Mayor Grimmer called the regular City Council meeting with the
Planning and Zoning Commission of January 5, 1970 to order at
7:30 P.M. Councilman Linn gave the invocation.
APPROVAL OF MINUTES
Upon a motion by Councilman Linn, a second by Councilman Korioth,
all voting "aye", approved the minutes as written of December 15, 1969
of a regular Council meeting after correction was made on page 47
the fourth paragraph from the bottom of the page where the name of
Mr. Phil Sizer, 14127 Tanglewood Drive is written, this should read
Mr. Tommy Lyon, 2982 Topaz.
PRESENTATION OF ELM FORK OPEN SPACE STUDY FOR CITY
OF DA.LLA.S BY MA.RVIN SPRINGER
Mr. Marvin Springer, a land planner, introduced Mr. L. B. Houston
of the Dallas Park Department, and then presented a "Green Belt
Study" of the Trinity River Elm Fork that involves Farmers Branch
which has been prepared for the City of Dallas. Mr. Springer
presented the study by slides and topographic maps. The slides
showed the present Trinity River Elm Fork which Mr. Springer
explained what could be done. The study was from 60 miles
from Commerce Street in Dallas to the proposed Tennessee

Colony reservoir just west of Palestine. The topographic maps showed
the existing lakes and reservoirs of this area and the areas near by.
Mr. Springer discussed the Corp of Engineers Flood Plain control
and explained his recommendation was to preserve the land by flood
control which could be used for recreation and park areas. He stated the
land was a fine park strip which levees could be built 3000' apart.
Mr. Springer stated what has been done along the Trinity in Dallas
and that the area that involves Farmers Branch could be one of a
beautiful flood plain strips that could be preserved. Mr. Springer
and Mr. Houston stated the City of Dallas is thoroughly studying
this plan and hopes that Farmers Branch will too.
Mayor Grimmer thanked Mr. Springer and Mr. Houston for their
recommendation and presentation and that the Council would study
this but could make no committments of future Councils.
DOWNTOWN SECTION PLAN OF FARMERS BRANCH PRESENTATION
BY MA.RVIN SPRINGER
Mr. Marvin Springer stated he wanted to present his study of a plan
for the redevelopment of the original downtown Farmers Branch, so that
the Planning and Zoning Commission could study it and work with him
and present the final recommendations to the Council. Mr. Springer
presented the following recommendations by pointing them out on a
map. The recommendations were:
1. Circulation and A.ccess - The Basic framework for street
access and circulation in PD-5-C is shown on the accompanying Plan.
The minimum rights-of-way of the primary access streets of Rossford,
Carrick and Pike Streets are established at 60 feet south of Valley View
Lane and west of the MK&T Railroad. Oak Street, Irondale Street,
Sable Street, Eler Street, Verbick Street and a portion of Carrick Street
are subject to closing when such action is agreeable to the abutting
property owners. All Land in the right-of-way of Oak, Irondale, Elder,
Verbick, or the portion of Carrick Street shall upon closing be sub-
ject to the standards and regulations herein established for (PD-5-C).
Denton Drive shall remain unchanged as a secondary means of access
except for intersection adjustments and provision for one-way operation
in certain sections. Pike Street is proposed to be extended across the
MK&T Railroad. Rossford Street north of Valley View Lane shall have
a minimum right-of-way of 50 feet and be subjectio the same set back
standards as measured from the centerline as are provided for the
section south of Valley View Lane.
2. Permitted Uses - The uses permitted in (Pd-5-C) shall be in
accordance with the Use Schedules 8-100 through 8-112 of the Farmers
Branch Zoning Ordinance except that no existing residential structure
shall be converted to a non-residential use and all future business,
commercial or other non-residential uses located in the (PD-5-C) area
shall be constructed to comply with building code standards for the
type of occupancy intended.

3. Building Set Back (Yards) and Coverage - No set back from the
property line shall be required for any new non-residential structure
provided; however, that in no case shall a building be constructed
nearer than thirty (30) feet to the centerline of any adjacent street and
provided further that no more than 50 percent of any lot, tract or
parcel may be covered by building or structure. The remaining
(uncovered) 50 percent of any lot, tract or parcel shall be used for
off-street parking and on-site landscaping.
4. Off-Street Parking - Off-street parking for all uses and
buildings shall be provided in accordance with Article 12 (12-102) of
the Farmers Branch Zoning Ordinance.
5. Other Development Standards - All buildings, drainage
structures, curbs, parking areas and walks shall be designated to
conform to the overall Access and Circulation Framework Plan
adopted as part of (PD-5-C). The grade of all parking areas,
drives, curbs, building floor levels, walks and drainage structures,
shall be subject to approval by by the City of Farmers Branch and
such improvements shall be made in accordance with the City of
Farmers Branch standards and specifications.
After some discussion and agreement to further studying the downtown
redevelopment plan by Marvin Springer, a motion by Mr. Charles Yuil,
a second by Mr. Joe Byrd, all Planning and Zoning Commission members
voting "aye", adjourned themselves from the joint Council-Commission
meeting of January 5, 1970 at 8:45 P.M. .
REQUEST FOR BARBER AND BEAUTY COLLEGE IN VALWOOD
SHOPPING CENTER - MR. NORMAN RUBINETTE
Mr. Norman Rubinette, a broker of Henry S. Miller Company, addressed
the Council and apologized for not attending the last Council meeting
which the Council had turned down 'barber and beauty coleges' to be
located in a LR-2 zone with a special permit. Mr. Rubinettestated they had
requested tlis use in the Valwood Shopping Center which they have an
option by R. C. Fulton of National Beauty Schools for this use. Mr.
Rubinette stated Mr. Fulton had 5 existing operations in the Dallas
area and were located in shopping centers and around other beauty shops.
He stated they would use approximately 450 sq. ft. (5% of the area)
for classroom instruction.
Mr. Rubinettosaid this would be an asset to the community and asked
the council to reconsider their vote of December 15, 1969.
The Council questioned the operation of the request and discussed the
prices charged.
After some discussion, a motion by Councilman Linn, a second by
Councilman Korioth, all voting "aye", expressed desire to send
this back to the Planning and Zoning Commission for an intrepretation
of this request and make recommendations back to the Council.

AUDIT DISCUSSION
Mr. Carson Danford of Burleson and Walker, presented a summary
to the 1968-1969 audit report of a combined Balance Sheet and
Schedule of Cash Balance. Mr. Danford said the entire audit
would be presented at the next Council meeting, January 19, 1970.
From this summary Mr. Danford stated along with the Council, the
City is in a fair financial situation.
FUTURE FIRE DEPARTMENT OPERA.TIONS
Paul West, City Manager, explained the situationof the property
of the old Fire and Police stations. Mr. West explained if the City
could remodel the old police station into offices for headquarters
that would give the Fire Department sufficient room to fulfill
their duties. He stated it would cost approximately $35, 000 to
$40,OGO to remodel and this would come from the 1967 Bond Funds.
He explained it might be necessary to borrow approximately
$30, 000 from some other fund until new bonds are sold. Mr. West
recommended the architect to complete the plans that had previously
been authorized and started and advertise for bids.
After some consideration, a motion by Councilman Korioth, a second
by Councilman Binford, all voting "aye", authorized the City Manager
to instruct the architect to proceed to complete the plans and advertise
for bids on remodeling the old police station for offices for the Fire
Department.

Upon a motion by Councilman Flaherty, a second by Councilman
Korioth, all voting "aye", elected Mayor Grimmer as the member
to represent the City to the Council of Governments.
Lawsuit Discussion
City Attorney Louis Nichols reported to the Council on some condemnation
lawsuits. There were: Knight, Reynolds, Hallock, and Scott.
Mr. Nichols stated he would do what he thought best in trying these cases
unless the Council wished otherwise. The Council did not object.
The Council discussed the Hawnco Case against the city with
City Attorney Louis Nichols. This case was brought by Hawnco,
Inc, against the City of Farmers Branch and Members of the
Council and Plan Commission.

Upon a motion by Councilman Binford, a second by Councilman Linn,
all voting "aye", adjourned the regular City Council meeting of
January 5, 1970 at 10:20 P.M..
