MINUTES OF A REGULAR MEETING BOARD OF COUNCILMEN FARMERS BRANCH, TEXAS SEPTEMBER 16, 1957 The City Council met in a regular meeting on September 16, 1957 at 7:30 P. M. at the City Hall with the following present: Mayor Lawson Lewis Councilmen Thomas Reeder H. N. Mallon Dewayne White City Manager John J. Gray City Secretary Naomi Goodnight The meeting was called to order by Mayor Lewis. Rev. Richard Perry, Pastor of Webb Chapel Methodist Church, brought the invocation. The minutes were then read and approved as read. SCHEDULE OF CONSTRUCTION, 1957-58 PORTION OF BOND PROGRAM On a motion by Councilman Reeder, seconded by Councilman White, the Council approved the following schedule of construction, presented by Engineer Joe J. Rstdy for the 1957-58 portion of the City bond program: 1. The water improvements will consist of a 20inch main in Spring Valley Road and Valwood Parkway from Denton Drive to Webb Chapel Road and a connection at Denton Drive and Valley View Road with the Dallas main. The estimated cost is #105,000.00. 2. Sanitary sewer improvements will be in accordance with the memorandum submit- ted to the council. The total estimated cost is $167,000.00. 3. The storm sewer improvements will consist of storm drain on Richland Street. The estimated cost is $31,000.00. 4* Street improvements will consist of the paving of Richland Street from Denton Drive to Goodwater Street, estimated to cost $19,000.00 and the paving of Bee Street, from Wicker to Sable Street, estimated at $58,000,00. PAYMENTS DUE FROM PUBLIC BUILDING BOND MONEY The council approved for payment 2,100.00 to Architect Charles B. Witchell,, as first payment of the architectural fee, $100.00 to Mr. Lynn Brown for topo- graphical survey, and 405.00 to Southwestern Labratories for drilling core to test @oil for building foundation. These payments were approved on a motion by Councilman Mallon, seconded by Councilman Reeder. 83 MUSCULAR DYSTROPYY ASSOCIATION ©F AMERICA The Council granted permission to the Muscular Dystrophy Association of America Inc. to conduct a house-to-house fund drive one night during Thanks- giving week. POPULATION FIGURE On a motion by Councilman White, seconded by Councilman Reeder, a resolution was passed establishing the population at 9,112 for the City of Farmers Branch. This official population figure is to be sent to the Highway Department requesting new signs on Highway 77 with correct figures. FEDERAL CIVIL DEFENSE ADMINISTRATION AID The Council accepted from the Federal Civil Defense Administration , an amount of #5,327.00, designated as disaster aid to repair the damage caused by the spring floods in the city. DIVISION OF COSTS FOR COOKI S BRANCH SEWER LINE EXTENSION The Council approved the engineer's cost breakdown of the extension of Cookts Branch trunk sewer main designated to serve a portion of the Valwood Shopping Center, 94 lots owned by the Cato Corporation, the Chapel Hill Homes Subdivision of H. D. Lewis' and the Bardena Corporation Terrace Club Estates Subdivision and other property north of Valwood Parkway and east of Josey Zane. The city will not be responsible for the cost of this sewer line. INVESTMENT OF BOND MONEY On a motion by Councilman Mallon, seconded by Councilman Reeder, the council authorized the investment of bond fund money in U. S. Treasury Bills due April 15,1958 at 4% interest. This money will be available for use even though it has been invested. MASTER THOROUGHFARE PLAN City Manager Gray reported to the council that a master thoroughfare plan will be completed soon and presented to the council for consideration.
