CALL TO ORDER Mayor Phelps called the Study Session meeting to order at 5:08 p.m. B. PUBLIC HEARING B.1 R2017-028 Conduct a Public Hearing and consider approving Resolution No. 2017- 028 creating the Mercer Crossing Public Improvement District within the City of Farmers Branch, pursuant to Chapter 372 of the Texas Local Government Code; and take appropriate action. City Manager Charles Cox briefed City Council regarding this item, explaining this Resolution provides for the establishment of Mercer Crossing Public Improvement District in accordance with a petition request from a property owner representing greater than 50 percent of the property within the requested district. Mr. Cox noted the City Council's next actions will be to conduct a public hearing and consider approval and levy of an assessment for public improvements within the district at a Special Called City Council meeting on March 1, 2017. 1 City Council Minutes February 14,2017 Mayor Phelps opened the public hearing. There was no one present that wished to speak. Mayor Pro Tern Froehlich closed the public hearing. Motion seconded by Council Member Bomgardner. Motion prevailed by the following vote: Aye: 5- Mayor Pro Tern Froehlich, Deputy Mayor Pro Tern Reyes, Council Member Norwood, Council Member Bomgardner, Council Member Lynne Motion made by Mayor Pro Tem Froehlich to approve Resolution No. 2017-028. Motion seconded by Council Member Bomgardner. Motion prevailed by the following vote: Aye: 5 - Mayor Pro Tem Froehlich, Deputy Mayor Pro Tem Reyes, Council Member Norwood, Council Member Bomgardner, Council Member Lynne C. REGULAR ITEM C.1 R2017-029 Consider approving Resolution No. 2017-029 accepting the preliminary service and assessment plan and assessment roll for the levy of assessments for authorized improvements in the Mercer Crossing Public Improvement District in the City of Famers Branch; setting a date for public hearings; authorizing the publication of notice; and enacting other provisions relating thereto; and take appropriate action. City Manager Charles Cox briefed City Council regarding this item. Mr. Cox explained this Resolution provides for the acceptance of the preliminary Service and Assessment Plan and related Assessment Role. sorti After discussion, Mayor Pro Tern Froehlich moved to approve Resolution No. 2017-029, and setting a Public Hearing date for March 1, 2017, to consider approving a preliminary Service and Assessment Plan and related Assessment Roll as the final Service and Assessment Plan and related Assessment Roll. Motion seconded by Council Member Lynne. Motion prevailed by the following vote: Aye: 5- Mayor Pro Tern Froehlich, Deputy Mayor Pro Tern Reyes, Council Member Norwood, Council Member Bomgardner, Council Member Lynne Mayor Phelps recessed for a break at 5:14 p.m. Mayor Phelps recessed into closed Executive Session at 5:20 p.m. to discuss Agenda Item D.1. D. EXECUTIVE SESSION D.1 17-382 Council may convene into a closed executive session pursuant to Section 551.087 of the Texas Government Code to deliberate regarding: 2 City Council Minutes February 14,2017 • Economic Development Incentives for development of projects proposed to be located in City of Farmers Branch Tax Increment Reinvestment Zone No. 3. Mayor Phelps recessed from Executive Session at 5:25 p.m. and reconvened into Regular Session at 5:29 p.m. No action was taken as a result of Executive Session. E.
