1961-10-07 CC MinutesMINUTES OF A SPECIAL MEETING CITY COUNCIL FARMERS BRANCH, TEXAS October 7, 1961 The City Council met in a special session on October 7, 1961 at the Community Building at 7:30 a.m. with the following members present: Mayor Oley E. Attebery Councilmen Sam Page H. N. Mallon John Wilsey Bill Hamilton City Manager J. M. Orman Assistant City Manager John C. Dodson City Engineer Bob King Director of Public Works F. L. Napier Councilman Knox was absent. Mayor Attebery called the meeting to order. REPORT ON POLICE DEPARTMENT Mayor Attebery requested of the City Manager a report from the Chief of Police, after he had been here thirty days, evaluating the Police Department and setting forth his future plans for the Department. This report will be made in writing and submitted to the Council; then Chief Green will be present at the Council meeting following the submission of the report to answer any questions. PROPOSED BOND PROGRAM The Bond Committee had requested that the Council recommend the projects that the Council felt should be included in the bond program. With this in mind and after a detailed discussion of the various projects in the brochure, the following was tentatively approved: Projects Financed By Tax Bonds 1. Street and Drainage Improvements $1,654,000 2. Fire Department Improvements 97,500 3.' City Shop, etc. 25,000 4. Park Improvements 118,000 Total $1,894,500 Section "C" of the brochure (Construct Concrete Pavement in Commercial Areas and For Secondary Streets) was still under discussion as the meeting ended. Items 12, 13 and 14 were still under discussion and the Mayor asked that another meeting be held as soon as possible in order to complete the Council's recommendation. Page 5 In the discussion of major thoroughfare construction, it was unani- mously agreed by the City Council that Valley View Lane would definitely be made a major thoroughfare between Marsh Lane and Dooley Road (the same as is now planned for it between Marsh Lane and Highway 77). PURCHASE OF EQUIPMENT Upon the recommendation of the City Manager on the purchase of a front end loader for the Street and Park Division and a tractor for the Sanitation Division and upon a motion by Councilman Mallon, seconded by Councilman Wilsey, all voting "aye", the following was approved: 1. Purchase of a front end loader from Browning-Ferris for $4,000.00. 2.. Purchase of a tractor from Shaw Equipment Company for $8,000.00. 3. Transfer of $8,000.00 from 11 Z-2 to 13 A-2. 4. Transfer of $2,000.00 from 11 Z-2 to 13 A-3. Adjourned at 10:15 a.m. M. Orman, City Manager 1 Page 5a
