Mayor Grimmer called the City Council meeting of February 2, 1970
to order at 7:30 P. M.. Mr. J. W. Wade gave the invocation.
A.PPROVA L OF MINUTES
Upon a motion by Councilman Korioth, a second by Councilman McClung,
all voting "aye", considered and approved the minutes of January 19,
1970 after correction was made on page 55 in the last paragraph of
omitting the words "of expenses" in the motion, and also omitting
the words "of expenses" in the preceding paragraph of that page.
PROCLAMATION - RELIGIOUS EMPHASIS WEEK
Mayor Grimmer proclaimed the week of February 15th to February 22,
1970 as Religious Emphasis Week.
PRESENTATION OF SERVICE AWARD
Mayor Grimmer presented R. L. "Bob" Yager, Chief of the Fire
Department, a service award for 20 years of service as an employee
of the City of Farmers Branch. After the Mayor stated a few facts
concerning Mr. Yager's employment, he added that Mr. Yager is a very
devoted employee and runs an excellent department which the fire
records proves it. All the Councilmen and audience congratulated
Mr. Yager by applauding.
Mayor Grimmer introduced Mrs. Yager and son, Ricky.
PROJECT 76 & 77 BID TABLED
The bid for Project 76 & 77 was tabled for further study by the Council.
This bid consisted of the paving of Austell Parkway and Josey Lane from
the end of divided lane north of Valley View Lane to Rawhide Drive.

PNEUMATIC ROLLER BID AWARDED
After some consideration, Councilman McClung moved to approve
the recommendation of the City Manager to award the bid for a
pneumatic roller in the amount of $7,119. 00 to Conley-Lott Nichols
Machinery Company. Councilman Korioth second the motion.
Motion carried with all voting "aye".
TREE BID TABLED
The bid for some 185 trees to be planted in various locations of the
City was tabled by the Council for clarification.
BID FOR A STATION WAGON A.NDA 4-DOOR SEDAN AWARDED
After consideration, a motion by Councilman Korioth, a second by
Councilman Binford, all voting "aye", awarded the bid of $5, 468. 58
for one 1970 Station Wagon for the Fire Department and one 1970
4-door Sedan for the Public Works Department to Lee Jarmon Ford
Sales Company.
PARK LIGHTING BID TABLED
After Council discussion on acquiring poles for park lighting from
T. P. & L. Company, a motion by Councilman Korioth, a second by
Councilman Binford, all voting "aye", rejected all bids as received
for park lighting and instructed the City Manager to submit bids with
the poles to be furnished by the City and break down the remainder
of the construction as the City Manager sees fit.
SCREENING ON MAJOR THOROUGHFARES
City Manager Paul West explained the screening in question was along
Valley View Lane from Templeton Trail east to the unplatted property
owned by Northwood Homes. Mr. West stated the records had been
checked and found that no one was responsible for the maintenance
of this screen. Mr. West went on to say that there were plants in
the area that was in poor condition and to replace some of the plants
and installing a watering system would cost approximately $2, 750
(an estimated cost to maintain on an annual basis would be $300. 00).
Mr. West asked the Council for their desire on this.
The Council expressed their opinions as, if the city could not maintain
all the screening in Farmers Branch, they could not see taking care of this
one. The Council felt the Homeowners should take care of this.
Upon a motion by Councilman Korioth, a second by Councilman McClung,
all voting "aye", refused the request of maintaining the screening
along Valley View Lane.
AUDIT DISCUSSED - CITY MANAGER
City Manager Paul West cdlaborded on the controls that have been
re-established in compliance with good accounting and proceedures.

Mr. West explained the following were re-established:
(1) Inventories of supplies and materials in the warehouse
have been re-established and were test checked and
verified by our A.uditors on October 1, 1969. We now
have a daily record of all supplies in the warehouse,
who these supplies are issued to and from where they
were received.
(2) A. new purchasing procedure was re-established on Oct-
ober 1, 1969 which places in proper sequance the method
of obtaining merchandise to be used in the various
departments.
(3) A weekly payroll was re-established effective October 1,
1969 whereby all field people are paid on Tuesday P. M.
through the previous Friday. All final checks are
picked up by the individual in the Finance office.
(4) A complete inventory of equipment was taken and
checked by our Auditors. We have assigned a number to
each piece of equipment and stamped this number on the
equipment.
(5) Prior to October 1, 1969 we re-established use of a daily
cash report form in reporting all monies collected by
the Police Department.
Mr. West stated that he feels the City now has a good control of all
monies received.
Councilman McClung ask that the records show that these many pro-
ceedures were re-established prior to any action of the existing
City Council and commended Paul West for his initiative in setting
up the City's proceedures, not only do we know where our dollar
is going but will be able to tell the public if we spend a dollar we
know exactly where it is going and thinks this is a great stride.
ORIGINAL DOWNTOWN REDEVELOPMENT POSTPONED
Upon a motion by Councilman McClung, a second by Councilman Korioth,
all voting "aye", tabled the discussion on the redevelopment and
thoroughfare plan of P. D. # 5 of the original downtown until a full
Council was present.
Mayor Grimmer wished the records to show that Councilman Linn and
Councilman Flaherty has an excused absence. Councilman Linn was on
business and Councilman Flaherty was ill.

Mr. W. E. Gray, 3225 Golfing Green, asked to address the Council
to ask the Council's permission to put out some signs advertising
his income tax service. Mr. Gray asked for signs to be put up at
the corner of Marsh Lane and Brookhaven Club Drive, Golfing Green
Drive and Brookhaven Club Drive, and, Golfing Green Drive and
Webb Chapel Road.
Ma,yor Grimmer explained that no action could be taken on this
because it was not on the agenda.
City Attorney H. Louis Nichols stated this would involve amending
the zoning ordinance as to zoning his residence for operating a
business out of his residence and would have to go through the
Planning and Zoning Commission.
Mr. Gray thanked the Council for hearing him.
The Council adjourned to Executive Session at 8:24 P.M. .

EXECUTIVE SESSION
Land A.cquisfion - Buttonwood Right-of-Way
City Manager Paul West explained he had met with Mr. Lawson
Lewis for acquiring some 50. 2' x 290' (14, 558 sq. ft. ) of the North-
west end of Buttonwood Street. Mr. West stated after some discussion
with Mr. Lewis and upon Mr. Lewis' approval, he recommended
that the Council offer Mr. Lewis $4, 500. 00 for this tract which amounts
to approximately 31~ a square foot.
After some discussion, a motion by Councilman Korioth, a second
by Councilman Binford, all voting "aye", authorized the purchase
of a tract owned by Mr. Lawson Lewis for 50.2' x 2901,of land, the
northwest portion of Buttonwood Street, in the amount of $4, 500. 00.
Land Acquisition - L. B. J. Service Road Right-of-Way
City Manager Paul West explained a tract of 9, 453 sq. ft. that belongs
to Mr. Goldware and Mr. Welmering is needed for right-of-way so
that the State Highway Department can build service roads along L. B. J.
between Josey Lane and Webb Chapel Road. Mr. West said a professional
appraiser, Mr. Thomas J. Morey, had appraised this property at
$2. 00 per square foot.
After some discussion, a motion by Councilman Korioth, a second.
by Councilman Binford, all voting "aye", authorized the City Manager
to negotiate up to $2. 00 per square foot on some 9, 453 square feet
needed for right-of-way along L. B. J. between Josey Lane and Webb
Chapel and if unable to negotiate for this amount proceed with
condemnation proceedings.
Mayor Grimmer stated Don Holden had appeared before the Park and
Recreation Board asking for an answer from the Council on his
dismissal of employment. Mayor Grimmer read a letter he had
composed to Mr. Holden which stated: "The Council considered this
subject and come to the conclusion that they have no jurisdiction in
this matter. Further it was agreed that it had been properly handled
by the City Administration and Mr. Holden had been accorded all due
consideration. "
PERSONNEL MATTER - Don Holden
Upon a motion by Councilman Korioth, a second by Councilman Binford,
all voting "aye", agreed for the Mayor to send the letter to Mr. Holden.

Upon a motion by Councilman Korioth, a second by Councilman
Binford, all voting "aye", adjourned the City Council meeting
of February 12, 1970 at 8:37 P. M. .
