OF THE BOARD OF ALDERMEN
FARMERS BRANCH, TEXAS
JULY 2, 1956
The City Council met in a regular meeting at 7:30 P. M. at the City
Hall with the following present:

The meeting was opened by prayer led by Alderman Gibson. The minutes were
read by Jack Gray, acting as secretary in the absence of Naomi Goodnight, and
approved.
PLANNING & ZONING COMMISSION
The Council appointed George Hixon, Bell Sample, Wilson Brooks, and Bob
Langdon as the Planning and Zoning Commission of the City of Farmers Branch.
On a motion by Alderman Mallon, seconded by Alderman Gibson, the Council accepted
the work of the Commission and referred the map and the zoning regulations back
to the Commission for further study and revision. Mr. Hixon reported on the Com-
mission meeting with Marvin Springer, City Plan Engineer of the City of Dallas.
INSURANCE REPORT
Bob Langdon explained the revised coverage program for insuring the City
Hall building and the contents, the former at $10,000 and the latter at $11,000.
Further explanation was made on the adviseability of having Workman's Compensa-
tion Covera;e for City employees. Alderman Brodhead's motion to accept the
program was seconded by Alderman Mallon.
ENGINEER'S REPORT
Doc Remsburg presented and explained the contractor's and engineer's
estimates prepared and approved by Joe J. Rady & Co. Consulting Engineers.

A motion to pay contractor's estimates was made by Alderman Mallon, seconded
by Alderman Gibson. A motion by Alderman Mallon seconded by Alderman Reeder
was made to pay engineer's estimates. Alderman Mallon instructed consultant
engineers to clear all estimates with the City Administrator in the future.
Remsburg plans to discuss with his firm the recently passed legislation pre-
viding Federal Assistance @ 30% of the cost of advanced planning and construction
of sewage treatment plants. Remsburg suggested that up to date, accurate maps
are needed for the City of Farmers Branch; City Administrator will purchase
areial topographical maps from the City of Dallas.
CAR BIDS
Vandergriff Motors of Carrollton was low bidder on the new city car at
$1478.00.
WATER CONSERVATION
A resolution adopting the restrictions on usage of water inposed by the
City of Dallas was adopted on motion by Alderman Reeder, seconded by Alderman
Wilsey. Administrator Gray told Council copies of resolution would be delivered
to residents.
PETITION ON SPEEDING ON WILMINGTON
The Council accepted a petition for 10 m.p.h. speed limit on Wilmington St.
Motion by Alderman Gibson, seconded by Alderman Mallon for Council to accept
petition and instrcted City Administrator to write a letter to the petitioners.
CHARTER COMMITTEE
A report was made concerning organizational meeting on June 29, 1956 of
Charter Committee, at what time, C. C. Crutchfield of the League of Texas
Municipalities spoke to the Committee. Chairman Kerr requested a regular
weekly meeting each Wednesday night until the charter is ready. It was confirmed
at this meeting that only home rule cities have the right to annex territory
without petitions.
CONFERENCE WITH CARROLLTON OFFICIALS
Alderman Mallon suggested Mayor Lewis and Administrator Gray schedule a
conference with Mayor Blanton of Carrollton to discuss mutual plans and discuss
the possibility of a point session of the Councils of Farmers Branch and
Carrollton.
GARBAGE
The Council instructed Administrator Gray to make a thorough study of
garbage service and the present Contract in relation to costs to determine whether
or not the City should begin operating its own garbage service and cancell
the present contract.
MYRA LANE
The Council discussed the proposal of W. R. Pritchett of Texas Bitulithic
Co. to surface Myra Lane with lJ- " hot mix asphaltic concrete. Motion by
Alderman Gibson, seconded by Alderman Brodhead to accept this proposal.
CONSULTANT ENGINEERS
The Council discussed the adviseability of entering into a contract with
consulting engineers of the C. L. Moon firm on capital projects exclusive of
water and sewer works. Motion by Alderman Mallon, seconded by Alderman Wilsey
instructing Mayor Lewis and Administrator Gray to negotiate such contract.
AMEND PAVING ORDINANCE
On a motion by Alderman Wilsey seconded by Alderman Brodhead, the Council
accepted the recommendation to amend the paving ordinance, to require 6"
thickness @ 2500 lbs. strength instead of the present requirement of 5" @ 3000
lbs.
VENDORS ORDINANCE
The Council accepted the recommendation to amend the Vendors Ordinance,
section #14 to reduce the license fee from $50.00 to $25.00 being a yearly fee
and to require such bond as would make the vendor financially responsible for
any action arising from the conduct of his Business. Legitimate Charities are
expressly exempted from the provisions of this ordinance.
SPECIAL PERMIT
On a motion by Alderman Mallon, seconded by Alderman Brodhead the Council
ordered a special permit to be issued allowing the Lighthouse for the Blind
organization to sell its products in the City of Farmers Branch.
CAPITAL IMPROVEMENT PLANNING COMMITTEE
Alderman Reeder made the motion that Mayor Lewis appoint a Capital
Improvement Planning Committee. Aldermen Gibson seconded this motion and all
approved. Mayor Lewis appointed the Council to the Capital Improvement Planning
Committee.
DOGS
Alderman Wilsey expressed concern about increased number of dogs and cats
roaming throughout the City of Farmers Branch. Mayor Lewis proclaimed that a
drive on stray dogs begin at once.
4TH OF JULY
Alderman Wilsey reported on the preparations for the 4th of July celebration
and requested the presence of the Council at the festivities.
CURRENT BILLS
On a motion by Alderman Mallon seconded by Alderman Reeder to pay current
bills.
