MINUTES OF A SPECIAL MEETING
August 24, 1970

Mayor Grimmer called the special meeting of August 24, 1970, of
the City Council to order at 7:00 P. M.. Councilman Linn gave the
invocation.
CHANGE ORDER TO THE WINDMILL, JOANNA, MARK TWAIN
PROJECT
City Manager Paul West asked the Council to consider the rebuilding
of Joanna from Heartside to Windmill, and Windmill from Heartside to
the end of the storm sewer job rather than repairing the pavement
which was originally planned. Mr. West presented eight different
conbinations that were investigated to determine the most economical
and practical combination to carry out the desired rebuilding of the streets
involved in this project.
The possibilities investigated were:
1. Present contractor, J. D. Morgan, to patch ditch, overlay
existing street and adjust curb grades.
Estimated cost ---$25, 157. 00
2. Present contractor to do street excavation and concrete work,
with Dallas County doing the asphalt paving, pouring new
asphalt pavement.
Estimated cost $33,500.00
3. Present contractor doing the concrete work, with Dallas County
doing the excavation and asphalt paving for a new asphalt pave-
.me nt .
Estimated cost $31, 500. 00
4. Present contractor doing all work required for a new asphalt
pavement.
Estimated cost $45,850.00

5. Present contractor doing all work necessary to rebuild the
street with a concrete pavement.
Estimated cost $56,700.00
6. Present contractor doing the street excavation and concrete
work, with General Texas Asphalt Company doing the asphalt
work for a new concrete pavement.
Estimated cost $35,950.00
7. General Texas Asphalt Company doing all the work required
for a new asphalt pavement.
Estimated cost $40, 504. 00
8. Present contractor doing the street excavation with Uvalde
Construction Company doing all other work required for a new
concrete pavement.
Estimated cost $53, 309. 00
After some discussion, a motion by Councilman Korioth, a second by
Councilman McClung, instructed the City Manager to proceed with Item 2
which allows the present contractor to do street excavation and concrete
work, with Dallas County doing the asphalt paving, pouring new asphalt
pavement in the estimated cost of $33, 500. 00. Motion carried 4 to 1.
Councilman Flaherty opposed. Councilman Flaherty stated he opposed
on the basis of the material being varied and not adequate time being
allow to investigate an expenditure involving $33, 500. 00.
ORDINANCE NO. 855 - AMENDMENT TO ZONING ORDINANCE PROVIDING
OFF-STREET PARKING REQUIREMENTS
Upon a motion by Councilman Binford, a second by Councilman Linn, all voting
"aye", adopted the following captioned ordinance:
AN ORDINANCE AMENDING THE COMPREHENSIVE ZONING
ORDINANCE OF THE CITY OF FARMERS BRANCH, AS HERETOFORE
AMENDED, BY AMENDING SECTIONS 12-103 AND 20-100 SO AS
TO REGULATE OFF-STREET PARKING REQUIREMENTS;
CONTINUING IN EFFECT OTHER PROVISIONS OF THE COMPRE-
HENSIVE ZONING ORDINANCE; PROVIDING A PENALTY OF
FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS
($200. 00) FOR EACH OFFENSE; AND DECLARING AN EMERGENCY.
ORDINANCE NO. 856 - PROVIDING ONE WAY STREETS AROUND
CERTAIN SCHOOLS DURING SCHOOL HOURS
Upon a motion by Councilman Linn, a second by Councilman Korioth, all
voting "aye", adopted the following captioned ordinance:
AN ORDINANCE OF THE CITY OF FARMERS BRANCH,
TEXAS, REGULATING CERTAIN NAMED STREETS AS
ONE WAY STREETS ON SCHOOL DAYS BETWEEN

8:15 A. M. AND 9:15 A. M. AND BETWEEN 2:30 P.M. AND
4:00 P.M.; DEFINING SCHOOL TRAFFIC ZONES; AUTHOR-
IZING THE CITY TRAFFIC ENGINEER TO POST APPRO-
PRIATE SIGNS; REPEALING ALL ORDINANCES OF THE
CITY OF FARMERS BRANCH IN CONFLICT HEREWITH;
PROVIDING FOR A PENALTY AND DECLARING AN
EMERGENCY.
There was some discussion from the audience concerning the
conditions of Joanna Drive.
ADJOURNMENT
Upon a motion by Councilman Korioth, a second by Councilman Linn,
all voting "aye", adjourned the special meeting of August 24, 1970,
at 7:35 P.M..
