MINUTES OF A REGULAR MEETING

Mayor Grimmer called the regular meeting of the City Council
of September 15, 1970 to order at 7:30 P. M.. J. W. Wade gave the
invocation.
APPROVAL OF MINUTES
Upon a motion by Councilman McClung, a second by Councilman Linn,
all voting "aye", considered and approved as written the minutes of a
regular meeting of September 1, 1970 of the City Council.
UNLISTED USE FOR BATTERY MANUFACTURING IN L. I. DISTRICT.
The Planning and Zoning Commission, because of a request from Gould,
Inc. , has recommended that a classification of an unlisted use, being
"battery manufacturing", be a permitted use in the Light Industrial
Zone of the Zoning Ordinance.
After consideration of this request and recommendation, a motion by
Councilman McClung, a second by Councilman Binford, all voting "aye",
.modified the Light Industrial district by establishing a zoning category,
being "battery manufacturing" as a permitted use in the Light Industrial
Zone.
PRELIMINARY PLANS FOR PHASE I IN METRO SQUARE ADDITION LOT 1.
The Planning and Zoning Commission has recommended to accept the
illustration rendering as a preliminary site plan in PD-2, Metro Square
Addition Lot 1.
After some discussion, Councilman Korioth moved to approve the pre-
liminary site plan for Phase 1 in Metro Square Addition Lot 1 as recommended
by the Planning and Zoning Commission. Councilman Linn seconded the
.motion and all voted "aye".

MERCURY VAPOR LIGHTS ON AUSTELL PARKWAY
City Manager Paul West reported that the City had requested Texas Power
and Light Company to present a cost proposal on mercury vapor lights
on steel poles for Austell Parkway. The cost proposed to the City for
this project was $2, 119. 00.
The Council discussed this expenditure and the existing facilities for
mercury vapor lights.
A motion by Councilman Korioth instructed the City Manager to secure
additional cost figures for mercury vapor lights on existing poles.
Councilman McClung seconded the motion and all voted "aye".
BID AWARDED FOR GARBAGE SACKS
After reviewing bids which are listed below, Councilman Binford moved
to award the bid of $82, 000. 00 for approximately 1, 000, 000 garbage sacks
to St. Regis Paper Company. Councilman Linn seconded the motion
and all voting "aye". This bid amounts to 082 each sack.

BID AWARDED TO SOUTHLAND LIFE INSURANCE COMPANY FOR GROUP
INSURANCE
City Manager Paul West stated that an Insurance Committee consisting
of three city employees, Jim Henry, R. L. Yager, and J. W. Wade, met
and studied the various proposals submitted for group insurance. Mr. West
stated the committee recommended the group insurance be awarded to
Southland Life Insurance Company after considering the premiums charged
and the benefits requested by the specifications. Southland Life did add a
retention agreement which during the year amounts to $8, 487. 93.
Councilman Korioth moved to award the bid for group insurance to Southland
Life Insurance Company for a total monthly premium of $3,183. 61, as
recommended by the committee of employees. Councilman Flaherty
seconded the motion and all voted "aye".
A Mr. Gordan and Mr. Bob Taylor of Louisana and Southern Life Insurance
were present questioning the bid award.

PUBLIC HEARING - 1970-1971 BUDGET
Mayor Grimmer opened the public hearing. Mayor Grimmer explained
that the Council had held work sessions to go over and study the budget.
He pointed out that it was budgeted close, but was not going to have a
tax increase.
After no questions from the audience, the City Manager and his staff
were complimented by the Council on a fair and complete budget.
Mr. Dick Thomas stated he had had an opportunity to look over the budget and
wanted also to compliment the City Manager and his staff for a fine budget.
A motion by Councilman Korioth, a second by Councilman McClung, all
voted "aye", closed the public hearing.
ORDINANCE NO. 859 - SETTING TAX RATE
Upon a motion by Councilman Binford, a second by Councilman Korioth,
all voting "aye", adopted Ordinance No. 859, whereas the assessments
and renditions for the year 1970 on all taxable property is approved, and,
the tax rate levied for the year 1970 on all taxable property, real,
personal or mixed, located within the City limits of Farmers Branch be
fixed at $1. 25 per $100. 00.
ORDINANCE NO. 860 - APPROVING THE BUDGET
Upon a motion by Councilman Binford, a second by Councilman Korioth,
all voting "aye", adopted the following captioned ordinance:
AN ORDINANCE OF THE CITY OF FARMERS BRANCH
PROVIDING FUNDS FOR THE FISCAL YEAR BEGINNING
OCTOBER 1, 1970 AND ENDING SEPTEMBER 30, 1971,
BY APPROVING THE BUDGET FOR SAID PERIOD AND
APPROPRIATING AND SETTING ASIDE THE NECESSARY
FUNDS OUT OF THE GENERAL AND OTHER REVENUES
OF THE CITY OF FARMERS BRANCH FOR SAID FISCAL
YEAR FOR THE MAINTENANCE AND OPERATIONS OF
VARIOUS DEPARTMENTS AND FOR VARIOUS ACTIVITIES
AND IMPROVEMENTS OF THE CITY; AND DECLARING
AN EMERGENCY.

City Manager Paul West stated he would like to publicly compliment
all of his staff on their hard work and cooperation in the preparation
of the budget.
ORDINANCE NO. 861 - AMENDING ZONING ORDINANCE - CORNER
OF FYKE ROAD AND WEBB CHAPEL ROAD - R-6" TO "0".
After some discussion, a motion by Councilman Flaherty, a second by
Councilman Linn, all voting "aye", adopted the following captioned
ordinance:
AN ORDINANCE AMENDING THE COMPREHENSIVE
ZONING ORDINANCE OF THE CITY OF FARMERS BRANCH,
AS HERETOFORE AMENDED, SO AS TO CHANGE THE
FOLLOWING DESCRIBED PROPERTY FROM R-6 RESIDEN-
TIAL TO O-OFFICE DISTRICT, SAID TRACT BEING DESCRIBED
AS FOLLOWS: SITUATED IN THE STATE OF TEXAS, COUNTY
OF DALLAS AND CITY OF FARMERS BRANCH, AND BEING A
TRACT OF LAND OUT OF THE W. W. COOK SURVEY, AB-
STRACT NO. 278, AND JOHN NIX SURVEY, ABSTRACT NO. 1088,

ADJOURNMENT
After no other business and comments, the meeting of the City Council
of September 15, 1970 adjourned at 8:05 P. M. by motion of Councilman
