1957-09-23 CC Minutes1 MINUTES OF A SPECIAL MEETING BOARD OF COUNCILMEN FARMERS BRANCH, TEXAS SEPTEMBER 23, 1957 The City Council met in a special meeting on September 23, 1957 at the City Hall at 7:30 P. M. for the purpose of discussing the following items of business and taking proper action on same: 1. Hearing 1957-58 Budget Hearing 2. 1957 Tax Rate ordinance 3. Swimming pool committee 4. G. 0. Gregory, grass planting expert 5. Request to put Christmas tree on City Hall lawn 6. New Zoning ordinance 7. Valwood Park Baptist Church temporary building 1 Those present were: Mayor Councilmen City Manager City Secretary Zoning Chairman Lawson Lewis Thomas Reeder H. N. Mallon Janes Brodhead Dewayne White John Wilsey John J. Gray Naomi Goodnight George Hixon The Mayor called the meeting to order. Councilman Wilsey brought the invocation. 1957-58 BUDGET HEARING AND ORDINANCE The 1958 fiscal year budget public hearing was held with 1 no one appearing to protest the proposed budget. On a motion by Councilman Wilsey, 2nd by Councilman White, the City Council approved the budget ordinance #139 adopting the $1,095,000 city budget with specified changes for a salary and wage change when the council has accepted the proper salary scale. 1957 TAX RATE... ORDINANCE Councilman Mallon made th85motion adopting a tax ordinance #140 levying the tax rate at $1.25 per $100. This motion was 2nd by Councilman Brodhead. The council approved. Mgr. Gray re- ported the tax rate is pledged for debt service of 42¢ and for general operations of 83¢. SWIMMING POOL COMMITTEE Planning and Zoning Chairman George Hixon introduced a group of men to the council for recommendation as the Special Swimming Pool Committee. They are: Don Showman, Cliff Taylor, Ollie Atteberry, Marshall Curry and Howard Tieman. On a motion by Councilman Brodhead seconded by Councilman Mallon, the council appointed this group to study all phases of determining the type of swimming pool and recommend a site to locate the pool. G. 0. GREGORY, GRASS PLANTING Mr. G. 0. Gregory, grass planting expert, offered $400.00 as his price for planting grass and seed by machine in Waterworth Park and channel. Mr. Gregory's price included a sprinkling system in the channel. The Council discussed this offer and decided not to take any action on it at the present time. JAYCEES REQUEST FOR CHRISTMAS TREE On a motion by Councilman Mallon, seconded by Councilman Wilsey, the Council granted permission to the Jaycees to erect a Christmas tree on the City Hall lawn in the same place as last year. NEW ZONING ORDINANCE The City Council adopted the new zoning ordinance #137 and map on a motion made by Councilman Mallon seconded by Councilman Wilsey. VALWOOD PARK BAPTIST CHURCH TEMPORARY BUILDING 'e, . Rev. Carl Mathews, PastoE60f Valwood Baptist Church met with the Council to request permission to construct a temporary building (960 square feet, asbestos siding, composition roof, the flooring, central heat, plumbing) to be used as a nursery. This building will be located behind the church and is to be removed in 5 years or less. The council referred Rev. Mathews to Mr. Hixon and the Planning and Zoning Commission.
