1957-02-18 CC MinutesMINUTES OF A REGULAR MEETING OF BOARD OF COUNCILMEN FARMERS BRANCH, TEXAS FEBRUARY 18, 1957 The City Council met in a regular meeting on February 18, 1957, at the City Hall, with the following present: Mayor Councilmen City Manager City Secretary Lawson Lewis Janes Brodhead Thomas Reeder John Wilsey John Gray Naomi Goodnight The meeting was called to order at 7:30 P.M., by Mayor Lewis. L L Rev. Roy Williams, Pastor of the Church of Christ, brought the invocation. ORDINANCE # 104 - DOG QUARANTINE The dog quarantine was extended 30 days until March 18, 1957, on a motion made by Councilman Wilsey, seconded by Councilman Reeder. The Councilmen instructed Manager Gray to sample public opinion as what to have on a perma- nent basis. GARDEN CLUB MEETING CENTER - STANLEY HOUSE Mrs. W. T. Duncan, President of the Flower Fanciers Garden Club, presented her views on the use of the Stanley House for a Garden Club Center and Library. Representatives of other Garden Clubs were present and discussed the matter openly with the Council, with the resulting mutual agreement that the Stanley House would not meet the requirements of the County Librarian and the city in regard to the space set aside for the library. Consequently, the city's posi- tion as expressed by members of the Council was that the city would withdraw from its participation in the Stanley House project. Mayor Lewis offered the alternative to the Garden Clubs that if they collectively wanted to go ahead with the Stanley House or with any other other meeting house they could find, the city would provide a site for the building. Further discussion with the group brought out the plans of the city to have made a master plan which would include a civic center that would provide for a meeting place for all civic organizations if the plans materialize. i.z Every one present understood that such a project might be some years in developing, and agreed that it would be best to put all our money and interest into a permanent project such as this. CHARTER CERTIFICATE The certificate indicating that our Charter had been filed by the State was accepted with great pleasure by the Council. RANDY LANE PETITION The Council received the petition from Randy Iane residents from Dennis to Austell. Mayor Lewis pointed out the approach to Dennis Road would by taken care of whenever Dennis Road was lowered to a grade and made into a regular city street. The Council authorized Manager Gray to get engineers estimates as to the cost of resurfacing the street and to work out an assessment procedure in order to distribute equitably among the property owners. This motion was made by Councilman Brodhead, seconded by Councilman Wilsey. All approved. DYER EASEMENT FOR SEWER LINE The Council accepted the easement through the Dyer property for the right-of-way for a sewer line extention to Dallas sewer line at Goodnight Lane. This motion was made by Councilman Brodhead, seconded by Councilman Wilsey. J. FRED SMITH EASEMENT FOR SEWER LINE The Council accepted the easement for the sewer line to Dallas line across the J. Fred Smith Gravel Company property on a motion by Councilman Wilsey, seconded by Coucilman Reeder. KNOK STREET CONSTRUCTION COMPANY EASEMENT Qa a motion by Councilman Reeder, seconded by Councilman Brodhead, the Council accepted an easement from Knox Street Construction Company to permit lines to the William Cabell School now under construction east of the Knox Street Construction Company project south of Brook Hollow. JAYCEES CARNIVAL The Council authorized Manager Gray to approve the carnival sponsored by the Jaycees, which is to be held May 28 to June 21, 1957. This motion was made ?'3 by Councilman Reeder, seconded by Councilman Brodhead. RAY NASAER PAVING The Council granted Ray Nasher's request which would allow him to con- tinue paving of the streets in Johnston Park Addition according to his con- tract of 7/27/55, with the Austin Paving Company.
