1979-09-24 CC MinutesCITY OF FARMERS BRANCH CITY COUNCIL MINUTES OF A SPECIAL MEETING SEPTEMBER 24, 1979 COUNCIL CHAMBER POLICE BUILDING All members of the City Council were Mayor Mayor Pro Tem Councilmen: The following members of City Manager City Secretary City Attorney Recording Secretary present: Bill Binford John Dodd Ken Quevreaux Fred Johnson Herb Weidinger the City Administration were Paul M. West J. W. Wade John Boyle - Ben Ruth Ann Parish present: Brooks Mayor Binford called the City Council meeting of September 24, 1979 to order at 8:30 A.M.. AGENDA ITEM NO. 1. -INVOCATION. Councilman Johnson gave the invocation. AGENDA ITEM NO. 2. -DISCUSS FARMERS BRANCH INDUSTRIAL DEVELOPMENT CORPORATION. Each Councilman express his views on the formation of the Farmers Branch Industrial Development Corporation that was formed at the last Council meeting. Councilman Weidinger questioned the legality of the resolution that was passed at the last meeting of which the original was not present before the Council. Another question was relating to the City Council members serving on the Corporate Board of Directors while having to rule on zoning and variance requests made by the companies they approve for the bond issuance. One other major concern discussed by Councilman Weidinger was the area of liabilities incurred by the corporation and possible contingent liabilities incurred by the members of the Board. Another area discussed was the responsibilities of the Directors. Councilman Haggerty questioned dates submitted on the questionnaire to that dated on the copy of the contract of sale which differed. Councilman Haggerty questioned the purpose of the law providing for the formation of such a corporation and who was to benefit from it. Councilman Dodd, Johnson, and Quevreaux addressed statements in support of the Industrial Development Corporation. After some discussion, Councilman Dodd made a motion that citizens of Farmers Branch be appointed to serve on the Farmers Branch Development Corporation Board of Directors in 60 days which the Vol. 31, Page 116. City Council members will no longer serve as the Board of Directors after this time. Councilman Haggerty seconded the motion. The motion carried 3 to 2 with Councilmen Dodd, Haggerty, and Weidinger voting "aye", and Councilmen Johnson and Ouevreaux voting "nay". AGENDA ITEM NO. 3-ADJOURNMENT.
