1956-09-17 CC Minutes1 MINUTES OF A REGULAR MEETING OF BOARD OF AIDERMEN FARMERS BRANCH, TEXAS SEPTEMBER 171, 1956 The City Council met in a regular meeting at 7:30 P.M. at the City Hall on September 17, 1956 with the following present: Mayor Aldermen City Attorney City Adm. City Secy. Lawson Lewis Thomas Reeder Bayne Gibson John Wilsey Bill Blalock Jack Gray Naomi Goodnight The meeting was opened by prayer led by Alderman Wilsey. The minutes were read and approved as read. II~ L~ VALIEY VIEW SHOPPING CENTER The public hearing was held by the Council and on a motion by Alderman Wilsey, seconded by Alderman Gobson the Council accepted the recommendations of the Zoning Commission to change the Valley View Development Company commercial area to Shopping Center. Mr. H. L. McQueen was present and promised to have the revised site plans to the Zoning Commission by October 15, 1956. PARKING ON VALIEY VIEW FOR BEAUTY SHOP Mr. Carl Turska who owns the lot next to the water tower asked psrmission for head-in parking in front of his Beauty Shop plus the city's prop6rty in front of the water tower. The Zoning Commission recommended not to have head- in parking because of the traffic hazard involved. They City Council accepted this recommendation. SCHOOL BUS FRANCHISE Mr. Robert L. Thurmond met with the Council concerning the franchise for a private school bus for Valwood Park. Mr. Blalock, attorney, is to check the franchise and the insurance requirements and surity bond. The Council agrees with the bus service if Mr. Thurmond meets the necessary requirements. DALLAS IMPLEMENT COMPANY Mr. Bowman of the Dallas Implement Co. met with the Council to discuss the purchasing of the John Deere Equipment the City plans to but. He /o suggested that to but as a unit would save the city some money. The tractor is subject to a 6% increase after September 20, 1956. On a motion by Alderman Gibson seconded by Alderman Wilsey Mr. Gray was given the authority for admin- istrative decision to buy the tractor. All approved. JOHNSTON PARK CITIZENS ASSIN. Mr. Bob Whitten , president of the newly formed Johnston Park Citizens Ass'n., met with the Council to see if the speeders could be slowed down on Mount Castle. The Council assured him that pur`police department would do all they could to stop these speeders. GARB-AGE TRUCK Mr. L. G. Moore, garbage contractor, has agreed to sell his truck to the city for $1100 equity and the payments are $200 per month. A motion by Alderman Gibson, seconded by Alderman Reeder was made allowing Mr. Gray to handle this equity question. All approved. ENGINEERIS ESTIMATES Mr. Remsburg pr$sented the estimates for ppyment. Mr. E. E. Farrow Co. Est. 5588.80 Mr. Joe J. Rady Co. Est. 596.38 On a motion made by Alderman Wilsey seconded by Alderman Gibson, it was approved by the Council to pay these estimates. Mr. Remsburg discussed the trunk sewer and the connection with the Dallas sewer lines. ORDINANCE PROHIBITING OVER 1 TORN TRUCKS ON VALWOOD PARKWAY An ordinance was passed prohibiting all trucks over 1 ton from using Valwoos Parkway; Spring Valley Road was designated as a truck route. This motion was made by Alderman Gibson, seconded by Alderman Wilsey. All approved. AWNDNENT TO ZONING ORDINANCE OF 1952 An amendment to the 1952 Zoning Ordinance was made defining a shopping center. The follvwing definition was accepted as a shopping center definition on a motion made by Alderman Wilsey, seconded by Alderman Gibson. A Shopping Center District is hereby defined as a group of retail establishments planned, developed and managed as a unit according to a site plan which has been approved by the Planning and Zoning Comaiiiion of the City of Farmers Branch. //0 The site plan shall specify in detail all means of ingess and egress, all dervice drives, all curbs and drainage structures which shall be installed according to the requirements, specifications and codes of the City of Farmers Branch. The owner or developer of the Shopping Center area shall bear the total cost of all such improvements. There tieing no further business, the meeting adjourned. City Secretary J 1
