1961-12-27 CC MinutesMINUTES OF A SPECIAL MEETING CITY COUNCIL FARMERS BRANCH, TEXAS December 27, 1961 Mayor Oley E. Attebery opened the meeting at 7:45 p.m. with the following Councilmen present: Councilman Don Knox Councilman Bill Hamilton Councilman Sam Page Also in attendance at the meeting were the following: John C. Dodson, Assistant City Manager; F. L. Napier, Jr., Director of Public Works; J. R. King, Jr., Engineer-Joe J. Rady and Company. Mayor Attebery stated that the meeting of the Council was called to consider the extension of water and sewer lines in Valley View Lane from the Rock Island Railroad westward approximately 3,300 feet. Mrs. Dyer stated that an electronics company wanted to locate their plant on her property on Valley View Lane. The company would employ 30 to 40 employees, mostly women, and planned to construct a 12,000 square foot masonry building. The company would like to start opera- tions around the first of March and would of course need water and sewer. Other land owners in the area appeared before the Council and stated that they had inquiries from industry wanting to locate in the area if they could be served by water and sewer. Mayor Attebery read the following letter from City Manager J. M. Orman to the Council: Gentlemen: Submitted herewith is a letter from Mr. Bob King relative to the extension of water and sewer lines west of the Rock Island Railroad along Valley View Lane. Mr. King has made recommendations and cost estimates on the installa- tion of these lines these recommendations and cost estimates being set forth in the second and third paragraphs of his letter. He has made his recommendations based on the previously made plans for the installation of these utilities. The City of Farmers Branch, unlike other cities in the area, does not have what is commonly called a "Pro-Rata ordinance" because it has not been necessary up to the present time to have one. This ordinance, among other things, would set out the amount that each Page 20 property owner would be required to pay in order to obtain water and/or sewer service. The cost would represent a portion of the total cost of installing these utility lines. Even though we do not have this ordinance, I would recommend in the case in question that a policy be adopted by the City Council whereby each property owner would be required to pay one-half the approximate cost of installing an 8-inch water line and an 8-inch sanitary sewer line in addition to the tap fee at the time they connect to these lines. This policy could later be incorporated in the ordinance. The 8-inch lines are taken as a base because they are the minimum sized lines that are considered necessary to meet today's requirements for both of these utility services. Accordingly, the following charges are recommended: $1.75 per front foot of the lot or tract of land to which water connections are made. $1.45 per front foot of the lot or tract of land to which sanitary sewer connections are made. Rady Company Consulting Engineers: Dear Mr. Orman: In accordance with your request we have prepared cost estimates for constructing water and sewer lines in Valley View Lane to serve from the Rock Island Railroad westward approximately 3,300 feet. All proposed facilities conform to previous planning for this area. The attached drawing indicates the proposed water and sewer lines. It is recommended that the water line be 16" steel cylinder pipe. This size pipe was selected because it is believed that development in the area west of the Rock Island will begin along Valley View Land and radiate outward in both directions. The water line in Valley View will serve as a feeder main for the area. 16" steel cylinder pipe is an economical size, its cost being approximately equal to that of 12" cast iron pipe. The capacity of 16" pipe is double that of 12". It is estimated that one million gallons per day can be delivered to this line when connected to the existing 6" line on the west side of Highway 77. In the future when water demands increase the 16" line can be extended eastward and connected to the 16" line in Rossford. The capa- city will then be in excess of three million gallons per day. The esti- mated cost of the water line is $37,000.00. Page 21 It is recommended that sewer service in Valley View be provided by constructing a 12" vitrified clay gravity sewer westward from the Rock Island Railroad to the intersection of Valley View and Keenan Bridge Road. At this point a sewage lift station will be constructed and sewage could then be pumped eastward to the existing 18" sewer that is parallel to, and just east of the Railroad. There is an existing (not in use) 8" sewage force main in Valley View. This line could be used from the location of the lift station eastward to the entrance to the old sewage treatment plant. The force main would have to be extended approximately 1250 feet to the railroad. It is recommended that a prefabricated, package lift station be used because at some time in the future the sewer line in Valley View will be part of a gravity flow system to the T.R.A. sewer. At such time the lift station could be used for some other similar situation. The proposed lift station will have a capacity of 200 gallons per minute which is adequate for approximately 1660 people. The 12" gravity line is necessary to meet grade requirements. The estimated cost of the sewer lines is $50,000.00. If the City prefers to locate the lift station approximately 1500 feet further west, the additionsl cost is estimated to be $29,500.00. This estimate is based on using 21" sewer pipe in conformance with the over- all plan for the area. It would be possible to provide the same sewer service for Valley View by constructing a gravity flow line to the T.R.A. system (Line "D" in the overall plan) at an estimated cost of $209,300.00. If this plan were followed it would not be necessary to construct a lift station. However, interest for 18 months on the cost of the gravity line would approximately equal the cost of the lift station. Unless substantial development south of Valley View is expected within the next two or three years it will be more economical to construct a temporary lift station. Yours truly, /s/ J. R. King, Jr. After discussion Councilman Sam Page moved to extend the water and sewer lines west in Valley View from the Rock Island Railroad approxi- mately 3,300 feet at a cost of $87,000.00 as outlined in the study presented to the Council by Joe J. Rady Company Consulting Engineers, dated December 21, 1961. Councilman Don Knox seconded the motion with all present voting "ayes". (See correction-Minutes 1-15-62, Page 31) The Council directed Joe J. Rady Company to proceed with the detail plans and specifications on the area.
