MINUTES OF A REGULAR MEETING OF
BOARD OF COUNCILMEN
FARMERS BRANCH, TEXAS
DECEMBER 17, 1956
The City Council met in a regular meeting at 7:30 P. M. at the
City Hall with the following present:

TRINITY RIVER AUTHORITY
Mr. Hardin, Mr. Wm. C. Jackson, Jr. and Mr. Bentley met with the
Council to discuss the Trinity River Authority proposition to issue
and sell bonds for a proposed Central Sewage Plant.
On a motion by Councilmen Gibson, 2nd by Councilman Reeder, the
Council passed a resolution authorizing Mayor Lewis to sign a "letter
of intent" which is a formal expression of the willingness of the
City of Farmers Branch to cooperate with Dallas, Irving, Grand Prairie
and the Trinity River Authority in plans to solve the problem of sewage
treatment.
The letter of intent will not finally obligate the City but will
permit further engineering studies to go ahead, will enable the T.R.A.
to get the legislature to pass the required legislation, and the financial
advisors to prepare the bond program. The final contract will be discussed
in detail at a later date.
RESOLUTION RETAINING RADY CO. SERVICES
On a motion made by Councilman Brodhead, 2nd by Councilman Reeder,
the Council passed resolution recommending to the T.R. A. the services
of Joe J. Rady & Co. in regard to engineering work involved in designing
and constructing the trunk line that will serve Farmers Branch in the
the T. R. A. system.

TRAFFIC SURVEY
The Council approved the request of City Manager Gray to have
Mr. Brandes, County Traffic Engineer make a traffic survey for the City
to bring-up-to-date a similar study made last year.
TURN ABOUT ON VALWOOD PARHWY.
Mr. Gray reported that Cato Corporation will pave the turn about on
Valwood Parkway between Bee Street and Albemarle Street.
CNIL DEFENSE AND DISASTER C ON~+IISSION
The Council took under advisement the setting up by ordinance of a
Civil Defense and Disaster Commission with the executive committee to be
appointed by the Council. The Mayor and the Chief of Police will be two of
the seven members on the board and the City Manager will act as ex-officio
member. The commission will have not less than 15 or more than 25 members.
This motion was made by Councilman Brodhead, seconded by Councilman Gibson.
DEPARTMENT OF SANITATION
On a motion by Councilman Reeder, seconded by Councilman Brodhead, the
Council created a Department of Sanitation by ordinance #124 under the new
charter. L. G. Moore will be the director.
NEW REFUSE DISPOSAL AREA
Mr. Gray, reported that a new refuse disposal area will be on the
Russell luck property. The new City Dump will have 15 acres of gravel pits
to be filled. Mrs. Tompie Dyer also offered to let the city use her property
for dumping.
DOG QUARANTINE
On a motion by Councilman Gibson, seconded by Councilman Reeder, the
Council extended the dog quarantine to February 18, 1957.
FIREMEN'S QUARTERS
Mayor lawson Lewis took the Councilmen and visitors on a tour of the
newly equipped firemen's quarters in the City Hall.

RESOLUTION INVITING MINISTERS TO GIVE INVOCATION AT COUNCIL MEETINGS.
The Council approved a resolution inviting ministers of the
various Churches in this vicinity to give the invocation at future
Council meetings. Manager Gray is to coordinate the schedule. This
resolution was passed on a motion by Councilman Reeder, 2nd by Council-
man Gibson.
GREATER DALLAS MUNICIPALITY LEAGUE
Mayor Lewis reported that Brook Hollow Industrial Club had
been adopted as the meeting place for Greater Dallas Municipality
League, which meets every two months.
JOINT TOWN PLANNING
The Council expressed unanious approval to Mayor Lewis' suggestion
that representatives of neighboring cities: Dallas, Carrollton, Addison
and Coppell get together with Farmers Branch to discuss and work out
plans in areas of mutual concern.
There being no further business, the meeting adjourned.
