MINUTES OF A REGULAR MEETING
November 20, 1972

Mayor Grimmer called the City Council meeting of November 20, 1972 to
order at 7:30 P. M.. Roy Patton gave the invocation.
APPROVAL OF MINUTES
Upon a motion by Councilman Flaherty, a second by Councilman Linn,
all voting "aye", approved the City Council minutes of the meeting of
November 6, 1972 as submitted.
PROCLAMATION DESIGNATING THE WEEK OF NOVEMBER 26 TO
DECEMBER 2, 1972 AS ONE NATION UNDER GOD WEEK".
Mr. H. C. McCracken, a representative of the Exchange Club, presented
the proclamation to the Council. Mr. McCracken stated that the Exchange
Club is sponsoring an Essay Contest in the two Junior High Schools in
which the essayists will write the meaning to them of the words "One
Nation Under God" in our pledge to the Flag. Mr. McCracken explained
the awards that would be given by the selected winners. He stated that
this was a National Program of the Exchange Clubs and was authorized
by the School Superintendent Newman Smith for the schools participation.
After some discussion, a motion by Councilman Quevreaux, a second
by Councilman McClung, all voting "aye", designated the week of November 26,
to December 2, 1972 as "One Nation Under God Week" as requested by
Mr. H. C. McCracken.

PUBLIC HEARING TO CONSIDER AN ORDINANCE AMENDING THE
COMPREHENSIVE ZONING ORDINANCE OF THE CITY SO AS TO
PROHIBIT THE SALE OF LIQUOR IN CERTAIN ZONES OF THE CITY,
Mayor Grimmer opened the public hearing to consider an ordinance
amending the Comprehensive Zoning Ordinance of the City so as to
prohibit the sale of liquor in certain zones of the City.
Mayor Grimmer read the captioned heading of the ordinance. The
ordinance amends the Comprehensive Zoning Ordinance so as to
restrict the retail sale of alcoholic beverages in the City of Farmers
Branch. The ordinance in consideration prohibits the sale of alcoholic
beverages in all zones of the City, except in Heavy Industrial zones and
except with a Specific Use Permit in Light Industrial zones. The
ordinance also prohibits the sale of alcoholic beverages in those "Planned
Development" zones allowing heavy industrial and light industrial uses.
Mayor Grimmer asked if there was anyone present to speak in favor
or in opposition of the ordinance presented. No one spoke.
Upon a motion by Councilman Linn, a second by Councilman McClung,
all voting "aye", closed the public hearing.
After some clarification and additions made, a motion by Councilman
McClung, a second by Councilman Linn, all voting "aye", adopted the
following captioned ordinance:
AN ORDINANCE OF THE CITY OF FARMERS BRANCH,
TEXAS, AMENDING THE COMPREHENSIVE ZONING
ORDINANCE OF THE CITY OF FARMERS BRANCH AS
HERETOFORE AMENDED, BY AMENDING ARTICLE
8, USE REGULATIONS DISTRICTS, BY AMENDING
SECTION 8-107, RETAIL AND SERVICE TYPE USES
SO AS TO PROHIBIT THE SALE OF ALCOHOLIC
BEVERAGES IN ALL ZONES EXCEPT HEAVY INDUST-
RIAL ZONES AND EXCEPT WITH A SPECIFIC USE
PERMIT IN LIGHT INDUSTRIAL ZONES, AND PRO-
HIBITING THE SALE OF ALCOHOLIC BEVERAGES IN
THOSE PLANNED DEVELOPMENT ZONES ALLOWING
HEAVY INDUSTRIAL AND LIGHT INDUSTRIAL USES,
ALLOWING PRIVATE CLUBS IN CERTAIN ZONES WITH
SPECIFIC USE PERMITS; PROVIDING A PENALTY NOT
TO EXCEED THE SUM OF TWO HUNDRED DOLLARS
($200.00) FOR EACH OFFENSE; AND DECLARING AN
EMERGENCY,
ITEM NO. 5 ON THE AGENDA TO CONSIDER ACCEPTING A 20 FOOT
FIRE LANE EASEMENT DEDICATION FROM BROOKHAVEN COUNTRY
CLUB INC. WAS CANCELLED.

MAYOR AUTHORIZED TO SIGN PLAT FOR PROPERTY LOCATED
AT CARRICK AND IRONDALE STREETS.
Mr. Roy Patton, Director of Public Works, explained that a plat of
the Henry-Blaylock Addition No. 1, located at the northwest corner
of Carrick and Irondale Streets, had been submitted. The plat includes
within its boundaries a portion of the right of way of Irondale Street
which was closed to traffic on June 19, 1972. Because the City owns the
closed right of way, it is necessary for a representative of the City to
sign the plat along with other property owners in the addition, before
the plat is recorded with the County. If the plat is signed by all property
owners and recorded with the County, the right of way would still be
retained by the City as a drainage and utility easement. However, the
developers of the Addition will be able to include and utilize this closed
portion of the right of way within their paved parking area.
The Planning and Zoning Commission approved the plat, subject to
the condition that it be signed by a representative of the City.
City Manager Paul West recommended that the authorization for joining
in this platting be given, subject to the completion of a satisfactory
agreement which will provide for the payment for the right of way in
what was Irondale Street as outlined in the action of the City Council
in the Executive session of November 6, 1972.
After some discussion, a motion by Councilman McClung, a second by
Councilman Flaherty, all voting "aye", authorized the Mayor to sign a
plat for property located at Carrick and Irondale Streets as recommended
by the City Manager.
CITY MANAGER REPORTS
City Manager Paul West gave a report on various happenings, projects
and programs going on in the various departments of the city.
Upon a motion by Councilman Binford, a second by Councilman Quevreaux,
all voting "aye", accepted the City Manager's report.
Mayor Grimmer reported the disposition of various resolutions that were
presented for consideration at the Texas Municipal League convention.
EXECUTIVE SESSION
Appointments to the Zoning Board of Adjustment
After some discussion, a motion by Councilman Flaherty, a second by
Councilman Quevreaux, all voting "aye", appointed W. E. Morgan and
Tom Madden to serve another two year term on the Zoning Board of
Adjustment and Building Board of Appeals.
ADJOURNMENT
Upon a motion by Councilman Flaherty, a second by Councilman Quevreaux,
all voting "aye", adjourned the City Council meeting of November 20, 1972
at 8:24 P.M.
