Grimmer W. R. Linn Ray Flaherty Bill McClung Bill Binford Paul M. West H. Louis Nichols Ruth Ann Parish Councilman Korioth was absent. Mayor Grimmer called the Special City Council meeting of April 27, 1970, to order at 6:35 P. M.. Councilman Linn gave the invocation. BID AWARDED FOR STREET PROJECT #83 The Council reviewed the tabulation of bids from seven firms for Project #83 which is the Windmill, Joanna, and Mark Twain storm sewer. The Council inquired about the reputation of the low bidder, J. D. Morgan & Company, and was assured by Public Works Director Roy Patton that he had checked surrounding cities where the company had completed work and found them to be a very reputable company. It was the recommendation of the Administra- tion to award the bid to J. D. Morgan and Company in the amount of $213, 421. 90. The following is a list of the bids and the bidders. J. D. L. Dalton Company $287,884.70 Murray Construction Company $316, 223. 78 After due consideration, a motion was made by Councilman McClung awarding the low and best bid to J. D. Morgan and Company in the amount of $213, 421. 90 for Project #83, the Windmill, Joanna, and Mark Twain storm sewer. Councilman Flaherty seconded the motion. The motion carried with all voting "aye'• Page 104 MARSH-VIEW WATER 'SOWER DISCUSSION Mr. Warren Zimmerman, 13161 Pennystone, stated he lived directly across the street from the tower. He was appearing before the Council to see if there is anything which could be done to eliminate the noise that is created in working on the tower. Mr. Zimmerman noted that he and his wife had written letters and called the City Manager about the noise. Mr. Zimmerman did say that the City Manager had gotten the noise stopped at night and the obscene language stopped which they thanked Mr. West. Mr. Zimmerman made statements on how the noise was affecting the people so they could not enjoy their homes. He suggested a talk with the contractor to see if every means have been taken to reduce the noise; maybe the work schedule could be cut down; or get some equipment that would make less noise. Mr. Zimmerman stated he wanted the Council to be aware of this noise, he does not like the tower there and asked the Council for consideration on a solution on the noise. Consulting Engineer Pete Styner stated he had talked with Mr. Al Dunkel- berger of Pittsburg-Des Moines, contractor of the tower, who said they hoped to be through with the construction phase which .makes the loud noise by June 16th, 1970. Mr. Styner explained the types and the methods of construction which are being used. Mr. Styner also stated the tower should be completed by September of this ,year. Mr. Styner stated he knew of no way the noise could be cut down, when asked by the Council. The citizens of the area made statements that they should have been notified the tower was going to be there. When they bought their homes they were not advised the tower was to be constructed there and since it was there, was it taken into consideration for taxing purposes on their property. The Council advised all who are interested in buying homes to check all vacant areas around as to the proposed plans for that area. Mr. Richard Anderssen, 13171 Pennystone, asked what was proposed as far as landscaping is concerned and asked that since the tower was such an eyesore, could mature trees be planted between Valley View and the wall in this area. After some discussion, Mr. Anderssen requested mature trees be planted between the wall and Valley View in the area across the street from the tower. The Council directed the City Manager to present this request to the Park Board for a recommendation which would come back to the Council for consideration. Mr. Frank Finch, 12833 Pennystone, asked if anything could be done about the bad T. V. reception the people were receiving because of the tower. After some discussion, the Council stated they would report this to the contractor to see if anything could be done to help the T. V. reception. Mr. Jules M. Hu r~N , 13141 Pennystone, agreed with the suggestion of Mr. Anderssen concerning the trees and asked consideration on a play Page 105 area, maybe with a small Kiddie wading pool, around the tower. The citizens disagreed with the proposed color scheme of the blue and white. They suggested to change the colors to something that would blend better. The Council suggested the citizens get together and present by letter, color suggestions for the tower. The Council pointed out that the paint maybe already ordered by the contractor. Mr. Ron Willer, 3811 Blue Trace, asked how does one find out when an item is on the agenda. The Council explained that the agenda is posted in the City Hall on Thursday before the Council meeting. The Council explained to the citizens that the property was bought in 1966 for the purpose of a water tower and bonds were voted for it. Mr. Robert L. Bell, 12839 Pennystone, expressed concern why Marsh Lane was not being widened as proposed and Josey Lane is now being widened. Mrs. Donald M. Durand, 13211 Pennystone, suggested projects of this sort be scheduled in the winter time when people are in their house all the time. The citizens brought up several different subjects, like: the zoning of the property on all four corners of Valley View and Marsh Lane; and, the taxation on property. Mayor Grimmer stated the contractor of the water tower would be contacted to see if he has taken all means to eliminate some of the noise of the construction. Councilman Linn moved the Council to pass on to the next item on the agenda. DISCUSSION ON COMPUTER After some discussion, Councilman Flaherty .moved that the brochure giving a cost comparison of various computers, furnished by Paul West, City Manager, at our last Council meeting, be made a part of the permanent .minutes of this City Council and that appropriate cross-reference and notation to this brochure be made in the minutes of December 15, 1969, Agenda Item X and April 6, 1970, Agneda Item VIII. Other units that compare in price are: UCC - All input and output hardware are in our building with time rented on a large Computer located elsewhere would cost $1, 785. 00 monthly rental with Computer Time costing from $20. 00 to $40. 00 per hour depending on the number of hours used. G. E. 100 Series - Would cost $1, 450. 00 per month rental plus the cost of a card sorter and a key punch. This series only has 5 K storage while the Systems/3 has 8 K. Univac 1004 - Would cost $1, 500. 00 per month rental plus the cost of a card sorter and a key punch. This system has only 3 K storage. Other systems have been investigated and found to be either to costly or would not effectively handle our operation.
