1957-11-25 CC Minutes1)[PTUTES OF A SPECIAL 19]ETING BOARD Or COU ICIL TEN FARMERS BRANCH, TEXAS NOVEMBER 25, 1957 The City Council met- in a soec;al meeting on November 25, 1957 at 7:30 P. M. at the city hall with the following present: P ayor Councilmen Attorney Engineer Planning and Zoning Chairman City Manager City Secretary Lawson Lewis Thomas Reeder H. N. Mallon John Wilsey Dewayne White Louis Nichols Bob King George Hixon John Gray Naomi Goodnight The meeting was called to order by Mayor Lewis. Councilman Wilsey brought 1 71 I u the invocation, The minutes were then read and approved as read. EAR THART ZONING CHANGE R- QUEST After a lengthy discussion on the request to change the zoning on Valley View and Dennis, Councilman Wilsey made a motion to grant a special permit as originally applied for by W. L. Earnhart on acreage in a tract that is approximately 33 acres with frontage of 907.5' on Valley View and 1650' fronting on Dennis and subject to the following conditions: 1. Subject to approval of site plan which approval will be in units so that construction will go forth by complete units. 2. Dedication of 40feet along the east property line of the shopping center to widen Dennis Road to make a 100 ft. right-of-way. 3. Dedication of 32.5 feet to widen Valley View Lane which has been designated to have a right-of-way of 125 feet. 4. Developer improves his portion of Dennis Road and Valley View Lane. 5. All restrictions be incorporated in deed restrictions and filed of record. 6. Architecture: Semi-colonial 7. Exterior: Brick or Stone 8. No overhanging advertising signs should be permitted. 9. Shopping Center-owner will collect all trash daily and deliver same to service alley collection points for collection by the city's sanitation department. 10. Landscaping of Shopping Center will be planned and maintained in 1st class order by a landscape firm on an annual basis. 97 11. A permanent type screening wall will be built between the Shopping Center service alley on the west side of the center and the houses that back up to the shopping center property. This wall will be a minimum of 6 feet in height. 12. Shopping Center owner shall not lease or sell any property to a gasoline service ststion on Valley V;ew Lane or Dennis Road. 13. No drive-in curb service eating place. 14. Employee parking areas shall be provided. 16. Parking ratio minimum 3 to 1. This motion was seconded by Councilman Mallon. Councilmen Reeder, Mallon, Wilsey, and White all voted ave making a unanimous vote for the issuing of the special permit. ENGINEF REPORT Engineer King reported that work would start on the street paving shortly after the contracts were signed. He informed the council that he believed there would be enough money left from the paving of Bee and Richland, to possible do Havenhurst and Pepperwood Streets, too. SWIMMING POOL COMMITTEE The swimming pool committee brought plans and specifications on the proposed swimming pool for the council's approval. As soon as land is acquired for the park and pool, the council will then advertise for bids. There being no further business, the meeting adjourned. City Secretary [1 98
