1957-10-28 CC MinutesMINUTES OF A SPECIAL MEETING BOARD OF COUNCILMEN FARMERS BRANCH, TEXAS OCTOBER 2$,1957 The City Council met in a special meeting on October 28,1957 for the purpose of receiving a report of the plan- ning commission of the city, THOSE PRESENT WERE: Mayor Lawson Lewis Councilmen Thomas Reeder Dewayne White John Wilsey City Manager John J. Gray Planning Chairman George Hixon Acting City Secretary Don E. Longshore The meeting was called to order by Mayor Lewis at 7:30 PM. A discussion was held on increasing the membership of the Planning Commission from 5 to 7 members. The Council will make the necessary appointments. Planning Commission Chairman George Hixon gave the report of the Commission. The Commission recommended that a special permit be issued for approximately one half (J) of the proposed 35 acres shopping center on Valley View and Dennis Road. On motion by Councilman Reeder, Seconded by Councilman Wilsey, the Council accepted the report of the Commission and set a Public Hearing for Monday night, November 1$,1957. Approval of special permit on an area 907.5' fronting on Valley View Lane and from Valley View Lane south to a point in the north line of the Right-of-Way of Lineville Drive extended to Dennis Road, thence up Dennis Road to Valley View Lane. 2. Special permit not to be granted, but held in abeyance until such time as the developers show reason for or request building permits for erection of sufficient buildings to fully qualify the shopping center developing and not leaveing a large undeveloped area. This would constitute a minimum of J the building in the recommended area of permit and with all the screening, parking, etc. (see # 8) 3. That sufficient dedication of land be obtained to insure Dennis Road having a minimum of 90' of right-of-way. 4. That the developers improve Dennis Road adjacent to their property so that traffic will not be con,iested from their center. If this is shot agreeable, possibly some agreement°..tcan be made by the City with the developers for this street improvement. This we believe is absolutely necessary for approval of this application. 5. That site plan submitted by developers not be accepted until com- plete plans can be given by developers on how the center buildings can be serviced for trash removal, etc. This it the only drawback on the site plan. 6. That the following paragraphs from the developer's letter of application be made a part of the approval: Architecture Exterior Signs Trash reclamation Planters and Lands ping Screening wall Leasing Dedication of Land 7. That all restrictions imposed be set up as deed restrictions and filed on record before special permit is granted. 8. That approval of special permit be held only for a period of 90 to 120 days before it becomes ineffective and a period of six months to follow before it can be brought for consideration the second time. (see j,4'2 ) The Commission is not ruling out the entire 35 acres for development. We believe that following the development of the first J that the second can be considered and that at this time only J of the 35 acres can be considered unless the developers can show cause for immediate devel- opment of the entire 35 acres. 93
