON SEPTEMBER 23, 1957, AS HERETOFORE AMENDED, CREATING ARTICLE VI-A PRO- VIDING FOR AN "R-13" SINGLE FAMILY RESIDENTIAL CLASSI- FICATION; PROVIDING FOR A PENALTY NOT TO EXCEED TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE; AND DECLAR- ING AN EMERGENCY. ~16 ORDINANCE NO 183 On a motion by Councilman Mallon, duly seconded by Councilman Atte- bery and passed unanimously an ordinance was passed abandoning a portion of a public easement in Chapel Hill No. 3. The caption reads as follows: AN ORDINANCE OF THE CITY OF FARMERS BRANCH, ABANDONING A PORTION OF A PUBLIC UTILITY EASEMENT LOCATED IN BLOCK D AND BLOCK E OF CHAPEL HILL ADDITION NUMBER 3, IN THE CITY OF FARMERS BRANCH, SAID EASEMENT BEING ABANDONED BEING THE SOUTH 5 FEET OF A 15 FOOT PUBLIC UTILITY EASEMENT CROSSING THE NORTHERLY EDGE OF LOTS 17 AND 1 IN BLOCK D AND LOT 23 OF BLOCK E OF SAID ADDITION, AND AS MORE PARTICULARLY DESCRIBED HEREIN; PROVIDING THAT SUCH ABANDONMENT SHALL BE ONLY INSOFAR AS APPLICABLE TO THE PUBLIC RIGHT, TITLE AND INTEREST IN AND TO SAID PUBLIC UTILITY EASEMENT; AND DECLARING AN EMERGENCY.
