MINUTES OF A REGULAR MEETING
BOARD OF COUNCILMEN
FARMERS BRANCH, TEXAS
September 14, 1959
The City Council convened in a regular meeting on September 14, 1959
at the Community Building at 7:30 P.M. with the following present:

Mayor Lewis called the meeting to order. Mr. Burt Groves, Pastor of
Webb Chapel Church of Christ,gave the invocation.
The minutes of August 17, 1959 were approved.
EAST HILL PARK
Mr. Arthur James presented his proposal on the development of the
recreational area at Garza-Little Elm Lake. Mr. James gave his quali-
fications and financial statement to the Council. Councilman Attebery
asked what the Council needs to do to decide on a concessionaire.
Councilman Wilsey said they should decide soon. They should hear the
proposals and then meet at a later date and decide. City Manager Or-
man said the City should have all proposals in writing. Councilman
Attebery asked Mr. James to have his proposal presented in writing
and they may want him to go over the proposal again with the Council.
It was agreed the Council should set a date and decide the policy
soon. No formal action was taken by the Council.
FARMERS BRANCH SECTION OF DALLAS COUNTY HOME BUILDERS ASSOCIATION
Mr. Henry Kaspar, President of this Section spoke in behalf of this
organization. He said they offer their cooperation and help to the
City of Farmers Branch. They represent most of the developers in
the City. He closed by inviting the City Officials to their meetings
and told them they would be most welcome.
ORDINANCE NO. 202 - Amending Comprehensive Zoning Ordinance & Map
Upon a motion by Councilman Knox, seconded by Councilman Attebery, an
ordinance was passed revising the comprehensive zoning ordinance and
map of the City of Farmers Branch. Caption of the ordinance reads as

BOB HOLLIN - PLANNING CONSULTANT
Mr. Bob Hollin presented to the Council charts and graphs on present
and future use of public utilities; water, sewer, gas and electricity.
He said he would like to set a joint meeting with the City Council
and the Planning and Zoning Commission soon for a more complete pre-
sentation.
APARTMENT BUILDINGS FOR WATHENIA PARK ADDITION
Mr. Gerald Pointer, developer of this addition introduced his architect,
Mr. John Parnell who presented two designs for the apartment buildings.
Councilman Attebery asked if the color of the brick would be permanent.
Mr. Parnell said as permanent as brick color can be. Councilman Wilsey
said all bricks change color to a certain degree. He also said he was
personally in favor of flat top buildings for this area. It is more
in keeping with the Masonic and Community Buildings, and as the old
part of town goes commercial they will probably all be flat roofs of
modern design. Councilman Attebery said he was in favor of the flat
roof design. Councilman Wilsey moved the flat roof design be approved,
seconded by Councilman Knox, passed unanimously.
ORDINANCE NO. 203 - Making Tax Levy for 1959
Upon a motion by Councilman Reeder, seconded by Councilman Knox an
ordinance was passed making the tax levy for the year 1959. Caption of

AN ORDINANCE OF THE CITY OF FARMERS BRANCH MAKING THE TAX LEVY FOR
THE YEAR 1959 ON ALL TAXABLE PROPERTY WITHIN THE CORPORATE LIMITS
OF THE CITY OF FARMERS BRANCH AS OF JANUARY 1, 1959, TO PROVIDE
REVENUE FOR THE PAYMENT OF CURRENT EXPENSES; PROVIDING INTEREST
AND A SINKING FUND ON ALL OUTSTANDING BONDS OF THE CITY OF FARMERS
BRANCH; AND DECLARING AN EMERGENCY.
ORDINANCE NO. 204 - Public Hearina On Proposed Budget
City Manager Orman presented the budget for the fiscal year beginning
October 1, 1959 and ending September 30, 1960. He also presented a
rate study on water made by Joe J. Rady and Company at the request of
the City. The two major changes are water rates and an increase of
.50 per month on garbage service. Mr. Chuck Childress, 13909 Pyramid,
asked if the City was going into the red on these services and what
increased services the citizens will get for the increased money they.
will have to pay. Councilman Wilsey told him, more police protection,
more firemen and a lower key rate of fire insurance. Mr. Childress
then asked how Dallas taxes compare with Farmers Branch taxes. Mr.
Petton explained they are pretty close to the same now but Dallas taxes
are going to increase soon. He gave an estimate on a $10,000 house,
combining school and city taxes, as $72.00 per year in Dallas and
$74.00 per year in Farmers Branch.
Mr. Don Longshore, 14013 Albemarle, asked the Council if the City has
money to give utilities to industrial areas. Councilman Attebery
answered, no, but there is a way industry can put in their own
system, then others can pay a pro-rata share as they develop. Trans-
portation is very important, new roads will be very helpful in bring-
ing in industry. Councilman Wilsey moved that the Budget be adopted
as presented by City Manager Orman, seconded by Councilman Attebery,
passed unanimously. Caption of the ordinance reads as follows:

AN ORDINANCE OF THE CITY OF FARMERS BRANCH PROVIDING FUNDS FOR THE
FISCAL YEAR BEGINNING OCTOBER 1, 1959 AND ENDING SEPTEMBER 30, 1960,
BY APPROVING THE BUDGET FOR SAID PERIOD AND APPROPRIATING AND SETTING
ASIDE THE NECESSARY FUNDS OUT OF THE GENERAL AND OTHER REVENUES OF
THE CITY OF FARMERS BRANCH FOR SAID FISCAL YEAR FOR THE MAINTENANCE
AND OPERATING OF VARIOUS DEPARTMENTS AND FOR VARIOUS ACTIVITIES AND
IMPROVEMENTS OF THE CITY; AND DECLARING AN EMERGENCY.
APPROVE TAX ROLL FOR 1959
Upon a motion by Councilman Attebery, seconded by Councilman Knox and
passed unanimously the Council authorized Mayor Lewis to sign the ap-
proval of the Tax Roll as presented by Mr. James Petton, Tax Assessor
and Collector for the City of Farmers Branch.

DELETIONS FROM TAX ROLL
Upon a motion by Councilman Wilsey, seconded by Councilman Knox the
following resolution was passed:
RESOLUTION
WHEREAS, certain items of personal property taxes on prior rolls seem
to be uncollectible; and
WHEREAS, in order not to have to continue carrying these uncollectible
items on said tax rolls, it is deemed advisable by the City Council
to drop them from these rolls.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FARMERS BRANCH, TEXAS:

APPOINTMENT OF 2 MEMBERS TO,PLANNING AND ZONING COMMISSION
City Manager Orman was requested to contact the following about serving
on the City Planning and Zoning Commission: Frank Canfield, Ed. Rhodes
and Dave Hannum.
MISCELLANEOUS
October 5, 1959 was set as the next regular Council Meeting.
Councilman Attebery said the City has been offered an ambulance free
of charge by Mr. Rhoton of Carrollton. it will be limited to emergency
calls and will not be allowed to go outside the City limits. Mr.Orman
said he had two questions - will it have a radio installed and who will
pay the liability insurance. Councilman Attebery said he did not know
about radio but the City would have to pay the insurance. Fire Chief
Yager said the off duty fireman are on call 24 hours a day and he asked
for $5.00 per day to pay an off duty fireman to stay by the telephone
in case of an emergency because it would take two people to handle a
stretcher patient. Councilmen Attebery, Knox and Wilsey, all asked
Chief Yager why they could not have volunteer firemen stand by to drive
the ambulance rather than pay $5.00 per day to a paid fireman to stand
by at their home all day. They all expressed their views that this
could be handled without extra pay. Councilman Knox moved that the
City accept the ambulance with City Manager Orman figuring a way to
man it, seconded by Councilman Attebery, passed unanimously.
Mr. Mallery told the Council they need to set an amount the City will
have to spend at East Hill Park each year. This amount has to be
filed with the application from the City. He explained this is mostly
a formality and they can give notice to rescind this amount, within
30 days, at any time. He told them Lewisville has set $300.00 as their
amount and Denton $2,500.00. $300.00 was the amount set for Farmers
Branch.
City Manager Orman announced the Texas Municipal League convention was
to be held in Dallas Sunday, Monday and Tuesday; September 20, 21 & 22.
Councilman Wilsey asked if the City still has the radar unit. Mr. Or-
man said, yes, and the fines had been $500.00 more for this month.
